   The ultimate goal of our efforts should lead to the
   development of a Joint Environmental Framework.


A Joint Environmental Framework will permit:
      • NIMA to create data to a single standard
      • Enable the sharing of information across Services
      • Support co-production of geospatial information
      • Facilitate updating and densification of geospatial
      information.

Each Service must have their geospatial requirements
   reflected in the Joint Environmental Framework.
 The combination of TCDM, DTOP, and the Marine Corps Urban
 Warrior requirements provides ~ + 60 % solution for theater
      planning, initial operations, and tactical operations.

In order to develop an Army Geospatial Framework, major
participants must agree that the "needs of the many" and the
"needs of the few" are equally important.

Since no single model incorporates all Army requirements, we
propose that the FACC (with additions) become the initial
Army Geospatial Framework.

      How do we develop an
  Army Geospatial Framework that
incorporates all Army missions and
     all system requirements?

 The development of an Army Geospatial
 Framework is the key to declaring the
 Army requirements for a Joint
 Environmental Framework.

 The Army Geospatial Framework must
 envelop today’s known geospatial
 requirements while ensuring inclusion
 for future requirements.

Since the framework is a conglomeration
of requirements from many missions and
systems, it must give equal status to all
currently defined requirements.
Notice that the terms “terrain” and
“common” are not used in this
framework. Even though “terrain”
encompasses the majority of Army
missions, other environmental elements
are also important. The term “common”
implies that the stated requirements
are used in each mission and system.

       Steps to Create the Army Geospatial Framework
 1. Begin with FACC. It is the most extensive list of features and attributes
 available. (Consider using USIGS Conceptual Data Model (UCDM) Data Dictionary since it
      attempts to strip out redundant features and attributes found in the Digest FACC.)

2. Determine what extensions to FACC are needed to support current and
future M&S, Urban Operations, and C4I requirements.
3. Propose refinements to NIMA’s collection criteria to establish relationships
between features.
4. Determine what coverages are required in coordination with NIMA’s
proposal for standardized coverages.
5. Publish this list Army-wide with a cover letter that:
    a) Notifies the various agencies that this is the Army position for the
    Joint Implementation forum that will deal with the geospatial framework.
    b) Allows activities to identify their specific MSDS requirements from the
    list or define more extensions to meet their features and attribute needs.
6. Begin the Joint Implementation forum with a well-thought out Army
solution to the creation of the Joint Geospatial Framework
