Job Description I. Position Title: Fire Fighter / E M T (Full-Time) Classification as pertains to employees hired prior to Rev. 2009. Grade Class 7 II. Summary Statement of Overall Purpose/Goal of Position: Section 2.01 Under the direction of the Fire Chief and the general supervision of the station officer; the employee is responsible for the care, operation and condition of fire apparatus. The employee provides the City Oneonta with prevention and mitigation of emergencies and disasters, through proper planning, public education and code enforcement. The employee shall respond to emergencies involving fire, medical and environmental concerns. III. Essential Duties: Section 3.01 The employee shall respond promptly, efficiently, and with due regard of safety to emergencies involving fire, rescue, hazardous materials and medical emergencies. Section 3.02 The employee shall understand fire ground guidelines including fire streams, forcible entry, water supplies, salvage/overhaul, ventilation, and command procedures. The frequent use of fire equipment, including fire hose lines, nozzles, pumps, hydrants, extinguishers, ladders, hand tools, extrication tools, and the use and wearing of breathing apparatus. Section 3.03 The employee shall respond promptly and efficiently to medical incidents, understand emergency medical procedures, including airway management, bandaging, CPR, splinting and spinal immobilization, etc. Section 3.04 The employee must complete daily, monthly and annual training necessary to maintain State of Alabama Personnel Standards Commission requirements for Professional Fire Fighter and Hazardous Materials Awareness/Operational and to maintain State of Alabama Department of Health Licensure as EMT. Training will also include in-house “quick drill” and annual skills testing. Section 3.05 Drive and operate department apparatus in emergency and nonemergency situations. Section 3.06 Participate in business inspections and pre-fire planning of public and private properties for hazards and code violations; inspect, test and paint fire hydrants. Conduct tours, lectures, and video presentations. Display fire apparatus. Participate in public demonstrations at local school programs and various civic and city functions. Rev 4/2009 Adopted 7/2009 1 D.C. Osborne, Chief Section 3.07 Complete daily, monthly and annual reports on the testing of fire and medical equipment. Section 3.08 Maintain equipment on apparatus to include daily, monthly and annual testing. Test and rotate hose. Clean, wash, wax and repair apparatus. Maintain daily maintenance records and complete maintenance and equipment reports. Section 3.09 Complete written and verbal reports of patient care. IV. Marginal Duties: Section 4.01 Mow, cut and trim station lawns. Thoroughly clean building. Section 4.02 Insure the building is ready for public inspection at all times. Section 4.03 V. Eligibility: Section 5.01 Requirements: Must pass written evaluations as prescribed by the Fire Chief. Employee must possess a valid Alabama Drivers License. Employee completes a background and drug test. Gear and equipment will be provided. Replacement uniforms will be provided by the department. Section 5.02 Education: a. b. High School diploma/G.E.D. Successful completion of State of Alabama Fire Fighter Certification/Recruit School within one year of hire. Alabama EMT Certification is required. c. Section 5.03 Experience: Previous fire fighting experience is preferred. Section 5.04 VI. Qualifications: Section 6.01 Education: a. b. Valid Alabama EMT License Hazardous Materials Awareness/Operational. Entry level position. Section 6.02 Experience: Section 6.03 Probationary Period: In accordance to the City of Oneonta Personnel handbook (Rev 2009) as related to the Fire Department; Employees hired for this position that are already trained and hold valid certifications as required by the job description listed above shall receive a twelve (12) month probationary period from date of hire. Employees hired under the Pre-employment Agreement in which the City of Oneonta and the Oneonta Fire Department pay for all training related to the requirements of the job description listed above, shall receive a probationary period for the length of the required training to include a minimum of twelve (12) months and not to exceed date of proof of Licensure or Certification. Section 6.04 Responsibility for: The use of discretion and judgment in emergency situations; great responsibility for the care, condition and use of department apparatus and equipment. Section 6.05 Communication Skills: Ability to communicate verbally and in writing; ability to write reports. Section 6.06 Analytical Ability: Ability to analyze and solve problems; establish and maintain effective working relationships with the public and City personnel. VII. Working Conditions: Section 7.01 This job entails regular exposure to dangerous situations under disagreeable conditions, including smoke, heights, fire, fumes, heat, cold, emergency driving, etc.; frequent exposure to dangerous situations with medical emergencies; long shifts, 24.5 hours in length; call backs on days off to assist with emergency situations; must be able to wear and work in fire department breathing apparatus; must meet City of Oneonta Physical agility standards.
