Performance Goal 8- All students will receive a quality education through the effective and use of resources and the delivery of business services.

    As new technologies rapidly revolutionize the way the "global economy," learns, competes, socializes, and communicates, it is ever more urgent that
educational institutions set a proactive course to not only provide access to emerging technologies but also to infuse them in daily teaching and learning,
curriculum design, and professional development. Realizing the vision and the need to close the gaps between what students are to know and be able to
do and what they are expected to know and be able to do demands a closer look at the "total whole" of educating children, not only "what" is to be learned
but "how" students are to learn. It also demands expanded opportunities for high quality professional development and collaboration.

    Web-conferencing provides students, teachers, and curricular offices with the opportunity to expand teaching and learning possibilities. Web-
conferencing goes beyond the interactions offered through traditional face to face learning opportunities, e-mail, telephone, or on-line chat systems by
offering anytime, anywhere learning that combines visual and auditory information in order to provide the collaborators with an experience that closes the
distance gap and helps the participants feel connected to each other. In addition, students and teachers no longer have to rely exclusively on the
resources available within their buildings; instead, they now have the opportunity to expand beyond those walls to access information and tap resources
from around the world. Students using videoconferencing will benefit from:
     Learning in an emerging technological environment that prepares students with real world communication skills
     Utilizing world-wide resources including experts, professionals, remote institutional resources, and other students
     Broadening the scope of learning resources

    As libraries, museums, colleges, schools, government agencies and other information resource facilities expand opportunities for videoconferencing,
students will be able to connect with experts, collaborate with other students, work in partnership on projects, and participate in world wide activities.
These activities, using videoconferencing, build relationships and encourage active learning. Collaboration using this two way technology makes the
experience almost like being there. Outcomes include:
     Enhanced motivation
     Improved communication and presentation skills
     Increased connection with outside resources and experts
     Effective learning environments
     Links to people from different social, cultural, and economic backgrounds

    Safari Live! will also be an invaluable tool as curricular offices use web-conferencing to deliver high-quality professional development that not only
eliminates the need to travel to distant locations, but also can be recorded so that teachers can revisit the training as needed from anywhere and at any
time. In addition to the considerable savings in time and money, Baltimore County Public Schools will benefit from the ability to deliver 24/7 professional
development that is:
     Informed by research on teaching and learning and provides a strong foundation in subject content and methods of teaching
     Integrated with district goals to improve education, guided by a coherent long-term plan, and driven by disaggregated data on student outcomes
     Designed in response to teacher-identified needs and utilizes collaborative problem solving in which colleagues assist one another by discussing
        dilemmas and challenges
     Primarily school-based, provides sufficient time and other resources, and enables teachers to work with colleagues in their school building
     Continuous and ongoing, incorporates principles of adult learning, and provides follow-up support for further learning

  Finally, teachers and support staff will benefit from the ability of Safari Live! to:
   Provide model(s) of effective pedagogy using distance learning technology
   Be responsive to changing variables and instantly refined to meet needs
   Facilitate interaction and dialogue among participants
   Support interaction with both content and colleagues
   Allow teachers to easily and inexpensively tap into expertise of experts both in and outside of the district
