WFEO Executive Council approves UNFCCC Action Pledge
March 17, WFEO-CEE Chair Darrel Danyluk tabled an action pledge for the United Nations Framework Convention
on Climate Change (UNFCCC) which focuses on the adaptation of sustainable civil infrastructure to climate change
impacts. The Action Pledge was approved unanimously by the Executive Council. Adaptation of infrastructure to
climate change is one of the six themes being addressed in the four-year WFEO-CEE Strategic Plan.
The Action Pledge includes:
WFEO-CEE becoming a recognized partner in the UNFCCC Nairobi Work Program that deals with climate
change impacts and adaptation;
CEE facilitating and encouraging national and regional workshops for engineers, planners and decision-
makers on policies and best practices related to the adaptation of civil infrastructure;
CEE facilitating regional and country-level pilot projects to identify engineering vulnerabilities and
appropriate adaptive measures for various categories of infrastructure;
Developing guidance documents that describes engineering vulnerabilities and best engineering practices to
address those vulnerabilities
Organizing an international conference on climate change adaptation
The work will contribute towards United Nations Millennium Goal #7 – Environmental Sustainability. The activities
described in the Action Pledge closely align with the work plan under Theme #2 – Climate Change Adaptation in the
CEE Strategic Plan, which is being led by Canada.
The pilot projects referred to above will use an engineering protocol developed in Canada that assesses the
engineering vulnerability of infrastructure. The knowledge gained from this work, combined with engineering
recommendations on actions required to address the vulnerabilities and adapt the infrastructure, will provide the
knowledge base to deliver the workshops and guidance documents.
WFEO-CEE Chair Darrel Danyluk, who already serves as the WFEO Point of Contact for the UNFCCC, will
communicate the Action Pledge to the Nairobi Work Program and will serve as Point of Contact to the Nairobi Work

WFEO Executive Board holds its Annual Meeting in Paris, 16-17 March
WFEO Executive Board held its meetings on 16 and 17 March at UNESCO in Paris.
In addition to the Executive Board members, several Committee Chairs and President of International Members also
attended the meeting.
Several decisions were taken in particular concerning the program of the WFEO General Assembly meetings to be
held next November in Kuwait and the WFEO Executive Council to be held in 2010 in Argentina.
The Board reviewed matters from the Brasilia Executive Council meeting held last December discussing among other
the updating of the Constitution and the Rules of Procedure, the coordination between the activities of the Standing
Committees and the involvement of the Federation in the United Nations and the World Bank.
Maria Prieto, President Elect, presented her Action Plan for 2010 – 2011.
The Ethical Dimension of Engineering
Engineering can make an enormous contribution to providing the material wellbeing that promotes human
flourishing. It can also be the cause of immense human suffering. In contrast to other professions, such as medicine
and business, the ethics of engineering is relatively unexplored. However, interest is undergoing a revival. A key
priority for the 21st century is the development of an aspirational ethical foundation for the profession.

