									                   Stephenville Parks and Recreation Department
                       Adult Sports Constitution and By-Laws

                                          Article 1

      1.     The By-Laws as set forth in this Constitution shall be strictly adhered to and
             supersede rules from all other sources in the specific areas with which they are
             concerned.

      2.     All areas not specifically covered in these By-Laws and Constitution are subject to
             the Governing Body guidelines and regulations.

                                          Article II

      1.     The Stephenville Parks and Recreation Department shall enforce the By-Laws
             and Constitution.

      2.     The Stephenville Parks and Recreation Department shall approve all umpires,
             scorekeepers, etc.

      3.     Any matter not covered in this Constitution and By-Laws shall be left to the
             discretion of the Stephenville Parks and Recreation Department.

                                         Article III

      1.     The Stephenville Parks and Recreation Department shall have the power to
             schedule or reschedule any games necessary to complete the season or play-offs.

      2.     The Stephenville Parks and Recreation Department shall have the power to rule
             on protested games and suspend players, coaches, or managers for violations of
             rules, inciting fights, etc.

      3.     All games are in the hands of the umpires, and every player and team is required
             to respect their authority. Unsportsmanlike conduct, such as profanity or vile
             language, indulgence in alcoholic beverages before or during the game, or
             abusing, roughing up or fighting with the umpires or opponents will not be
             tolerated.   Any player, coach, or manager ejected from a game for
             unsportsmanlike conduct may be suspended from league participation. There will
             be no smoking by players or coaches on the playing field, coach’s box, or dugout
             area.

      4.     Any player, coach or manager, ejected for unsportsmanlike conduct will be
             subject to suspension from league play. The Stephenville Parks and Recreation
             Department will determine the length of suspension depending on the severity of
             the unsportsmanlike conduct.

      5.     Protest must be made to the umpire and official scorekeeper at the time, if
             appealed, and then filed with the Stephenville Parks and Recreation Department in
             writing within 24 hours (Sunday excluded). The umpire will notify the opponent’s
             team manager at the time of appeal.

                                              Article IV
      1.     The matter of competition shall be at least a single – round robin series. The team
             with the highest winning percentage shall be declared champion.

      2.     In the event of a tie between teams for first place at the end of the season of play,
              a one game playoff will be held. Standings are determined by: 1st win/loss record,
              2nd head to head, 3rd playoff. The Stephenville Parks and Recreation Department
              shall set the date, time and location for the game.

      3.     League play will consist of a minimum of 8 games.


                                           Article V
      1.     Players must live in Stephenville or the surrounding area to be eligible to
             participate in the league. Any player participating in another T.A.A.F. registered
             league or team will not be eligible to participate in the league.

      2.     Players may only play on one team per league. Each player must have on file a
             player contract and must be listed on the teams’ official roster to eligible to
             participate with that team. Each activity will have a deadline date set for additions
             and or changes to be made to team rosters.

      3.     Players participating for a team in a league will not be eligible to play for another
             team in that division for the reminder of the season. Players may play in different
             leagues. Ex: Men’s Industrial league and Men’s Open league.

      4.     Eligibility for specific rules: Men’s Church – All players must be a member of the
             church they represent. Men’s Industrial – All players must be employees of the
             company they represent.

      5.     All player waiver/roster forms must be signed by a representative: Industrial
             league – Human Resource, Church – Pastor, Preacher, Church secretary etc., and
             Club league – Club representative. This is verifying player meet eligibility
             requirements.

                                        ARTICLE VI

      1.     There will be NO GRACE PERIOD ALLOWED. All games must start as
             scheduled. Line-ups should be turned in to the official scorekeeper fifteen minutes
             prior to the scheduled time of the game to be played. Line-ups should have both

              first and last name of the players and jersey numbers. Games may be started
              early whenever the occasion arises, but both managers must consent.

      2.      Teams must have the appropriate number of players to start and finish each
              game. A team who wins due to a forfeit must have the appropriate number of
              players to play at the time of the forfeit. In case of a double forfeiture, the game
              will NOT be played later, and each team will receive a loss.

      3.      If any game of the evening is forfeited, the affected teams may utilize the time for a
              practice game until the next game is ready to begin. If the last game of the
              evening is declared a forfeit, the facility and use of lights will be discontinued.

      4.      Any team forfeiting three (3) games in a row during the season will be dropped
              from the league without refund.

      5.      Awards will be determined by league and participation.

           a. When facilities are not in use, they will be available for registered league teams’ to
              practices by reservation, a fee of $10.00 per hour will be charged.

      6.      The Stephenville Parks and Recreation Department reserve the right to preempt
              all facilities.

      7.      In leagues that weather affect, it is the manager’s responsibility to contact the
              Recreation Department cancellation line to verify game status. Decisions of game
              cancellations will be made after 3:00pm; the league cancellation phone number is
