                                            The Wyoming Alliance is committed to providing assistance and support
                                            while empowering its membership to initiate, develop, and conduct
                                            programs in educating the public about the benefits of an active healthy
                                            lifestyle. Following are the goals of the Wyoming Alliance: (1) To provide
                                            professional growth and development services; (2) To increase association
                                            membership and involvement at all levels, student, professional, and retiree;
                                            (3) To promote mandatory quality daily physical education; (4) To improve,
                                            expand, and advocate communication and services to the membership and
                                            public; and (5) To serve as a resource in curriculum development and
                                            implementation at state and local levels.



        MESSAGE FROM THE PRESIDENT, Gay Hughes, Riverton
Greetings everyone. I hope that you had an enjoyable holiday season and that you are refreshed and rejuvenated to
complete your school year.

It was great to see many of you in Casper at the annual WAHPERD conference. For those of you who did not make
it, you missed an outstanding conference. Kudos to Mike Miller and his committee. Already Don Brinkman and
Kelly Merager are working on next year’s conference. If you would like to present, please be sure to contact Don or
myself so that we can get you on board. Cody has an awesome new recreation center that we will be using. We are
also hoping to hold our banquet on Thursday evening at the Buffalo Bill Historical Center. The BBHC is also giving
us free admission to the center during the conference. I also have a verbal commitment from AAHPERD President-
Elect, Joanne Owens-Nausler, to attend and present. I don’t know if we have ever had a national president at our
convention, so take advantage of this opportunity to attend and hear one awesome lady.

In early December I had the privilege of attending a WyoWins workshop in Cheyenne. The title of the workshop,
sponsored by the Wyoming Department of Health, Substance Abuse Division, was Reclaiming Wyoming: A
Comprehensive Blueprint For Prevention, Early Intervention, and Treatment of Substance Abuse, Vision
2020. An extensive study was done in response to Wyoming House Bill 83. This study will be presented to this

year’s legislature and hopefully the plan will be adopted so that Wyoming can take the lead in tackling this huge
problem in our state. The report is lengthy, nearly 300 pages, but has some very good information in it. You can get
a copy of it from the Department of Health, Division of Substance Abuse, or you can download it at
www.wyowins.net or www.paxtalk.com. Updates and additional information about the report may be available at
those sites as well. Please contact your local legislators and urge them to support the adoption of this plan. If you
need a list of legislators, I will get the list to Tami Benham-Deal to post on the list serve. Also, last October the
Wyo. Dept. of Health, Substance Abuse Division received a $9 million Federal State Incentive Grant (SIG) to help
us battle the growing problem of substance abuse among our students. Communities can apply for grants to assist
them in addressing local problems with proven prevention strategies. If you have questions, please contact:

Once again, please don’t hesitate to become involved in the upcoming legislative process. If we do not advocate for
ourselves, no one else will.

                   WAHPERD: RUNNING FOR OFFICE Gay Hughes
Officers – WAHPERD always needs individuals who are interested in running for a position on the WAHPERD
Executive Board. Serving is a great learning experience and allows you to contribute to your state organization.
Yes, it does take some time, but not that much. Each year an Elect is elected for the offices of VP of each area –
Health, Physical Education, Recreation and Dance, as well as an elect for President. You have one year to learn the

There are also some appointed positions. Right now we are looking for someone to assist Corney Dereemer with the
awards. It is too big of a job for just one person, but if we have two it will be manageable. Please, we need someone

national level. We have had some winners from Wyoming in the past, so don’t hesitate to nominate someone who
you think does a great job.

Speaking of awards, we need nominations for awards. That includes Teacher of the Year (TOY) awards in each area
as well as nominations for the Pax Ricketts Award (WAHPERD’s highest award) and Honor Awards. We did not
have a winner in all the areas this past year and I know we have some great teachers out there. Someone just needs
to nominate them. Nominations need to go to Corney Dereemer, the sooner the better.

                       LEGISLATIVE INFORMATION Gay Hughes
The Wyoming 2002 Legislative session will be underway by the time that everyone receives this issue of the
Communicator. As your President, I would like to encourage you to become involved in the Legislative process.
There is a website where you can go and check out the bills that are being presented, their progress, committee
members, e-mail addresses, etc. The site address is: http://legiweb.state.wy.us

Once you get into the site, if you want to find out about bills, click on Session Information and you can then click on
2002 and get to a list of all House and Senate bills.

You can also find the e-mail addresses of all Representatives and Senators in this site.

If we don’t advocate for our profession, and ourselves no one else will. Also, if you choose to send an e-mail, please
send it from your home computer, no a school district one. When the legislators were receiving volumes of e-mails
last year regarding the salary issue, e-mails sent from school districts were over looked.

WYOMING SCHOOL HEALTH AND PHYSICAL EDUCATION (WYHPE)
   NETWORK: PROFESSIONAL DEVELOPMENT WORKSHOPS
                   Tami Benham Deal
In an effort to provide technical assistance to all 48 school districts in Wyoming, the Wyoming School Health and
Physical Education (WYHPE) Network delivers several different professional development workshops. These
workshops focus on planning and implementing standards-based instruction and assessment in health and physical
education. Through a cost-sharing partnership with school districts, the WYHPE Network provides instruction on
the latest curricula and assessments that are recognized by the Centers for Disease Control and Prevention.
Trainers for the workshops are health and physical education teachers who currently use the educational materials
and who have participated in an advanced training experience. To learn more about these workshops, contact one

Following is information about each of the professional development workshops that are delivered.

