July 8th, 2009 Wednesday
Meeting was called to order by Chairman, Ed Whitebread, with the Pledge of Allegiance.
Roll: Present – Supervisors Whitebread, Supervisor Rossi and Supervisor Humphries.
Solicitor Deluca is absent due to personal reasons.
Minutes: Minutes from June 10th and July 1st meetings were posted. Supervisor
Whitebread made a motion to accept both meeting minutes with the correction of June 10th
meeting minutes, under special meeting, page 4 – Press Enterprise changed to Citizens
Voice, 2nd By Supervisor Humphries. On the vote, 3 I’s.
Treasurer’s Report: Treasurer’s Report reviewed by Supervisors. Supervisor Rossi made
a motion to accept the Treasurer’s Report 2nd by Supervisor Humphries. On the vote, 3 I’s.
SEO: Bill Brior reported there is work on 3 malfunctioning systems in the Lily Lake area of
Wapwallopen. All 3 will need new systems installed. All parties involved are cooperating
to correct the malfunctions.
Building Permits: Nothing
Codes Officer: Ken Shefler is working on two properties in Mocanaqua. One located at 52-
54 Italy Street is to be torn down and one located at 120 Italy Street is to be remodeled.
Full cooperation is being made with the property owners. Also a property located at 420 S.
Main Street in Wapwallopen is to be remodeled after the owner was finally located.
Sewer Authority: 18 shut offs will be completed for non-payment and postings will be
made on Monday as reported by Supervisor Rossi.
Playground Committee: The Committee has requested a movie in the park fund raiser to
be held in mid August at the last meeting. Solicitor DeLuca wanted to see if our insurance
will cover such an event before the Board gives permission. Supervisor Whitebread
contacted the insurance company to check on coverage. Due to no fees being charged by
the vendor for admission, the Township insurance will cover the event. A motion was
made by Supervisor Rossi to give permission for the playground committee to hold a movie
in the park fund raiser on August 20th, 2009, 2nd by Supervisor Humphries. On the vote, 3
Also, it was reported by Supervisor Whitebread Loren for DCNR will be down later in the
month, to inspect the playgrounds for a possible grant for next year.
The Grant from OCD of $40,000.00 has not been released and possibly will be canceled due
to guide line changes by OCD.

Public Comment: Nothing.
Swimming Pool: Last month, two employees for life guards were hired. Ashley Redmond
has resigned from this position. A motion was made by Supervisor Whitebread to change
Isla Wilczynski hours of work from 15 hours to 30 hours a week, 11:30 AM to 5:30 PM at
the rate of $8.00 per hour, Wednesday through Sunday, 2 nd by Supervisor Humphries. On
the vote, 3 I’s.
A retroactive motion was made by Supervisor Rossi to hire Ed Whitebread as Pool
Maintenance at the rate of $8.25 per hours, 14 hours a week for chemical applications and
any additional pool maintenance at the rate of $8.25 per hour, 2nd by Supervisor
Humphries. On the vote, 2 I’s with Supervisor Whitebread abstaining.
Also it was discussed the possibility of closing the pool if people don’t start using it. All
records will be reviewed at the end of this year and a decision will be made on the future of
the pool at that time. Public participation will be requested at that time. Poor public use of
the pool is the problem. The average use per day is under 10 people.
DPW Workers: Supervisor Whitebread reported at last month’s meeting, the Township
may receive summer employees through the county. Due to lack of participation of
summer workers, none were supplied. Ron Stavetski was hired to supervise these
employees. A motion was made by Supervisor Whitebread to transfer Ron Stavetski as a
supervisor for summer help and hire Ron Stavetski as a part time DPW worker at the rate
of $9.00 per hour for the period ending the 1st of October, 2nd by Supervisor Rossi. On the
vote, 3 I’s.
Violations: 4 letters for vegetation growth, 422 S. Main, 411 S. Main, 288 Pond Hill
Mountain Road, Corner Main / Pond Hill Road. 2 letters for vegetation / Rubbish – 72
Main, 29 Plantation Rd. and 1 letter for blocking a waterway – 11 paradise Ave.
UCC Appeals Board: Supervisor Whitebread explained a UCC Appeals Board was set up
earlier in the year between Conyngham Township, Salem Township, Nescopeck Township
and Nescopeck Borough. A request was received by Shickshinny Borough to join the
appeals board. After a discussion by the supervisors, a motion was made by Supervisor
Whitebread to turn down Shickshinny’s request to join the appeals board due to extension
additional paperwork and personal reasons, 2nd by supervisor Rossi. On the vote, 3 I’s.
Supervisor Whitebread explained letters will be sent to all appeals board members along
with a letter to Shickshinny Borough. The final decision on Shickshinny’s membership will
be with the majority vote of the members of the appeals board.
Tax Collector: The board discussed the tax collector service fees which were set by
ordinance in 2001. The prior board vote to adjust the tax collector fee regarding
delinquent tax statement from $5 to $10. The original ordinance states this fee much be
adjusted by a resolution, not by vote. Resolution 6 of 2009, a resolution to amend
ordinance 2 of 2001, to increase the established fees for returned check charges: service
charge fees for wage attachments by the tax collector’s office: and service charge fee for
certification as to the payment status or delinquent tax statement prepared by the tax
collector’s office was read by Supervisor Whitebread. A motion was made by Supervisor
Rossi to adopted Resolution 6 of 2009, 2nd by Supervisor Humphries. On the vote, 3 I’s.
Joe Brice wanted to thank the DPW crew for the good job they are doing in the Township.
The Board thanked Joe.
Also a question the condition of a house located at 10 Circle Avenue at Lily Lake. A motion
was made by Supervisor Whitebread to send Ken Shefler to 10 Circle Avenue and 150 Main
Street to handle code violations, 2nd by Supervisor Rossi. On the vote, 3 I’s.
Scott Bednar questioned what was going to be done at the Lake. The Board explained bids
were accepted by the Board to resurface Center, Circle and Lake Shore Roads with ½”
scratch and 1 1/2” top. Drainage pipes will be installed by the Township before paving will
