Commander Martin is a 1989 graduate of the U.S. Naval Academy.
His sea tours included service as a Division Officer in USS
JOSEPHUS DANIELS (CG 27), Assistant First Lieutenant in USS
ENTERPRISE (CVN 65), Combat Systems Officer in USS SAMUEL
B ROBERTS (FFG 58), Executive Officer in USS WARRIOR (MCM
10), and Chief Staff Officer in Commander Maritime Prepositioning
Squadron Two (COMPSRON TWO).

Assignments ashore have included service as Instructor, Royal Saudi Navy Forces, United States
Training Mission to Saudi Arabia Detachment Jubail; Military Observer, United Nations Iraq-Kuwait
Observation Mission; Desk Officer for Kuwait, Yemen and Saudi Arabia in the Operations
Directorate of United States Central Command; Aide to Deputy Commander, United States Central
Command; Student, Air Command and Staff College, Air University, Maxwell Air Force Base; and
Deputy Chief of Current Operations, United States Southern Command.

In addition to the Surface Warfare Officer designation, Commander Martin is a Foreign Area Officer
with expertise in the Middle East and Africa. Commander Martin completed the Malone Fellowship
in Saudi Arabia in 2001 and has significant experience in the Middle East. Postgraduate education
includes Masters of Business Administration, Masters of Military Arts and Sciences and Joint
Professional Military Education Phase I.

Commander Martin currently serves as Executive Officer and Associate Professor at Southern
University’s NROTC program. The NROTC program provides opportunity for qualified students at
Southern University, Louisiana State University, Southeastern Louisiana University and Baton
Rouge Community College to compete for commissions in the United States Navy or Marine Corps.
Commander Martin’s awards include the Defense Meritorious Service Medal, the Meritorious
Service Medal, the Joint Service Commendation Medal (3 awards), the Navy Commendation Medal
(4 awards), the Joint Service Achievement Medal, the Joint Meritorious Unit Award (4 awards) and
various campaign and unit decorations.
