1     The development hereby permitted shall be begun before the expiration
      of three years from the date of this permission.

      Reason: To comply with the requirements of Section 91 (1) of the Town and
      Country Planning Act 1990 as amended by Section 51 (1) of the Planning
      and Compulsory Purchase Act 2004.

2     The development hereby permitted shall be constructed in accordance
      with the materials specified on the approved drawings or such other
      materials as may be agreed in writing by the local planning authority.

      Reason: To ensure a satisfactory appearance to the development and in
      the interests of the visual amenities of the Conservation Area.

3     The development hereby approved shall include the stopping up and
      bricking up of the existing vent on the rear elevation and no other
      vents/outlets shall be inserted into this rear elevation.

      Reason: In order to protect the amenities of neighbouring properties and for
      the avoidance of doubt.

4     For the development hereby approved both new rooflights shall have a
      motorised derr blind supplied by Thomas Sanderson ltd. blinds, unless
      otherwise agreed to in writing by the local planning authority. These
      blinds shall be built into the frame of the rooflight prior to installation
      on site and shall be remote controlled and operated via a wall mounted
      control. This blind system shall remain operational and in position in
      perpetuity.

      Reason: In order to protect the amenities of neighbouring properties and for
      the avoidance of doubt.

5     The development hereby permitted shall not be occupied until the
      arrangements for vehicle parking shown on Drawing No. A1/2484/10
      shall have been provided, and they shall not be used thereafter
      otherwise than for the purposes approved.

      Reason: To ensure the adequate and satisfactory provision of off-street
      vehicle parking facilities.

6     Notwithstanding the provisions of the Town and Country Planning
      (General Permitted Development) Order 1995 (or any Order amending
      or re-enacting that Order with or without modification) no windows,
      dormer windows, doors or other openings other than those expressly
      authorised by this permission shall be constructed without the prior
      written approval of the local planning authority.
Reason: In the interests of the residential amenities of the occupants of the
adjacent dwellings.

NOTE 1:

This decision to grant planning permission has been taken for the following
reasons and having regard to the policies and proposals in the development
plan set out below and to all other material planning considerations, including
relevant supplementary planning guidance.

The site is located in a small village in the Green Belt. The form of
development proposed is acceptable in this area in accordance with the
provisions of Policy 6 of the Borough Plan. The conversion of the storeroom
to residential use will remain sympathetic to its surroundings in terms of local
character, design, scale, landscaping and visual impact.            No feature
essential to the character and appearance of the village will be adversely
affected.     The amenity of adjoining neighbours would not be adversely
affected. Car parking within the site is adequate.

Purchase Notices
      If either the Borough Council or the Secretary of State refuses permission to
      develop land or grants it subject to conditions, the owner may claim that he
      can neither put the land to a reasonably beneficial use in its existing state nor
      render the land capable of a reasonably beneficial use by the carrying out of
      any development or works that have been or would be permitted.

      In these circumstances, the owner may serve a purchase notice on the
      Borough Council. This notice will require the Council to purchase his
      interest in the land in accordance with the provisions of Part V of the Town
      and Country Planning Act 1990 and Part 1 Chapter III of the Planning (Listed
      Buildings and Conservation Areas) Act 1990.

      Compensation

      In certain circumstances, compensation may be claimed for the Borough
      Council if permission is refused or granted subject to conditions by the
      Secretary of State on appeal or on reference of an application to him. These
      circumstances are set out in Parts VI and VIII and related provisions of the
      Town and Country Planning Act 1990 and Part 1 Chapter III of the Planning
      (Listed Buildings and Conservation Areas) Act 1990.
