Wednesday, 4 May 2011
Before official opening of the first working session, the participants, led by Prof. Ulisse Tramonti, visited
some of the most particular and specific examples of the rationalist architecture in Forlì (Collegio
Aeronautico, Monumento ai Caduti, Casa O.N.B, Palazzine Bazzani, P.zza A. Saffi). Prof. Tramonti
explained the history and architectural features of the buildings.
The first working session was held in the City Hall of the Municipality of Forlì. Mr Patrick Leech, town
councillor for Culture, European Policy and International Relations, opened the Kick-off meeting with
opening speech. He welcomed all partners and guests on behalf of the Mayor of Forlì and presented the
background and the principal object of the project.
Prof. Ulisse Tramonti, professor of architecture at University of Florence and expert of rationalist
architecture in Italy, held the Lectio magistralis on Architecture of Totalitarian Regimes of XX Century in
Europe. During his speech, he presented over 50 pictures and maps of rationalist items situated in Forlì.
Before the dinner, offered by the Municipality of Forlì, the participants visited some rationalist buildings
located in the town of Castrocaro Terme (Padiglione delle Feste, Grand Hotel). Prof. Ulisse Tramonti was
the expert guide of the tour.

Mr. Roberto Balzani, Mayor of Forlì, welcomed the participants, underlining that the exploration of common
architectural heritage could become an important source of local development. He emphasised the
importance of cooperation between SEE countries and expressed gratitude to the project partners and
participants for their contribution to the development of the project idea.
All delegates shared about 5 minutes of information about their region/city and their organization. Some of
partners decided to present themselves through a short power point presentation.

Mr. Patrick Leech explained that another Bulgarian partner had shown interest to be involved in the
partnership and that its representative, Mrs. Milena Todeva, is attending the kick-off meeting as external
observer. Afterwards Mrs Todeva presented the city of Dimitrovgrad showing some photos of the
totalitarian architecture.
Ms. Simona Ene, representative of the SEE Joint Technical Secretariat and the Project Manager of
ATRIUM, presented the South East Europe programme. She provided general information about
programme priority axis and budget, approved project, expected values. Besides, she illustrated strengths
and weaknesses of ATRIUM project and JTS expectations.

Mr. Ludovico Gherardi, Italian coordinator of the Transnational Programme of European Territorial
Cooperation in South-East Europe SEE, presented some of the main aspects of interregional cooperation
between Emilia-Romagna Region and regions situated in South-East Europe.

Ms. Claudia Castellucci, head of the European project and international relations unit, presented the
ATRIUM project focusing on the project aim, background, objectives and main activities. She briefly
explained the project partner’s role and level of their involvement in the project.

Mr. Michel Thomas-Penette, representative of the European Institute of Cultural Routes, presented the
history and activities of the Institute and also the requirements for nomination as a cultural route by the
European Council. Furthermore, he stressed how the acknowledgement as European Cultural Route can
stimulate competitiveness in the European tourism sector, promote the development of sustainable
responsible and high quality tourism and consolidate the image and profile of Europe as a collection of
sustainable and high-quality destination.

Mr. Marko Govek presented the communication and dissemination plan proposed by the Municipality of
Velenje, which is the responsible partner for communication activities of ATRIUM project. He illustrated
both the internal and external communication strategy and outputs&target indicators related to the
communication activities. In addition, the ERDF PP3 presented three logotype proposals.
The partnership decided to choose the definitive project's brand after the nomination of the Steering
Committee. A copy of the communication plan and logotype proposals were distributed to each partner.

Presentation of the Template for the identification of case studies
Emilia Kaleva presented the “Template for the identification of case studies” elaborated by the National
Institute of Immovable Cultural Heritage.

Claudia Castellucci stated that the template is exhaustive and well elaborated but, since it should become a
first working document approved by all partners and validated by the Scientific Committee, she invited all
participants to make their comments and observations.
Andrea Savorelli, on behalf of the internal working group of the Municipality of Forlì, suggested to include
also bibliographic references for each item and the relevant internet links, to include also the most
significant plans of buildings, to upload as many photos as possible and to provide each item with ID
number. Besides, he noticed that the current technical condition of the subject cannot be described only
with adjectives as good, bad, in risk and that the parameters to demonstrate to what extent the element
represents the totalitarian ideology is questionable.
Emila Kaleva replied that some of Savorelli's suggestions were already integrated in the new version of the
template: bibliographic references, internet links and plans of buildings.
Tadeja Zupancic proposed to focus on descriptive value of the selected cases because the different
architectural items are not always comparable.
Christos Emmanouilidis highlighted that the target groups should be defined in details before finalising the
template.
Chrysostomos Stylios proposed to define the final users of the catalogued items before starting with case-
studies identification. He stated that the methodological approach depends on how the final users will be
defined.
Maria Topolcanska suggested to define the target groups and the adequate language which should be
used in the template. She proposed also to set up small working groups in order to concretise the definition
of the final version of the template.
Claudia Castellucci proposed to postpone to the afternoon session the discussion related to the timetable
of the WP3.
Presentation of the SEE Implementation Manual and practical tools for project management
Luca Rosselli, representative of SEE National Contact Point, presented all aspects of the Implementation
Manual as: contracting procedure, IPA and ENPI partners, Project changes, Financial management
procedures and reporting eligible expenditures.

