1.1 Overview
This document describes the enhancements and changes made to the FPDS-NG system in the software
release for Service Pack v1.3SP1.1. Documentation
Changes to documentation required by this version included:
XML Specifications – The XML Specifications have not been modified for this service pack
Web Services – Web Services have not been modified for this service pack
Data Dictionary – The Data Dictionary has been modified for this service pack
NASA Specific Data Dictionary – The NASA Data Dictionary has not been modified for this

2 REPORT UPDATES

FPDSNG- The Small Business Goaling Report will be updated as per the Small Business Maintenance
3434 Administration’s fiscal year 2007 requirements. The main change is
including the 1.3 business types for SDB Self Certified and SBA Certified for
SDB credits. The appendix will be updated accordingly.
A link will be added to the main FPDS-NG log in page to display the official
fiscal year 2007 goaling report once finalized and approved.
Also, the 2007 FPDS-NG data was frozen as of August 1, 2008 to run the
official fiscal year 2007 goaling report. This means a copy was made of the
data for the Small Business Goaling report.

FPDSHD- The Individual Data Item Oversight Tracker Report lists the full name of the Aged SPR
24857 person who last modified the document. All the Awards and IDVs that have
IDV Correct as the last Modified user are displayed as IDV CORRECT.
However, there are some records in the report displayed with a blank ‘Last
Modified by User Name’.
In addition, the USERID "IDV_CORRECT" needs to have a first name and
last name listed so to not cause confusion in the new report "Individual Data
Item Oversight Tracker Report ".
Changed the first name of the IDV_CORRECT user ID to "ChangeInBase
IDV" and last name to "Caused Update in DO".

23756 validating business flags from CCR instead of the base document and
firing the following rule incorrectly: “If the transaction is a Definitive
Contract Action and the 9th position is "F" then Vendor business Types must
be Sheltered Workshop (JWOD Provider) or a Government Organization
(Federal, State, Tribal, or Local).”
Solution: The correct business services be modified to validate the
business flags that are available on the base contract and fire DOD rule
1A21 appropriately.

firing the following rule incorrectly: “If the Type of Set Aside is 8(a)

must be Small Disadvantaged Business or 8(a) Firm”
Solution: The correct business services be modified to validate the
business flags that are available on the base contract and fire the
validation rule appropriately.

FPDSHD- Problem: Correcting an IDV’s Contracting Officer Business Size Aged SPR
41947 Selection will update the Contracting Officer Business Size Selection
value for all the referencing Delivery Orders and BPA calls.
The Small Business Goaling report delta process is not including the
Delivery Orders and BPA calls in the view even after the orders become
eligible because the last modified date is not updated properly.
Solution: Update the last modified date on the Delivery Orders and
BPA calls whenever they are updated because of referencing IDV
correction.

4 BUSINESS FUNCTIONALITY CHANGES

FPDSHD- FPDS-NG PIID prefix functionality currently will only use a start date Aged SPR
35811 of fiscal year 2004 (10/1/2003) when validating an agency PIID prefix.
This means that if an agency would like to start a PIID prefix later the
system is not allowing this change. The FPDS-NG PIID prefix
functionality will be modified to consider the start date and end date of
the agency PIID prefix. Therefore, when creating award and IDV
documents in FPDS-NG the PIID prefix for an agency will be required
only between the beginning and ending dates assigned to the PIID
prefix.
