The meeting was called to order at 1:30 pm by Laura Webb, Coalition Chair.
Approval of minutes from 02/05/09 teleconference:
Chris Wood motioned to approve the minutes as drafted. Lori Benvin seconded the
motion and the motion was passed.
Legislative Updates:
Chris Wood stated that Assembly Bill 136 (Placing the State Oral Health Program into
statute) was passed out of the Assembly this morning and is now being referred to the
Senate. [Editors note: This was reported in error; Assembly Bill 136 was voted on by
the Assembly Health and Human Services Committee and sent to the General
Assembly with a recommendation of “do pass.” As of 3/09/09 the Bill is still on the
Assembly daily file.] Ms. Wood recognized a number of people who testified in support
of the bill, including Dr. Talley. Regarding the fluoridation BDR, the Bill language has
not been finalized.
Dr. Talley shared that he had found it interesting to have followed the initiative from its
conception at the Oral Health Summit all the way through having the Bill language and
then being able to testify and have it sent on. The NDA’s lobbyist recommends waiting
until it is closer to the deadline to introduce the Bill on fluoridating the community water
supplies of Washoe County (BDR 924).
Chris asked if anyone on the call had been able to attend Great Basin Primary Care
Association’s (GBPCA) Safety-Net Clinic Legislative Day. Kari Larson shared that she
was there, it went great and Kari was able to meet with two of our legislators;
Assemblyman Tom Grady and Senator Mike McGinness. She also provided
information for Senator Mark Amodei. GBPCA reported that 58 quality appointments
were conducted by the various safety-net clinic advocates. GBPCA is following the
legislative session on their website, at http://www.gbpca.org/legislative/ .

Oral Health Advisory Committee (OHAC) – VACANCIES:
Chris shared information on the three current vacancies on the state’s Oral Health
Advisory Committee (OHAC). Committee members are appointed by the Administrator
of the State Health Division. A total of thirteen members are appointed to provide
guidance to the Oral Health Program and assist in moving initiatives forward. If AB136
is passed, this advisory committee would have statutory authority. The composition of
the group is intended to reflect our state and include subject matter experts as well as
individuals representing population groups for which oral health is a major concern,
such as seniors and minorities. At the last state OHAC meeting, the group decided it
might be very useful to ask the regional oral health coalitions if they have names that
they would like to submit to be considered for the appointment. One of the things that
this group does is bring information from the community level and share it at the state
level; they also relay information from the state level back to their communities. Chris
added that ideally it would be nice if we had representatives from each of the six
regional oral health coalitions. For the record, two of the openings are to replace
committee members that were active members of this coalition; Jean Childs and
Marlena Booth. The third member leaving is a representative of Saint Mary’s, Mike
Johnson.
Laura asked Chris what the time commitment was for members. Chris responded that
the time commitment, other than the quarterly meetings, varied depending on
committee involvement, etc. It has included grant application reviews and other
document reviews. A quarterly report is prepared for members prior to each meeting
and members are requested to prepare comments and questions for the meeting. Chris
clarified that she didn’t think it was extremely time-consuming and asked Dr. Talley for
his thoughts, as a current member.
Bob Talley shared his point of view about being on the OHAC and helping with trying to
do what’s best for oral health in the state. He has already forwarded some names to
Chris of people for consideration. He discussed how AB136 may require, depending on
how it was worded and interpreted, that each coalition be represented on the
committee.
Chris would like to take the names back to the next OHAC meeting and to select which
names should be forwarded to the Administrator for formal appointment.
Kari shared that she had forwarded Chris’ original email to Raquel with Nevada
Hispanic Services. She also mentioned Vicki Aveiro, school nurse and Silver Springs
Stagecoach Hospital District (SSSHD) Board member and Dr. Nelson, of HAWC Silver
Stage Dental Center and the Schurz Tribe Dental Center, as possibilities.
Chris added that she felt that including the coalitions in the process of suggesting new
members for the Oral Health Advisory Committee has allowed the committee to “cast
the net more widely.”

