Provides leadership and direction for the Office of Vital Statistics and Registry to ensure accuracy,
quality, security, confidentiality and utility of vital records and develops, directs, coordinates all
activities of the Office, which is responsible for registering New Jersey vital events, including: births,
marriages and deaths; domestic partnerships; civil unions; adoptions – foreign and domestic; and, births
resulting in stillbirth.
The registrar is responsible for assuring the quality, efficiency and effectiveness of methods, procedures
and administrative rules used for the collection and analysis of vital statistics; oversees the development
of and use of automated systems of vital records data collection and processing procedures; ensures the
development and maintenance of computerized master file appropriate for health related analysis,
research, planning and administration; oversees the preparation of quality and performance measures,
and monitors for effectiveness; evaluates and monitors performance of activities required by federal
government contracts to assure compliance with contract specifications; conducts training programs to
promote uniformity of policy and procedures and quality data in the system of vital statistics; interacts
with local, state, and federal agencies on laws and procedures related to vital statistics; and, meets
requests for verification of birth and death records.
Responsible for the management and oversight of customer services, responsible for public inquiries and
complaints, and supervises responsive correspondence; directs, supervises, and controls the activities of
all personnel engaged in activities pertaining to the operation of the system of vital statistics; prepares
information for and manages annual budget; and, responsible for managing budget expenditures and
monthly performance budgeting data.
A Bachelor’s degree from an accredited college/university is expected. An advanced degree in
management, administration, or other areas related to the particular position would be helpful.
Five (5) years of supervisory/managerial experience and a variety of management experiences and
organizational responsibilities would be helpful.
Successful completion of the Certified Public Managers (CPM) Program will be a factor in selection.
Participating in any portion of the CPM program or related programs would be helpful.
Bachelor’s degree from an accredited four-year college or university, Master’s degree preferred.
5-8 years of experience in health statistics, health informatics, or health information
Strong computer literacy is required as are excellent communication and customer service skills
Requires previous supervision and leadership experience in a customer service environment.
