Program Manager, Housing Services
Status: Exempt
Hours: 1.0 FTE (Full-time, 40 hours, occasional evenings and weekends)
Compensation: Commensurate with experience

Description: Under the direction of the Director of Operations, the Program Manager, Housing
Services, provides support in the area of affordable housing. The Program Manager,
Housing Services, coordinates the services for the Below Market Rate (BMR) rental
and sales programs. This position will provide the oversight, staff supervision and
administration of property management and facilities for West Valley Community
Services’ affordable housing properties.
DUTIES AND RESPONSIBILITIES
Below Market Rate (BMR)
• Conduct BMR rental client intake and assessment to determine eligibility.
• Conduct BMR annual recertification to determine continued eligibility.
• Conduct the Annual BMR Sales process and qualification of potential clients.
• Ensure that BMR rental and sales programs are in compliance with program rules and
regulations.
• Provide information and referral for callers, walk-in assistance, and current clients in the areas of
affordable housing options.
• Provide monthly program reporting to the Director of Operations.
• Participate in preparation of program budgets.
• Track program expenses.
• Participate in Monthly Cupertino Housing Committee Meetings.
Management
• Supervise the Site Manager.
• Supervise volunteers as needed for hands-on projects and administrative assistance.
Administration
• Property management of 24-unit apartment complex: collect rent; work with Resident Site
Manager on facility issues.
• Property management of 4-unit Transitional Housing complex: collect rent, work with Resident
Site Manager on facility issues, and work with Case Manager(s) on client concerns.
• Facilities management of all WVCS properties.
• Maintain relational database for BMR program, Vista Village, and program statistics.
• Monitor and evaluate program effectiveness.
• Complete quarterly reports; compile and maintain necessary statistical data.
• Coordinate financial reporting and invoicing with accounting staff.
• Maintain BMR program and facilities budget.

Other
• Represent WVCS and promote the work of the agency by attending various City Council and
Commission meetings, attending community events, maintaining contacts with supporters, local
businesses, service organizations, and the media.
• Participate and assist with agency projects and events.
• Other duties as assigned.
QUALIFICATIONS
• A.A. degree required, with at least 1 year of property management experience.
• Minimum 1 year of real estate sales experience.
• Minimum 1 year experience in staff supervision.
• Knowledge and experience in affordable housing services.
• Motivated with sense of teamwork.
• Good communication and people skills.
• Familiarity with resources for and agencies serving lower income individuals and families.
• Demonstrated skills in working with clients from various backgrounds and embraces WVCS’ mission to
provide basic human needs with compassion and in a dignified environment.
• Computer skills including Microsoft Excel, Word and Access or comparable software a must.
• Database skills are highly desirable.
• Bi-lingual Spanish or Asian language skills preferred.
• Ability to build collaborative relationships and interface with co-workers.
• Strong oral and written communication skills.
• Proven attention to detail plus the ability to organize resources, record and report data, and assist in the
tracking and reporting of client feedback.
• Able to lift a 25 lb bag.
• Must have valid California driver’s license, car and proof of current automobile insurance.
