Satellite Dishes
Application and Construction Requirements




The following Property Improvement Memo has been               Application Requirements
provided to assist Homeowners in preparing property
improvement applications to the Association.       It lists    Completed Application Form
information which must appear on submitted applications.       Site Plan - Please, use site plan of your actual

                                                              You may be required to provide additional information,
                                                              including a professional survey, to meet specific
                                                              requirements of the Property Improvement Committee.
                                                              We urge you to not begin construction until you receive
                                                              all of the appropriate approvals and permits.


                                                              Construction Requirements:
                                                               The Federal Communications Commission adopted
                                                                  the Over-the-air Reception Devices rule concerning
                                                                  all restrictions on viewers' ability to receive video
                                                                  programming signals from direct broadcast satellites,
                                                                  broadband radio service providers and TV broadcast
                                                                  stations.
                                                                 This rule ( 47 C.F.R. Section 1.4000 ) prohibits
                                                                  installations that impair other dishes or professional/
                                                                  government reception.
                                                                 The following types of antennas are permitted:
                                                                        A "dish" antenna that is one meter
                                                                            ( 3 9.37" ) or less in diameter and is
                                                                            designed to receive direct broadcast satellite
                                                                            service, including direct-to-home satellite
                                                                            service, or to receive or transmit fixed
                                                                            wireless signals via satellite.

                                    AP-                                 An antenna that is one meter or less in
                                                                            diameter or diagonal measurement and is
                                                                            designed to receive video programming
                                                                            services via broadband radio service

                                                                                An antenna that is designed to receive local
                                                                                     television broadcast signals.
                                                                         Antennae covered by the rule may be mounted on
                                                                          "masts" to reach the height needed to receive or
                                                                          transmit an acceptable quality signal. Masts must
                                                                          not cause the satellite dishes to be visible from the
                                                                          front of the house, unless there is no other viable
                                                                          placement and screening is required.
                                                                         Placement of the antenna on the porch or in the front
                                                                          of the house is discouraged. Reception permitting,

                                                                          the dish must be visually shielded from street and
                                                                          common area view. If not shielded from view, the
                                                                          homeowner must provide a notice from the installer
                                                                          that no adequate service can be achieved in a
                                                                          screened location.
                                                                         The Property Improvement Committee recognizes
                                                                          the need to locate these dishes in a place that will
                                                                          allow the best reception possible; however, residents
                                                                          are encouraged to consider aesthetics as well.
                                                                         Satellite dishes are recommended to be attached to
                                                                          your home under the roof line in back or on the side
                                                                          toward the rear of the house.
                                                                         Satellite dishes should not be installed on fences or
                                                                          other accessory structures.
                                                                         If satellite dish is installed on a mast the mast should
                                                                          not be higher than 48 inches. The mast must be
                                                                          located in fully fenced back yard.

                  NOTIFICATION OF SATELLITE DISH OR ANTENNA INSTALLATION
         Satellite dish or antenna installations must comply with the Redmond Ridge East Homeowners’ Association
Satellite Dish and Antenna Policy. Please read the Policy carefully to make sure your intended installation fulfills all
requirements. If the proposed location of the Authorized Antenna is in an area that is under the exclusive use or
control of the owner, then this form must be submitted to the Association’s Property Improvement Committee (PIC)
within seven (7) days of installation of a satellite dish or antenna.

                               SATELLITE DISH AND ANTENNA POLICY

1.       Areas Under an Owner’s Exclusive Use and Control.
     (a) Dishes. Satellite dishes and antennae designed to receive video programming services via multi-point
     distribution services may be installed in an area under an owner's exclusive use or control so long as such
     antennae and satellite dishes are:

         1. One meter or less in diameter

         2. Installed in the least visually obtrusive portion of an owner's property where an acceptable quality
            signal can be received, so long as such installation is not unreasonably expensive

         3. Either screened from view or painted to match the surrounding area so as to blend in with the sur-
            rounding area, so long as such screening or painting is not unreasonably expensive.

         4. Residents are encouraged to consider aesthetics of the community. When possible, the dish must
            be visually shielded from most of the view of the residents traveling on the street and sidewalks.

         5. Satellite dishes are recommended to be attached to your home under the roof line in back or on the
            side toward the rear of the house.

         6. Satellite dishes should not be fastened to fences or other accessory structures, like sheds or trel-
            lises.

         7. If satellite dish is installed on a pole, the pole should not be higher than 48 inches. The pole must
            be located in fully fenced back yard.

         8. Satellite dishes should not be placed on the ridge of the roof.

         9. Loose wires and cables should be secured and concealed.

         10. Maximum of two satellite dishes are allowed per residence.

     (b) Broadcast Antennae. Antennae designed to receive television broadcast signals may be installed in
     an area under an owner's exclusive use or control so long as (i) an acceptable quality signal cannot be re-
     ceived via an indoor antenna (e.g., an antenna mounted in an attic, "rabbit ears," etc.), (ii) the antenna used
     is the smallest size available at a reasonable cost that receives an acceptable quality signal, and (iii) the an-
     tenna is installed in the least visually obtrusive portion of an owner's property where an acceptable quality
     signal can be received, so long as such installation is not unreasonably expensive.

     (c) Notification. After installing an outdoor antenna or satellite dish pursuant to Paragraph (a) or (b) above,
     the owner must complete and submit a Notification form to the Association. The Association will inspect the
     antenna or satellite dish to determine compliance with the above requirements.


2.       Areas Not Under an Owner’s Exclusive Use or Control.
     Owners are not permitted to install satellite dishes and antennae in areas that are not under the owner’s ex-
     clusive use or control. Such areas include all common area, including but not limited to, landscaped areas.
