All-Hazards Communications Unit Leader (COML)

This course helps participants establish the essential core competencies required for performing the duties of the
Communications Unit Leader (COML) in an all-hazards incident. This course addresses all responsibilities appropriate to
a COML operating in a local- or State-level All-Hazards Incident Management Team (AHIMT). These responsibilities
include the collection, processing, and dissemination of information as needed to facilitate Operations of Command,
General Staff, and Unit Leaders within the confines of a Type 3 AHIMT.
The course is an instructor-led training that supports learning through discussion, lecture, and active participation
in multiple exercises. All students are requested to bring a laptop computer as the course requires the use of a computer to
work with the ICS Forms and to insure a realistic, hands-on approach to mastering the skills of a COML. All student
materials will be provided on a CD or Thumb Drive supplied by KYEM.
This course is open to all Emergency Management, Rescue, Fire, Emergency Medical, and Law Enforcement
personnel or any organization having responsibility for communications as a member of a Type 3 IMT. NIMS ICS all-
hazards position-specific training should be completed by personnel who are regularly assigned to functional, support, or
unit leader positions on Type III AHIMTs or by those persons who desire to seek credentials/ certification in those
positions. Public Safety and/or Amateur Radio communications experience is desirable.
Pre-requisites for this course are, as follows: IS 100, 200, 700, 800; ICS 300. ICS400 is recommended.
A MINIMUM # twenty (20) advance student registrations is REQUIRED and must be received by March 12, 2012 in
order to conduct this course. The course is open to a maximum of 30 students due to classroom space; therefore you will
receive an enrollment email confirming your seat in the class by March 15, 2012. Priority of enrollment will go to
students from the CSEPP IRZ, PAZ and Host Counties.
Meals, lodging, and travel arrangements/expenses are the responsibility of the student and will NOT be
reimbursed by KYEM.
