Consultation under Regulation 25

Before preparing the Statement of Community involvement (SCI), we consulted with statutory
consultees, board members of the Havant Community Partnership (HCP), and Councillors to
gather their views on consultation in the area. A list of those who were consulted is shown in
Appendix A.

To this purpose, a letter and questionnaire were sent to statutory consultees and members of the
Havant Community Partnership to gather views on consultation in the area.

An elected members seminar was held on the Local Development Framework (LDF) and a
questionnaire was distributed as a means of gathering feedback on their ideas on the SCI.

To engage the wider community an article was placed in ‘Serving You’, the opportunity to comment
was advertised on the Council’s website and a display was placed in the Civic Offices reception.
Response was invited through a short questionnaire, available in paper copy and via the website.

Responses were received from a range of members of the public (25), including local residents’
associations and environmental interest groups. In addition, responses were received from
consultations with Councillors (6) and statutory consultees and members of the Havant Community
Partnership (13). A total of 44 responses were received. The main issues raised in this round of
consultation and how the Council have address these issues is shown in Appendix B.

The initial round of consultation provided some early feedback from stakeholders and the wider
community. The responses were used to inform the production of the draft SCI and to begin a list
of interested groups and individuals to contact in future consultations.

Consultation under Regulation 26

We then prepared a draft SCI, and carried out consultation on this draft for a six week period from
25 July 2005 to 19 September 2005.

The document, including a statement of the proposals matters, was available at the following

The document was available on our website, with a statement explaining where and when paper
copies of the document were available for inspection. A questionnaire was also available on the
website for representations to be submitted online.

We placed an advertisement in The News, which was carried on 25 July 2005.

We sent copies of the document, along with the proposals matters and details of where the
documents were available for inspection, to the bodies listed in Appendix C.

We enclose a copy of the public advertisement in Appendix D.

We received 37 representations on our draft SCI. We provide a summary of the main issues raised
and the way they were addressed in the SCI in Appendix E.

      Issues and responses raised during Regulation 25 round of consultation

1. What do you think are the best methods for raising awareness of the Local Development
   Framework?

      The preferred methods of awareness raising were broadly the same. Other suggestions
      included adverts on the local radio or television.

      Council response: It is important to use a range of awareness raising techniques to
      engage with a larger proportion of the public. Press releases are issued as a means of
      communication.

2. Where should exhibitions be in the Borough?

      Comments from respondents included: libraries, shopping centres, community centres,
      supermarkets, town centres, marquee, post offices, church notice board, school receptions
      and other suitable large buildings. Smaller venues could be used to direct people to larger
      exhibition venues.

      Council response: Some of these venues are already used. Other suggestions will be
      given consideration.

3. Are there any particular groups you feel we should involve in the process?

      Responses show that all groups should be involved in the process with Resident’s
      Associations given the greatest preference. The low response relating to the involvement of
      Community Boards could be due to a lack of understanding about their role.

      Council’s response: The SCI will involve as many community groups as possible. Future
      publicity will be more explicit about the role of Community Boards.

4. Which specific community groups should be involved?

      Responses included: Langstone Village Association, Langstone Resident’s Association,
      Bosmere 100 Society, residents associations, neighbourhood watch groups, local pressure
      groups, local societies, loose associations of good neighbours, youth groups, Bedhampton
      Society Environment Group, Environmental Groups, Hayling Resident’s Association,
      political social clubs and church halls.

      Council’s response: Where appropriate, these groups have been included in the detailed
      list of consultees.
5. If you wanted to find out more about a planning application which, if any, of the following
    would you do?

          All methods of finding information out about planning applications were considered
          important, however, the website and telephone contact were the most preferred methods.

          Council’s response: The Council will continue to carry out its planning applications
          publicity in line with Government Regulations1. The Council will also continue to expand the
          service it provides over the Internet.

6. Having read the ‘Serving You’ Article do you feel you have been given sufficient
   information to help you understand this new system?

          The results show that there is still uncertainty about the new planning system.

          Questionnaires/direct mail were the preferred method of involvement in the LDF. However,
          ‘community planning events’ and ‘community groups’ were considered less important.

          Council response: It is important to use a range of involvement techniques to engage with
          the community, however, the Council will consider placing more emphasis on the more
          preferred methods of involvement.

8. When should events be held?

      The preferred time for events is weekday evenings. Weekday and weekend during the
      daytime were also considered convenient times.

As part of the Local Development Framework Havant Borough Council has prepared a draft Statement of
Community Involvement which sets out how the Council proposes to involve the community in drafting
planning documents and in making decisions on planning applications.

The consultation period for the draft Statement of Community Involvement is from Monday 25 July to
Monday 19 September 2005.