Maria Brannum from CSA Head Start shared that they are still receiving their second
fluoride varnish applications (for the students) and that they are still working with TMCC
Dental Hygiene Program.
Lori Benvin said that Dr. Guillen and Dr. Henderson’s offices did work with Northern
Nevada Dental Health Program (NNDHP) to obtain children’s names and that both of
their events went very well. There was good media coverage and there were no “no
shows”. Lupe from her office attended both events and assisted with translation. Chris
chimed in that it is great that there are so many events taking place across the state.
[Debbie had to leave the meeting and the group thanked Karen for attending and
assisting with taking the minutes in Debbie’s absence.]
Kari Larson shared that the Fluoride Varnish Activity on February 23rd at Silver Stage
Middle School went very well. They have a new bi-lingual dental assistant, Carolina,
who participated in the event. They had a total of three dental assistants, Dr. Nelson
and Milena. Laura Webb and Debbie Aquino attended on behalf of the coalition to
provide support. Nearly 100 students were screened by Dr. Nelson and 93 of them
received fluoride varnish treatments.
Kari announced that the Dental Coordinator at HAWC Silver Stage Dental Center,
Milena Cummings, has resigned and her last day will be March 26th. HAWC is also
hiring a dental hygienist for one day a week. She updated the participants that during
the first five months of operation the clinic has treated an estimated 430 patients. She
was pleased to report that for one of the months, they showed a profit. [In the absence
of a representative from HAWC, Kari provided the above information on the clinic, in her
role as General Manager of SSSHD, landlord of the dental clinic.]
Dr. Bob Talley told the group about the GKAS event at the dental school on the 21st.
They saw over 200 kids. They probably didn’t complete treatment for as many kids as
they have in the past. Working with the dental school has been fantastic. It was
another successful day. Other than that Dr. Talley has been busy with legislative
activities.
Chris spoke about a new Workforce HRSA Grant. She verified the dental school was
applying for funding to increase the number of students able to do rural rotations. Ms.
Wood just received notice this morning that with funds from the stimulus package the
total grant funds available will double from $5 million to $10 million. This program has
been limited by lack of funding for stipends and travelling expenses for the dental school
students. They have been collecting names of dentists that have agreed to be
preceptors. The grant application is due in April. Chris stated it may be helpful to have
the coalitions prepare letters that offer their support. She will keep us posted.
Leanna Dyer is the new interim Director of CSA Head Start. Leanna stated that the
need for health services for the population Head Start serves is very great and that she
is glad to be at the meeting. Laura welcomed her to the group.

Laura gave her perspective on the SSMS varnish activity. It was a good turnout and it
was very well organized. She has sent letters to the offices of Dr. Leinassar in Smith
Valley, Dr. Guillen and Dr. Henderson in Fallon, as well as the HAWC Silver Stage
Dental Center to thank them on behalf of the coalition for their participation in
GKAS/NCDHM activities.
Kari reported that the Lyon County Fly-In is coming to the Silver Springs Airport. [The
website is www.LyonCountyFlyIn.com.] In the past there have been booths with
information and Kari inquired if it would be an appropriate venue for the coalition, or its
members. Laura said additional information on the event would be needed to evaluate
whether coalition participation would be warranted.
Chris asked about the status of the school event in Yerington. Laura clarified that
Healthy Smiles Family Dentistry had agreed to hold an event, she believed at the local
Boys and Girls Club. She didn’t have additional information except that she thought
they were scheduling it for March.
Kari asked the attendees about their knowledge of Lyon, Storey and Carson forming
together for a regional health district. Chris shared that there are currently three health
districts in the state: Southern Nevada, Washoe County, and Carson City. The other
remaining counties are covered by the state for services such as health inspections,
community health nursing services, etc. This proposal would create a multi-county
health district that would serve these areas. The concept is still in the initial phases.