ENGINEERING ETHICS: outline of an aspirational approach, W Richard Bowen
Engineering Ethics: outline of an aspirational approach aims to provide engineers with an inspiring view of the ethical
possibilities of engineering in a way that has direct practical outcomes for work practices. The book is primarily
concerned with the overall ethical direction of engineering, using two key exemplars, military engineering and water
provision in developing countries, as a focus for the main issues. It relates engineering ethics to the latest
developments in medical ethics, business ethics and philosophical ethics.
The book develops an original and imaginative ethical analysis that emphasises the need for engineers to give
greater priority to helping people rather than the promotion of technical ingenuity.The analysis leads to specific
suggestions for changes in engineering education, engineering institutions, industry practices and the public
positioning of engineering, as well as suggesting an aspirational role for engineering in international political initiative.
A report of the Global Summit on the Future of Mechanical Engineering
ASME Releases Report on Future Trends in Mechanical Engineering
The American Society of Mechanical Engineers released a report called the "2028 Vision for Mechanical
Engineering." The report focuses much on the need for a cleaner, healthier, safer and sustainable global
environment. Mechanical engineers will be called to apply advances in nanotechnology to accomplish this. By
collaborating and combining resources, engineers working in nanotechnology, biotechnology, and large-scale
systems will lead the future of technological development.
Mechanical engineers over the next two decades will be called upon to develop technologies that foster a cleaner,
healthier, safer and sustainable global environment. According to the ASME report, 2028 Vision for Mechanical
Engineering, mechanical engineers will need to collaborate with partners worldwide in order to apply innovative
solutions and best practices to improve quality of life for all people.
“Mechanical engineers can be at the forefront of developing new technology for environmental remediation, farming
and food production, housing, transportation, safety, security, healthcare and water resources,” says the report, which
is based on the proceedings of The Global Summit on theFuture of Mechanical Engineering, held April 16-18, 2008,
Washington, D.C. The summit, hosted by ASME at the U.S. National Academy of Engineering, convened more than
120 engineering and science leaders from 19 countries to define the elements of a shared vision that will keep the
profession at the forefront of grand challenges and great contributions over the next 20 years.
Among the challenges, sustainable development, says the ASME report, will be a shared vision in the worldwide
technical community, involving collaboration tools that allow “mechanical engineers to tap into the collective wisdom
of an organization or network of stakeholders.”
Collaboration also will facilitate the development of innovations in nanotechnology, biotechnology, and large-scale
systems. According to the report, nanotechnology and biotechnology will dominate technological development in the
next 20 years and will be incorporated into all aspects of technology that affect lives on a daily basis. “Nano-bio will
provide the building blocks that future engineers will use to solve pressing problems in diverse fields including
medicine, energy, water management, aeronautics, agriculture and environmental management.”
Other topics examined at the summit and discussed in the report include intellectual property, engineering education
and lifelong learning, diversity, virtual design environments, and home-based fabrication.“Engineers will be able to act
as independent operators interacting with colleagues around the world,” the report says. “Engineers can design at
home with advanced CAD systems or in collaboration with their global colleagues in virtual worlds. They will be able
to use home-based fabrication technology to test many of their designs.”The report said: “As mechanical engineering
looks to 2028, leaders will value people with diverse expertise and experience. They will bring this global profession
together to keep the promise of technology serving people. They will inspire men and women everywhere to believe
that grand challenges are a rally cry for a profession that is ready for the adventure of making the difficult doable.”
Founded in 1880 as the American Society of Mechanical Engineers, ASME is a not-for-profit professional

Ethics and Business Integrity Management In Infrastructure and Procurement
Tunis April 19-22, 2009
The WFEO standing committee on Anti-Corruption will host in Tunisia a three day train-the-
trainers workshop entitled “Ethics and Business Integrity Management In Infrastructure and

The purpose of the workshop is to provide detailed training in how to identify and prevent
corruption on construction projects, and promote individual integrity with a view to the
person trained being able to provide equivalent training to others in the future in his/her
home country. Materials will be provided to the participants to assist them in providing the
training. Other materials will be provided for later distribution. Engineering societies which
will appoint participants are expected to organize in their own countries a number of
workshops moderated by the trained trainers to support the distribution of these materials
and disseminate the training content.

2009 World Congress on ICT for Development, WCID’09
September 2-4, 2008, Beijing
The 2009 World Congress on ICT for Development, WCID’09, will be held Sept. 2-4, 2009 in Beijing whose purpose
is to deepen the understanding of, share the progress of, exchange experiences in, and explore the better
approaches to, the process of ICT for Development, among all participants, particularly among developing countries.
Outstanding scientists are invited to give theoretical tutorials, successful practitioners are invited to
demonstrate their progresses and showcases, and regional leaders and leaders of enterprises and
communities are invited to present their demand and future planning, skillful engineers are invited to offer
short training courses, interesting parties are encouraged to have mutual agreements, and so on.

