A RESOLUTION CALLING FOR A
COVENANT OF TRANSPARENCY AND ACCOUNTABILITY
Whereas we, members of the Civil Society and citizens of the Philippine Republic, expect the
highest code of ethics, integrity and service from our elected officials;
Whereas to be effective and credible leaders, our elective officials have to be accountable and
transparent in all our activities and lead by example;
Whereas the Philippine Constitution of 1987 Bill of Rights Section 7 states:
The right of the people to information on matters of public concern shall be recognized. Access to official records,
and to documents and papers pertaining to official acts, transactions, or decisions, as well as to government
research data used as basis for policy development, shall be afforded the citizen, subject to such limitations as may
be provided by law.
Whereas the Local Government Code of the Philippines states:
Section 3. Operative Principles of Decentralization. – “The formulation and implementation of policies and easures
on local autonomy shall be guided by the following operative principles:
(b) There shall be established in every local government unit an accountable, efficient, and dynamic organizational
structure and operating mechanism that will meet the priority needs and service requirements of its communities”;
Whereas Republic Act No. 6713, otherwise known as An Act Establishing A Code Of Conduct
And Ethical Standards For Public Officials And Employees To Uphold The Time-Honored
Principle Of Public Office Being A Public Trust” states:
Section 2. Declaration of Policies – It is the policy of the State to promote a high standard of ethics in public service.
Public officials and employees shall at all times be accountable to the people and shall discharge their duties with
utmost responsibility, integrity, competence and loyally act with patriotism and justice, lead modest lives and uphold
public interest over personal interest.
Section 5. Duties of Public Officials and Employees. – In the performance of their duties, all public officials and
employees are under obligation to:
(b) Submit annual performance reports. – All heads or other responsible officers of office and agencies of the
government and of government-owned or controlled corporations shall, within forty five (45) working days from the
end of the year, render a performance report of the agency or office or corporation converned. Such report shall be
open and available to the public within regular office hours.
Whereas, the Quezon City Ordinance 2008-111 on Participation, Accountability and
Transparency encourages people to participate in political affairs of the government and
demand accountability and transparency from government officials by joining the People’s
Council of Quezon City.
Whereas the Omnibus Election Code (Batas Pambansa Bilang 881) states:
Sec. 68. Disqualifications. - Any candidate who, in an action or protest in which he is a party is declared by final
decision of a competent court guilty of, or found by the Commission of having (a) given money or other material
consideration to influence, induce or corrupt the voters or public officials performing electoral functions; (b)
committed acts of terrorism to enhance his candidacy; (c) spent in his election campaign an amount in excess of
that allowed by this Code; (d) solicited, received or made any contribution prohibited under Sections 89, 95, 96, 97
and 104; or (e) violated any of Sections 80, 83, 85, 86 and 261, paragraphs d, e, k, v, and cc, subparagraph 6, shall
be disqualified from continuing as a candidate, or if he has been elected, from holding the office.
Wherefore, we, the Board of Directors of _________________________ hereby enact this
resolution as follows:
RESOLUTION ON COVENANT OF TRANSPARENCY AND ACCOUNTABILITY
BE IT RESOLVED, AS IT IS HEREBY RESOLVED, THAT WE, MEMBERS OF ___________
AND OF CIVIL SOCIETY, STRONGLY ENJOIN ALL INCUMBENT PUNONG BARANGAYS
AND CANDIDATES FOR THE 2010 ELECTIONS TO SIGN A COVENANT ON
TRANSPARENCY AND ACCOUNTABILITY AS FOLLOWS:
1. That Barangay Councils be accountable and transparent to their constituents by showing
and explaining to them in a written report their barangay financial statements and delivery of
basic services during their General Assemblies,
2. That every aspiring Councilor and Congressman who will run for office in the 2010 elections
to sign a Covenant on Transparency and Accountability pledging that when elected, he will
explain to his constituents the following:
a. The legislative measures they have authored and passed,
b. The basic services they have delivered and
c. The disbursement of public funds entrusted to them
in a written report during a District Assembly at his City/Municipal Hall that he shall move for
legislation to be held immediately after the State of the City Address (SOCA).
3. Encourage every aspiring Vice Mayor who will run for office during the 2010 elections to sign
a Covenant on Transparency and Accountability pledging that when elected as Vice Mayor,
he will explain to his constituents the following:
a. The legislative measures he advocated,
b. The basic services he has delivered and
c. The disbursement of public funds entrusted to him
in a written report during a District Assembly at his City/Municipal Hall that he shall advocate for
legislation to be held immediately after the State of the City Address (SOCA/SOMA).
4. Encourage every aspiring Mayor who will run for office in the 2010 elections to sign a
Covenant on Transparency and Accountability pledging that as the elected Mayor, he will
explain to his constituents in a written report during the State of the City/Municipal Address
(SOCA/SOMA) the following:
a. The basic services he has delivered and
b. The disbursement of public funds entrusted to him.
5. Encourage all aspiring elective officials to honor the Omnibus Election Code by refraining
from illegal activities such as vote buying, bribing, terrorizing, overspending and other
activities disallowed under the Omnibus Election Code.
6. That we in turn shall actively participate in promoting good governance in our respective
cities and municipalities.
