         B. Exceptions to Competitive Procedures

       1. Career ladder promotions are those promotions available equally to all qualified
candidates upon completion of the minimum qualifications.

        2. The career ladder table below identifies the highest-grade levels for career ladder (non-
competitive) promotions. This grade level is the highest-grade level in the Region and may not
exist in all organizations. An employee is not guaranteed a non-competitive promotion to the
highest-grade level listed in the Region where the organizational settings cannot support that
grade level.

         B. Area of Consideration

        1. Minimum Area of Consideration - For permanent entry level, GS-5/7/9, positions in
two grade interval series the minimum area of consideration is Region-wide. For all other
positions through GS-10, the minimum area of consideration is Forest-wide or Regional Office-
wide and the extended area of consideration is Region-wide.

       Units with Job Corps Centers will include Job Corps in their area of consideration for
Forest-wide vacancies.

        Units are encouraged to included NC, NE, NA Units and/or FPL in announcements when