CONFERENCE ON ‘ICT FOR SOCIO-ECONOMIC DEVELOPMENT IN AFRICA (ICT4SEDA)
Venue: Victoria Falls, Zimbabwe 14 – 16 May 2009.
The WFEO-CIC is organising a three day conference to be held at one of the 7 wonders of the world, the majestic
Victoria Falls on the Zambezi river from 14 – 16 May 2009. The venue is not only historic but a major tourist
attraction in Southern Africa.
The objective of the Conference is to discuss and learn ICT strategies that can assist in socio-economic development
in Africa. The theme ‘ICT for Socio-Economic Development in Africa (ICT4SEDA’ focuses on how ICT have been
exploited for the development of our nations and how other developing countries have adopted ICTs to enhance their
The Conference will provide ICT practitioners in all sectors of the society with an opportunity to present their
experiences, projects, solutions and discuss challenges encountered in the use of ICT and explore the potential
offered by ICT for socio-economic development. The contributions, in the form of papers to be presented at the
Conference should therefore be centred on this theme and as much as possible focus on practical applications.
The conference will be supported by ICT related exhibitions (indoor and outdoor) covering all sectors but ranging from

Web Based Instructional Training
The strategic plan for the WFEO Committees sets out an action to conduct a pilot test to assess the feasibility of
using web based communications as a tool for our Standing Committee. This test was conducted in Year 1 of our
On October 23rd two separate web based pilot sessions were held. They were held 12 hours apart with the first
including participation from CEE members in Syria, the United Kingdom, Argentina, Italy and Canada. The second
had participation from Japan, New Zealand, the United States and Canada. Committee members from Costa Rica,
and France were unable to participate due to other commitments, and Kuwait was unable to connect. Members from
India, China and Australia did not respond to the Notice of the Meeting. The sessions were 2 hours in duration and
were moderated by David Lapp P.Eng of the CEE secretariat. The program consisted of an overview of the objectives
by Darrel Danyluk P.Eng and presentations by 3 experts on the topic of Climate Change. Heather Auld from
Environment Canada presented on climate change science for the built environment, Joel Nodelman of Nodelcorp
Consulting Inc. presented an infrastructure engineering vulnerability assessment tool known as the PIEVC
Engineering Protocol, and Tammy Keats with the Government of Newfoundland and Labrador presented a case
study and the results of an engineering vulnerability assessment of a coastal community to flooding which utilized the
PIEVC Engineering Protocol. These sessions were recorded and a copy of these sessions is available.
The overall impression of the participants of both test sessions was that the technology worked very well. The
technology provider has offered a discount to CEE if they are allowed to use the recorded sessions for advertising.
The cost of the 2 sessions was 1750$ CAN . On a per participant basis it was 250$ CAN. There were no long
distance charges for North America. These costs were covered by CEE and there was no cost to participants.
The technology used was provided by a service provider, Dialogue Conferencing, and required each participant have
access to the internet, with a PC desktop or laptop computer with Microsoft Office and a long distance telephone
service. Each participant was given the necessary information to access the website and a toll free call in number to
access the conference call.
The CEE feels that this is a viable communication tool and will continue to use it in the future. We will use it for our
2009 mid - year meeting. It is necessary to prepare (visual) power point presentations for each webinar.
Government of Pakistan (GoP) approved Pakistan Engineering Council (PEC)
Professional Development of Engineers (CPD); Byelaws- 2008 through S.R.O. No.
Pakistan Engineering Council (PEC) is a statutory body, constituted under the PEC Act No. V of 1976 and amended
vide Ordinance No.XXIII of 2006, to regulate the engineering profession in the country such that it shall function as
key driving force for achieving rapid and sustainable growth in all national, economic and social fields. The council
shall as its mission set and maintain realistic and internationally relevant standards of professional competence and
ethics for engineers.
Council’s main statutory functions include registration of engineers and consulting engineers, and accreditation of
engineering programmes run by universities/institutions, and managing of continuing professional development of
For Continuing Professional Development (CPD) of engineers, PEC has recently made a comprehensive policy which
has been approved by the Government of Pakistan and shall become operative from next year. According to this
policy professional development shall be a continuous mandatory process. Renewal of Engineers registered with
PEC will be based on earning credit points for attending professional activities/courses. Moreover a “Registered
Engineer” after attaining requisite Credit Points along with five years practical experience shall be eligible for
Engineering Practice Examination (EPE) and after passing this examination shall register as a “Professional
Engineer”. The CPD shall facilitate engineers from Pakistan in securing better recognition abroad and gradually be
part of the Engineers Mobility Forum (EMF).

