          Whose Reform Is It?

• IASC-agreed reform (not a UN-driven

              Why partnerships?
• Partnerships are at the centre of effective
  humanitarian response, and form the basis for
  humanitarian action
• No single humanitarian agency can cover all
  humanitarian needs
• Collaboration is not an option, it is a necessity
• Limited resources – need more efficiency in
  response
• Common interest and objectives

Partnership is the foundation of Humanitarian Reform
Global Humanitarian Platform (GHP)

• Established 2006 to strengthen cooperation
  and partnership between UN, NGO, & Red
  Cross/Red Crescent Movement)
• Maximising complementarity based on
  different mandates and missions
• Achieve common understanding of
  partnership through implementing PoP
• Engaging in dialogue on strategic issues
  concern (accountability and capacity-building)
• More active engagement by national NGOs in
  policy development and decision-making

  structures
• More coordinated resource
  mobilisation
• More strategic and coherent

• Overall operational coordination (establish HCT)
