Location: This site is located on the east side of Wooster
Pike Rd. (S.R. 3) between Sharon Copley Rd
and Poe Rd. in Montville Township.

Site Conditions: The site is rolling with
moderate slopes. There are wetland areas
and flood prone soils on the site.

Access/Roads: Cobblestone Park Drive
Road Centerline and Cobblefield Drive are public streets with a
70’ ROW. All other streets within the
subdivision are public and are proposed to
have a 60’ ROW. Access to the subdivision
will be from Poe Road and Wooster Pike Road (S.R.3). There will also be access to the
north via Highland Park Drive into the Fox Meadows Subdivision.
Concept Plan: The Concept Plan meeting for this subdivision was held on
December 17, 2003. At that time a second means of access to the Public Park and
access to SR 3 were the primary items of concern.

Preliminary Plan: The Planning Commission at their meeting of February 4, 2004
approved with modifications the Preliminary Plan for Cobblestone Park. A Corrected
Preliminary was submitted April 12, 2004 that included all of the conditions of the
February 4, 2004 approval.
Phase 1A Final Plat: The Final Plat for Phase 1A was approved by the Medina County
Planning Commission at their regular meeting of May 5, 2004. Phase 1A included the
two Commercial Blocks along S.R. 3, and the Blocks for the Senior Cluster Housing and
the Public Park to be given to the Township.
The Preliminary Plan for the 59 Senior Housing Cluster Home Subdivision, also known
as Arbor Lakes, was also approved at the May 5, 2004 meeting.
Phase 1B Final Plat: The Final Plat for Phase 1B was approved by the Planning
Commission at their meeting of January 5, 2005. Phase 1B included 126 sublots and 14
blocks for “Open Space”. One of the conditions of approval was that, “… 12 copies of a
Revised Preliminary Plan be submitted reflecting the changes in phasing and the revised
block designations for the open space.”

M.C.S.E. (D. Clark – 2/13/06) Approved.
Columbia Gas (T. Emory – 2/21/06) Pursuant to your notifications, the
review of your plans has been completed. By comparison to our operations and
records, it is evident that Columbia Gas Transmission Corporation has no
facilities within the limits of the proposed construction.
Medina City Schools (2/1/06) Potential for 228 students, 1/3 of our elementary
Emergency Management Agency (B. Adams – 2/17/06) No construction of
inhabitable dwellings in areas prone to flooding.
ODOT (J. Cichello, 2/21/06) Lewis Land Professionals, Inc.
performed a traffic impact study for the proposed development. This study
was reviewed by ODOT’s District Three Office, the 3.
Medina County Health Dept., Division of Environment (S. Mazak, 2/10/06) No
City of Medina Fire Department (M. Crumley, 2/14/06) The Fire Department has
no comment at this time.
MCDPS STAFF COMMENTS:
1. The Revised Preliminary Plan proposes a change in the phasing and in
the Block designations.

2. The Block designations do not coincide with the designations of the Final
Plats for Phase IIA and IIB. This must be reconciled with a change in
either the Revised Preliminary Plan or the Final Plats for Phases IIA and
2. The original Phase II is proposed to be split into phase IIA and IIB. Phase
IIA will provide the connection to Highland Meadows Subdivision via
Highland Meadows Drive.
3. As required at the time that Phase IB was approved, the Revised
Preliminary Plan also reflects the changes to Phases IA and IB.
The Department of Planning Services recommends that the Medina County
Planning Commission APPROVAL WITH MODIFICATION the Revised
Preliminary Plan for Cobblestone Park Subdivision.
Prior to Final Plat approval for Phases IIA and IIB, the Block designations must
