Train the Trainers resources and processes
Guideline for planning and implementation – April 2010
Introduction
The Ministry of Health contract SHINE (Safer Homes in New Zealand Everyday) to
deliver the Ministry of Health’s Violence Intervention Programme (VIP) Train the Trainers
package to District Health Boards (DHBs).
This Guideline is provided to support DHBs planning for health professional training as
part of VIP programme implementation and includes information on:

2. Focus
3. Community agencies and training
4. Training Processes
5. Preparation and delivery of VIP Train the Trainers (roles and responsibilities)
6. Quality improvement
1. Prerequisites
This training is available to DHBs free of charge when infrastructure necessary to
support staff to transition policy and training to sustainable practice change have been
established. Infrastructure includes:
senior management endorsement
clinical policies for child and partner abuse intervention
agreed community collaboration demonstrated by ongoing representation on
steering group and training teams
patient and staff resources
standardised documentation forms
a training plan
a quality improvement activities plan
2. Focus
Training for health professionals focuses on implementation of the Ministry of Heath’s
Family Violence Intervention Guidelines: Child and Partner Abuse (Fanslow, 2002).
The VIP training resources are designed to present integrated child and partner abuse
intervention information. They are aligned with training components of the Ministry’s
external audit requirements for VIP programmes.
SHINE services for DHBs include:
SHINE support for DHB VIP Coordinators’ preparation for training.
Copies of the Ministry of Health National VIP Training package (PPT slides,
trainers’ manuals and pre-training guides).
Training delivery for the DHB training team (Train the Trainers).
Post-training evaluation, support and follow-up sessions, if required.
Train the trainers training should only be delivered to DHB staff who will continue to
provide training on VIP within the DHB. It is recommended that the training team is
multidisciplinary and includes a senior clinician to participate in the delivery of child
abuse intervention training.
3. Community Agencies and Training
It is important that discussions with community agencies during the training development
phase are undertaken to establish interagency trust, confidence and commitment to the
National VIP Training Package. It is recommended that DHBs identify key family
violence community agency representatives who are willing to deliver training regularly
on behalf of their agency as integral members of the Train the Trainers team.
4. Training Process
In April 2010, a revised, three-day process will be implemented for the delivery of the
Train the Trainer’s package. It is proposed to hold a two-day workshop for DHB staff
who are identified as the mandated trainers to enable the National Trainer to provide
detailed training information and work closely with the proposed trainers with sufficient
time to allow DHB staff to discuss the training and practice training skills and exercises.
Ideally, this two-day workshop should have no more than six attendees to maximise
effective team building.
A subsequent one-day workshop will be held to allow the DHB team, in partnership with
the national trainer, to pilot their first training session in collaboration with community
agency representatives. The audience will be the trainers and the community agency
representatives who will be involved on an ongoing basis, thus providing a forum for
modeling training, information sharing, evaluation and feedback prior to rollout of training
to health professionals from designated health services.
5. Preparation and delivery of Train the Trainers - (roles and
responsibilities)
5.1 National VIP Programme Manager for DHBs
The National VIP Programme Manager’s responsibility is to advise the DHB VIP
Coordinator and the National Trainer of DHB training approval. The DHB VIP
Coordinator and National Trainer will collaborate to plan for implementation of Train the
Trainers within the DHB.
5.2 National Trainer (SHINE)
The National VIP training team includes SHINE Training Manager, Linda Guirey; (09)

The National Trainer will arrange at least one site visit with the DHB, at the earliest
convenience following training approval (recommended to be at least six weeks) prior to
delivery of Train the Trainers training. The objectives of this visit include;
Introduction of the National Trainer.
Discussions about inclusion of local information and material, documentation
process/forms and community agency referral information.
Confirmation of the training team membership and training dates.
Review of training programme content and processes, e.g. role play/skills practice
processes.
Finalising process for delivery of training including distribution of pre-reading
material, community agency representation and roles within training team.
The National Trainer is responsible for:
1. Completing one DHB visit prior to Train the Trainers sessions.
2. Providing the DHB VIP Coordinator with a copy of the National VIP Training
package at the first site visit. The package will be delivered in two formats. The first
version of the pre-reading package and core training presentation will be provided in
PDF format; it will be branded with the MoH and VIP logos. The second version of
the presentations will be provided in word and PPT format respectively. This will
enable the DHB to add local content including the DHB logo. The VIP logo will be
included; the MoH logo will be omitted. The packages are offered in this format to
provide DHBs with a reference PDF document that details the expected standard.
The second version enables DHBs to insert local content and in future, update
statistics, as indicated. This process, including the application of DHB logo, enables
the DHB to assume responsibility and ownership of the DHB VIP package.
3. Providing the DHB with the Ministry of Health national VIP training package. This
includes.
a. Pre-reading package to be delivered 4-6 weeks prior to training.
b. Core training in child and partner abuse (delivered over two days for the train the
trainers, refined to a one day package for DHB healthcare professionals).
c. Core training will include the information, including theory, required to equip staff
with the knowledge and skills necessary to implement child and partner abuse
intervention within practice. The content aligns to the Ministry of Health Family
Violence Intervention Guidelines; Child and partner abuse (2002) and meets all
requirements of the national evaluation assessing hospital responsiveness to
family violence training items.
d. Training notes/training manual including training exercises, such as clinically
relevant role play scenarios.
e. Pre-post evaluation activities.
4. Delivering train the trainers training package as identified above on a mutually
agreeable date.
5. Providing a report to the DHB VIP Coordinator following training, based on the
evaluation findings, that includes recommendations regarding follow-up process.
6. Providing follow-up services for DHB VIP Coordinator as indicated; maximum
number of return follow-up visits for mentored training is six.
DHB VIP Coordinator will be responsible for:
1. Engaging with national trainer including hosting the national trainer for a visit prior to
the train the trainers training.
2. Finalising the training team (subsequent to management mandates) and providing
the details of the DHB and community agency staff who will be attending the train
the trainers training sessions to the trainer.
3. Updating the amendable version of the VIP pre-reading and core training
presentation to include local process content, e.g. documentation forms and referral
agency details and to insert DHB logo. The DHB (localised) versions will be
forwarded to the National Trainer at least one week prior to the delivery of the train
the trainers training.
4. Arranging a venue for the train the trainers sessions and communicating the dates
and information required to the training team
Quality Improvement
Concerns or questions about national VIP training processes or content should be
referred to SHINE. The National VIP Programme Manager for DHBs is funded to
provide technical advice and support to DHBs prior to seeking approval for national
training. Recommendations for changes or improvements to content or delivery of the
training package should be referred through the DHB manager responsible for the VIP
programme to the relevant portfolio manager in the Public Health Group at the Ministry
of Health.
