CD&E SENECA
The Seneca working group:

- Create a robust and distributed joint NEC CD&E
         networked environment for NLD Defence org.
- Process NEC experimentation proposals
- Advise NEC board on priorities NEC experiments
- Initiate and monitor NEC experiments
- Evaluate progress and reports/results of NEC
         experiments and report to NEC board

- Members: Defence Staff, DMO (CAMS,C2SC)&
     OPCO’s.

CD&E, where to start?
- Knowledge of (N)NEC & Transformation & Operational
        planning (NRF)
- Target architecture & idea how to get there
- Involve research labs like TNO, FFI, Qinetic/DSTL,
        DMO C4I lab etc.
- Steer running projects (with ‘old money’) and allign
        requirements
- Define smaller steps with –limited- ‘new’ money
        (experimentation) to fill the gaps
- Know the limitations of procurement cycle/process (not
        the same as fast track procurement)

Conclusions/observations

• (N)NEC CD&E is central for NLD transformation/
  innovation of military capabilites (RNLN fully involved)
• CD&E needs vision & drive
• CD&E needs to be internationally embedded
  (STANAG, research etc.)
• CD&E is not the same as fast track procurement
• Industry can be a multiplier and catalyst
• CD&E is sometimes the only way to get operational
  capability to the warfighter…quickly!
