REGIS is both a framework to promote integrated business planning and a program that will make more efficient and effective, the manual and electronic processes related to student registration from first click to final payment. This project : 1. Defines an executable strategy for the REGIS program (completed, July/August 2008), 2. Develops a plan to implement the REGIS program (completed, July/August 2008), and The project scope has been changed to now create a business case (or cases) for Single Registration and Single Billing / Payment, two of the “Students First” priorities identified during combined planning meetings of the REGIS and ISS (Integrated Student Services) steering committees. Single Registration and Single Bill / Payment includes accounts receivable (AR) enhancements and integrated displays (for student and business office) for reporting financial aid, and will transform the AR module of ISRS into a Java (J2EE) web application. A 2nd element is to create a business plan for the first implementing project: REGIS-Phase I (Backbone).

Estimated project end date has been moved to June 30, 2009, to reflect business case planning for Single Registration and Single Bill / Payment. The project timeline has been revised.
Combined ISS-REGIS planning sessions developed “Students First” priorities of Single Registration and Single Bill / Payment. These priorities were determined to fall within the scope of the REGIS program. See revised Timeline (attached) See Reason for Schedule Deviation.

There has been both program and project scope impact from Students First planning meetings on March 24-25, April 9, and May 12. REGIS Planning project budget is funding the Students First planning sessions and Single Registration and Single Bill / Payment planning.

The REGIS Steering Committee met at Quarry Center (Waite Park) on July 29 & 30, 2008. Development priorities were broken into 4 phases. Resource constraints delayed further planning prior to the Students First planning sessions and resulting development priorities.

Pre-April 2009 Migration Plan: 1. Late-March/early April: BAs define highlevel stories from the sixteen Phase 1 project components. 2. Early April: REGIS Steering Committee (a Finance-ASA cross-divisional group) meets to confirm the scope for the REGIS-Phase I project. Steering committee determines priority for at least the “top 5” stories, to be targeted for initial development and deployment. 3. Early April: Project planning team will complete a business case for REGIS Phase 1 project to be considered by the EIC for FY2010 funding.
Planning resource constraints: Due in part to the delay in the Rdb to Oracle migration, maintenance and other development projects, ITS business analysts (BAs) have not been available to support the REGIS planning project as originally envisioned. NOTE: The deadline for submitting project business cases (to be considered for FY2010 funding) to the PMO for IT review will likely be sometime in May or June, 2009.

Students First, a combination and expansion of the REGIS and ISS (Integrated Student Services) steering committees, met on March 24-25, April 9, and May 12 to discuss collaboration / integration between the two groups and their development project priorities.