THE 2009 IEEE CONFERENCE ON THE HISTORY OF TECHNICAL SOCIETIES
5 – 7 August 2009, Philadelphia, USA
In 2009 the IEEE History Committee and the IEEE History Center will hold the eighth in a series of historical
conferences. The 2009 IEEE Conference on the History of Technical Societies will take place in Philadelphia from
Wednesday 5 August through Friday 7 August 2009. The theme of the conference will be the history of professional
technical associations, a theme chosen because 2009 will be the 125th anniversary of the IEEE. The location is
appropriate because the IEEE, then the American Institute of Electrical Engineers (AIEE), held its first technical
meeting in Philadelphia in October 1884.
We will invite papers on the history of the engineering profession, particularly on the role of professional societies in
engineering, and emphasis will be on the technical fields served by the IEEE. The historical papers will be presented
in focused sessions over the two-and-a-half days in two tracks, though there would be one or more plenary sessions.
The papers written for the conference will be a valuable contribution to researching the history of engineering
organizations, a topic that deserves more attention than it has received. Presented papers will be eligible for
inclusion in a conference proceedings volume to be published by IEEE. In connection with the conference there will
be an IEEE anniversary celebration on Thursday 6 August from 6:00 pm until 11:00 pm, at the Franklin Institute,
home to the first AIEEE technical meeting.
We expect that at this conference, as at our earlier conferences, we will have a congenial group of engineers,
historians, museum curators, and others, dozens of fascinating papers, plenty of time for informal discussion, and
some interesting exhibits and excursions. We also hope to keep local costs low to encourage participation by a wide
range of individuals.

2009 Northeast American Society of Engineering Education Conference
The Spring 2009 Northeast ASEE Conference will be held on April 3-4, 2009 at the University of Bridgeport,
Bridgeport, Connecticut, U.S.A. This year's conference theme is: Engineering in the New Global Economy.
In the coming years, our world will continue to face economical, environmental and energy related problems. How is
Engineering and Engineering Technology Education responding to the needs of our society and the world? This will
be the theme for an exhilarating and thought provoking
weekend of professional workshops, presentations, and discussions at the
University of Bridgeport.
The ASEE Northeast Section is soliciting faculty papers, student papers and student posters which address the
various challenges and paradigms in this technological world through research and instructional programs in

Second International Conference on Ethics and Human Values in Engineering
(ICEHVE´10): Barcelona (Spain) March 2nd, 3rd and 4th 2010
To provide an exchange of knowledge and points of view, and foster debate between engineers, university lecturers,
researchers and other people concerned, in order to facilitate reflection and the development of ethics, human values
and attention to social impact in the world of engineering. Special emphasis will be placed on the fight against
corruption from the standpoint of engineering.
The Conference will be organised on the basis of plenary sessions presented by guest experts. In addition, some
round tables and exhibitions are being planned. Complementary short talks and posters will be accepted too
(depending on the referees’ criteria).

The Arab Human Development Report on Building a Knowledge Society, Five
The Brookings Project on U.S. Relations with the Islamic World released A New Millennium of Knowledge? The Arab
Human Development Report on Building a Knowledge Society, Five Years On, written by Saban Center Fellow Kristin
Lord, which draws on the insights of a distinguished panel of experts in the Arab world.
As diverse as they are, Arab nations share a history of remarkable intellectual and scientific achievement. Yet as a
group, these 22 countries lag behind other regions—and their own potential—in educational achievement, scientific
advances, and economic growth, as noted five years ago in a United Nations Development Program study. The
UNDP’s Arab Human Development Report 2003 offered several recommendations to address these shortcomings.
In 2003, the United Nations Development Programme published a widely read and controversial study that examined
the region’s progress in developing the knowledge, skills, and institutions rewarded in today’s global economy. The
study, entitled the Arab Human Development Report 2003: Building a Knowledge Society, presented a
comprehensive explanation for the “knowledge deficit” and equally comprehensive prescriptions for reform. These
reforms, the report emphasized, must be driven by Arabs. But openness and deeper engagement with the world is
This study assesses what has happened in the five years since the 2003 report was published, what successes
towards building a knowledge society have been achieved, what work remains, and what has failed. It analyzes what
has occurred in the last five years in terms of governance, education, science and technology, knowledge-based
industry, and building a knowledge culture. Drawing on the insights of a distinguished group of experts, it then
recommends tangible steps toward achieving the vision of a knowledge society in the coming five years.
