Traffic Alert and Collision Avoidance System (TCAS) TASK 001/CLIN 001


1.    Task Order Originator: Office of Technology Development

2. Statement of Work: The General Scope of Work described in Section C applies to each
Task.

BACKGROUND:

The Contractor shall provide quality technical, engineering, analytical, and planning support to
achieve the requirements of this SOW. The Contractor shall furnish and make available all
personnel, supplies, equipment, materials, data, facilities, and services necessary to assist the
Technology Development Office in accomplishing its mission. As determined by the FAA, the
Contractor may be required to interface with system integration Contractors, equipment
manufacturers, airport personnel, various FAA offices, U.S. Government civilian and DoD
organizations, VNTSC, RTCA, NASA, MIT/LL, MITRE CASSD, unions, universities, and
international organizations such as Eurocontrol and NAV Canada.

The Contractor will support the Federal Aviation Administration’s, Operational Planning,
Technology Development Office, in numerous advanced aviation research and development
projects. The following bullets outline envisioned Technology Development task areas. The
subsequent paragraphs further discuss specifics of this Technology Development Task.

TASK SPECIFICATIONS

Traffic Alert and Collision Avoidance System (TCAS) TASK 001/CLIN 001
TCAS helps reduce the potential for midair collisions between aircraft. The FAA mandated the
system as a result of several prominent midair collisions. However, a critical safety deficiency in
TCAS reversal logic was recently discovered and a solution to fix the problem has been
developed. The Contractor may support the solution by conducting the following similar work
activities, such as:

      Assessing the safety analysis performed on the reversal logic fix
      Working with the FAA safety oversight office to ensure that appropriate safety work has
       been performed
      Overseeing any additional safety work that may be needed

3. Period of Performance

Start date of Contract Award or _______ 2007 with support provided as described above
contingent on level of ordered labor hours expended. Completion date is ______________ . The
total period of performance may be up to 4 years should all Option Periods be exercised.

5. Appropriation and Accounting Data



This task order is issued on a not-to-exceed basis and the Contractor shall not exceed the not-to-
exceed level of effort stated above without the prior authorization by the Contracting Officer.

The Contractor is authorized to expend up to the amount shown above if necessary. In the event
that the task described herein cannot be completed within the authorized NTE, the contractor
shall not proceed without prior written authorization by the Contracting Officer.

It is understood that labor, travel and shipping costs are included in the prices set forth above.
The contractor shall bill for actual costs incurred subject to the Joint Travel Rates. Monthly
invoices shall reference this Contract and Task Order number #. Documentation shall be
provided to support incurred costs.

Should the Contractor not accept this task order as written, the Contractor must reply back within
2 days and submit your Task Plan and proposed price/cost efforts within 3 days.
