Hong Kong grew into an international financial centre

population rose from 2.2million to 5 million people

the government introduced changes to education, housing
and social welfare
• Many Chinese people moved to Hong
  Kong.
• The population rose greatly
• not enough houses
• Chinese people could not afford the rent of
  the private building
• 1951-the government let people build
  squatter huts in approved areas e.g. along
  the hills
• 1953 - Shek Kip Mei Fire ,65000 people made
  homeless
• 1954-The government started to build
  resettlement estate
• 1961-The government started to set up the
  Public Housing Scheme. The government
  introduced low-cost housing estates for the
  lower income people
• 1976-The government started Home Ownership
  Scheme
  The government built apartment units and sold
  them to people at a lower than market price.
‧The   Home Ownership Scheme (HOS) is designed to
assist residents to buy their own home.

‧Public rental housing (PRH) is provided to families in
genuine need who cannot afford adequate private
accommodation. It is the first step up the housing ladder
towards self-owned accommodation.

Social Welfare Development

After the war

The government thought the political fortune was not well

social welfare.

After the middle of 1950s
started to develop the social welfare
people started to change the living environment.
After the Shek Kip Mei Fire, the government build the resettlement estate.
In 1948

the Social Welfare Office was renamed the Social Welfare Department
provided local people with welfare services .

The government provided a better education to local
people and to modernize the education system.