It was noticed that many partners have a centralized control systems in their countries and that generally 6
months /1 year are needed to their Controllers to issue the Declaration on validation of expenditures. The
partnership decided to submit in time the first progress report since the preparation costs must be reported
and validated in the first reporting period.
Claudia Castellucci presented a detailed work-plan (including duties for each PP) for the first two
semesters.

Due to the delay in the project start-up the partnership decided to change the timeframes of act.3.1, act 3.2,
act 3.3, act 3.4 as follows:

In order to finalise the template in due time the partners agreed to set up a small internal working group. In
accordance to the new deadline the members of the group will send their feed-back to NIICH. The
members of the group are: Tadeja Zupancic, Andrea Savorelli, Anamarija Luksic, Christos Emmanouilidis,
Maria Topolcanska.
Nomination of the Steering Committee
The Steering Committee was officially nominated. Previously, each partner had proposed the name of its
representative in the StC and the names of Local Managers (project, communication and financial)

The Steering Committee addressed the following points of the planned agenda:
1. The StC approved the Communication plan without changes. The Municipality of Velenje will
design and prepare the brochure of the project in English. All partners will provide in due time the
summaries in national languages to be included in the official brochure of the project.
The StC chose the concept n°1 as the logo of the project. Nevertheless the chosen logo is to be
slightly adjusted in order to make it easier to be read.

The Municipality of Velenje will arrange the definitive version of the logo and its application on the
project communication tools (envelope, notepad, gadget etc.).
The Municipality of Velenje will prepare a website design proposal by the end of June.
Michel Thomas-Penette expressed the importance of the logo in the establishment of a Cultural
Route. He also recommended to find an appropriate solution to adapt a logotype for the countries
that do not use latin characters. Tadeja Zupancic highlighted that the chosen logo is appropriate for
the project but that for the Cultural Route different type of brand in needed.
2. The StC decided that the next transnational meeting will take place in Bucarest in the second half
of October. Damian Costel asked to change the place of the event to Iasi as it is more practicable
for him to organize the meeting in the city of the Romanian partner. The LP will check with the JTS
if this change is acceptable.
3. Claudia Castellucci explained that the subsidy contract has not yet been signed because of the
long contracting procedure with JTS. The reason for the delay is that the Municipality of Plovid
(ERDF PP5) signed the partnership agreement on 26 April 2011. Since the permanence of the
Municipality of Plovdiv in the project is not 100% confirmed, in case of the withdrawal, Milena
Todeva expressed the interest of the Municipality of Dimitrovgrad to join the project.
4. The StC decided that the Scientific Committee will be headed by the European Institute of Cultural
Routes and composed by 5 experts: 3 architect, 1 historian, 1 urban sociologist. The European
Institute of Cultural Routes will oversee the work of the Scientific Committee in order to optimize
project outcomes and results and to suggest corrective measures in case of deviation or gaps
towards the project. The European Institute representative will attend all Scientific Committee
trans-national meeting.
The candidates for the SC proposed by the partners were:

Each partner provided general information about its candidate. Michel Thomas-Penette suggested
two additional name for the SC: Alexander Bellman (Romanian architect) and Marie-Louise von
Plessen (German historian).
The StC ascertained that no urban sociologist were proposed for the SC. The European Institute of
Cultural Routes proposed to find an appropriate candidate for the mission position.
The final decision was taken by the majority of the member of the StC:
Ulisse Tramonti – 9 votes
Sonja Ifko – 6 votes
Alexander Bellman – 3 votes
Marie-Louise von Plessen – unanimity
Considering her long lasting scientific and expert work the StC proposed Yordanka Kandulkolva as
a associated member of the Scientific Committee.
The StC reaffirmed that the consulting services and attendance fee for Scientific Committee’s
expert will be paid by the partners who had proposed the candidate or by the country of origin of
the candidate.
Therefore, it was decided that:
LP will cover the costs of Ulisse Tramonti
ERDF PP1 will cover the costs of Marie-Louise von Plessen
ERDF PP2 will cover the costs of Sonja Ifko
ERDF PP9 will cover the costs of Alexander Bellman
Claudia Castellucci, on behalf of the LP, expressed her appreciation to the meeting participants for their
work and effective cooperation.
