                                          AGENDA
1.   Call to order and declaration of a quorum.

2.   Citizen’s comments on non-agenda items.

3.   Presentation of plaque of appreciation for years of service in the retirement of city employee,
     Jerry Townsend.

4.   Mayor’s proclamation recognizing October 13th, 2009 as “Larry Butler Day” to recognize
     Larry’s dedication as a 25 year employee and public servant of the City of Blanchard and its
     citizens. Mayor’s proclamation and service plaque is to be presented to Larry Butler.

5.   Mayor’s proclamation of October as the Official International Walk to School Month for the
     City of Blanchard.

6.   Appearance by Ann Masters regarding the Pioneer Library System Annual Report.

7.   Appearance by Bob Dillon regarding annual audit report from Dillon & Associates.

8.   Consider approval of Consent Agenda:

     a.     City Council Minutes from September 8th and September 22, 2009.
     b.     Payroll in the amount of $92,725.23.
     c.     Grady County Criminal Justice Authority Jail Services Agreement.
     d.     Cooperation Agreement with the Chickasaw Nation which covers thirty houses to be
            constructed and/or purchased within Blanchard City Limits and funded through
            Housing Urban Development (HUD).
     e.     Mutual Aid Agreement with the City of Newcastle.
     f.     Authorization for final submittal through ODOT a grant application for a fully funded
            infrastructure grant in the amount of $200,000 for Safe Routes to School.
     g.     Authorization of Kenny Sullivan to do the engineering required for the Safe Routes to
            School grant.
     h.     Acknowledge reports from Police and Fire Department.
     i.     Discuss and take action on Nationwide Retirement 415 Amendment adopted for IRS
            compliance.
     j.     Discuss and vote upon re-scheduling public hearing date to November 10th to allow
            appropriate time period for publications and certified mailings. This public hearing
            will determine whether the structures on the following properties constitute a
            dilapidated structure or nuisance for the following: Lot 8, 9, 10, and 11 in block 122,
            located east of HS practice field on S. Madison, Block 116, Lots 14-18, located
            between 3rd and 5th on S. Madison and Block 1, Lot 4, Oak Forest Addition, located
            on Timberridge Road – the northeastern most lot.

9.   Discussion and action of items removed from Consent Agenda.
10.   Public hearing on application to re-zone from I-2 to C-3 filed by Larry Wallace on behalf of
      Wallace Development, Inc., for the following described parcel consisting of:

      TRACT 1:
      Tract of land out of Tract 1 Cedar Creek Estates being a sub-division of a part of the NW/4 of Section 20-T8N-
      R4W, McClain County, Oklahoma, described by metes and bounds as follows:

      Beginning at the SW Corner of the NW/4 of Section 20-T8N-R4W McClain Co. Also the SW corner of original
      tract 1 of Cedar Creek Estates thence north along the west line of the NW/4 on a bearing of N 00˙06’58” E for
      a distance of 990.24 feet, thence N 00˙06’58” E for a distance of 659.76 feet, thence S 89˙55’27” E for a
      distance of 658.81 feet, thence S 00˙94’30” W for a distance of 330.00 feet, thence N 89˙55’27” W for a
      distance of 220.00 feet, thence S 00˙04’30” W for a distance of 630.67 feet, thence N 89˙55’27” W for a

      distance of 689.33 feet to the point of beginning thence N 00˙06’58” E a distance of 300.91 feet, thence S
      89˙55’27” E a distance of 279.50 feet, thence S 00˙06’58” W for a distance of 300.91 feet, Then N 89˙55’27” W
      for a distance of 279.50 feet to the point of beginning containing 1.93 acres.

11.   Consider and take action on approval of Ordinance 2009-____ granting application from
      Larry Wallace on behalf of Wallace Development, Inc., to re-zone from I-2 to C-3 the

12.   Discussion concerning the formation of the Road Committee and overview of first meeting.

13.   Discuss and take action on nominees for vacancy on the Planning Commission.

14.   New Business (any matter not known about or which could not have been reasonably
      foreseen prior to the posting of the agenda).

15.   Discuss proposed employment agreements of City Manager and Treasurer. (proposed
      executive session pursuant to 25 O.S. Section 307(b)(1)).

16.   Discuss and take action to proposed agreement with Larry Shelton of Chell Consulting for
      professional services provided in the talent search for prospective candidates for City
      Manager position. (proposed executive session pursuant to 25 O.S. Section 307(b)(1))

17.   Consider and take action on approving Ordinance #2009-___ , amending the provisions of
      Chapter 1, Article 3, Section 1-28 of the Blanchard Code of Ordinances hereby amending
      the duties of the City Treasurer and the Treasurer of the BMIA providing for severability and
      declaring an emergency.