                                   Wyoming Health Assessment Training (WHAT)
The WHAT workshop is a two-day training that utilizes assessments created by the State Collaborative on Assessment and
Student Standards (SCASS) for its Health Education Assessment Project. With assistance from ACT, Inc., the project has
developed and validated a variety of assessment materials that are appropriate for use by elementary, middle, and high school
teachers. During the workshop participants become familiar with grade level assessments, a standardized scoring rubric for
health knowledge and skills, practice scoring assessments, discuss YRBS data and how it applies to assessment selection, and
begin developing a matrix that cross references SCASS assessments and district/state standards and benchmarks.
                                              Get Real About Aids (GRAA)
This workshop focuses on the “Get Real About AIDS” curriculum, a curriculum that the Centers for Disease Control and
Prevention has identified as a “Program That Works.” Two workshops are available, GRAA for middle school and GRAA for
high school. Participants engage in hands-on teaching practice that focuses on information, skills, and vulnerability and
personal impact. Information focuses on functional knowledge (e.g., what you need to know to stay safe). Skills focus on
expressing limits to others so that students can avoid risky situations. And vulnerability and personal impact focuses on
making the information and skills meaningful to students, so that they know that AIDS affects them personally.
                Reducing the Risk (RTR): Building Skills to Prevent Pregnancy, STD, and HIV
This 2-day workshop provides participants with hands-on experience in using the RTR curriculum. The curriculum contains
16 well-defined lessons that emphasize teaching refusals, delaying tactics and alternative actions students can use to prevent
teenage pregnancy and protection against HIV and other STD. The Centers for Disease Control and Prevention has found
RTR to be well-evaluated and effective in reducing unprotected intercourse. The curriculum was also found to increase the
proportion of students who reported talking with their parents about abstinence and contraception.
                                     Wyoming Assessment in Physical Education
The Wyoming Assessment in Physical Education workshop was a two-day in-service training that focused on aligning
standards (local with state) and developing assessment rubrics in physical education. Workshops were held in Riverton, Rock
Springs, Gillette, and Cheyenne during the summer of 2001. The workshop was divided into the following sections: (1)
Alignment of Standards and Benchmarks, (2) Instruction, Assessment, Standards, and Learning, (3) Creating Rubrics, (4)
Assessing Movement, Fitness, Affect, and Games, and (5) Assessing Standards and Grading/Record Keeping/Tracking.
                Designing Physical Education District and Body of Evidence Assessments (BOE)
This 2-day workshop extends the 2001 Assessment in Physical Education workshop by focusing on physical education
assessments that can be used as district-wide assessments and could be used in school districts’ Body of Evidence (BOE). The
purpose of the workshop is to bring physical education professionals together to share their assessments and to write
additional assessments which align with state and district standards.

            JUMP ROPE FOR HEART AND HOOPS Jarlath Mortenson

Monumental Trip

Eight members of the Pinedale Ropin’ Wrangler Demonstration team participated in Central District held in Rapid
City South Dakota Feb 7th and 8th of 2002. During their performing trip the team staged nine shows for about
1800 people-mostly elementary school aged students, along with educators participating in the convention. The
Ropin’ Wranglers whose sponsors are the American Heart Association and WAHPERD, shows awareness and
support for its Jump Rope for Heart program, and encourages young people to live heart-healthy lifestyles
that include regular exercise.
Highlights of the trip included two special clinics with Mark Rothstein, world jump rope champion. His sessions
included the demonstration by the student jumpers of the breaking down and performing basic, intermediate, and
advance skills. His parallel message of drug free students and healthy kids for life made for a collaborated
message to the audience. A personal highlight for the jumpers was sharing pizza dinner with the pro. Three
Rapid City schools were visited, Meadowbrook, Knollwood, and Bergquist. The warm welcome from these
student bodies reinforced the overall experience the kids had while visiting Rapid City. The team also took time
to visit the monument of Mt. Rushmore reinforcing cross-curricular studies in social study standards.
The Ropin’ Wranglers were especially impressed by the personal visit from Diane Owens, AAHPERD president.
and all the Wyoming delegates who stopped to wish the team well on their tour. The team left Rapid City with a
better understanding of how important they were to the program and how valuable their message is to children.



                      SUMMER 2002
  MEGA CROSS TRAINING WORKSHOP IN HEALTH AND PHYSICAL
           EDUCATION Presented by WYHPE Network
Plans are underway for a MEGA 4-day workshop on health and physical education assessment to be held in
Laramie this summer. At the WAHPERD conference this fall some of you suggested that the Network coordinate
a meeting which would allow physical education teachers to get together to share some of their assessments and to
work together to develop a set of assessments that could be used as district assessments. During the summer
workshop we will devote 3 days to doing just that, plus add materials that could also be used in the BOE. During
the fourth day of the workshop folks who have previously attended a SCASS workshop can participate in a one-
day booster session that utilizes Phase II assessment items. On the first two days of the workshop we also hope to
deliver a "Reducing the Risk - Building Skills to Prevent Pregnancy, STD & HIV" workshop. A "Get Real About
AIDS" workshop will follow on the next two days. Finally, a 2-day SCASS workshop will also be held. As we
did last summer in the assessment workshops that we conducted around the state, University of Wyoming graduate
credit and PTSB credit will be available.

    Do you need more help with developing and aligning your physical education and health assessments and
     standards?

   Would you like to participate in developing an assessment profile that could be used district wide and for
       BOE?


The WYHPE Network's mission is to provide teachers across all of Wyoming's school districts with technical
assistance in planning, implementing, and assessing standards-based health and physical education instruction. We
are currently trying to determine how many teachers would be interested in attending a MEGA workshop that
reflects the WYHPE Network's version of CROSSTRAINING.
          "Alternating two or more professional development activities to enhance one's assessment skills."
The workshop will be held in Laramie at the University of Wyoming during the early part of the summer. Please
complete the questionnaire on the next page and return to Tami Benham Deal by March 1, 2002, so that final plans
can be made.
