Specifically, the official custodian of record is WILLIAM J MALONEY and since CHARLES BODDY has been the
city official responding to my previous FOIA requests, this formal request pursuant to the laws of the
Commonwealth of Massachusetts goes to Mr. Boddy. Per those public records laws, you have (10) ten days to

For the record, I will undertake an investigation into whether someone at the city of Lawrence (city hall) authorized
or illegally prevented me from submitting lawful and official inquiries to the city from
my GMAIL account. Any person is permitted, under law to submit FOIA requests
regardless of domicile or profession.

The email account remains my preferred and official method of contacting or receiving
any official response from within the city of Lawrence, Ma. Any response to this email address

Therefore, pursuant to all applicable laws related to FOIA and public records, I request that ALL the minutes from
ALL the city council meetings from the time a WILLIAM LANTIGUA became mayor of Lawrence, Ma, after taking
the official oath of office, be sent to the following address:

Moreover, Massachusetts law, as specified herein, and mandated by the Secretary of State permits the release
of said minutes and furthermore permits and STRONGLY encourages the waiver of ANY and ALL fees
relative to this specific request for MINUTES. If you Mr. Boddy refuse to waive the fees, I shall inquire the
secretary of state for intervention and shall file a lawsuit compelling compliance and seek attorneys' fees, costs
and punitive damages.

Minutes of open meetings, regardless of form, are public and must be made available at the close of the meeting.
There is no requirement that the minutes be transcribed or approved before they are made public. A records
custodian should clearly mark all such minutes “unofficial.”

Minutes of prior open meetings, regardless of form, should be reviewed and accepted promptly. Copies of the
minutes of all open meetings should be readily available. Records custodians are strongly encouraged to waive
all fees associated with the minutes of open meetings. Pursuant to the Guide to the Massachusetts Public
Records Law, minutes of executive session meetings must be reviewed and released regularly and promptly.
Executive session minutes must be released to the public as soon as the stated purpose for the executive session
protection has ceased. For cities, towns and municipal boards, the Open Meeting Law is enforced by the Local
District Attorney should there be a non-compliance action.
