For each statement explain how the policy is implemented or enforced.
Healthy Active Children Policy:
1. Physical activity is not denied to any student as a means of discipline, nor is physical activity
used as a form of punishment.
At Oakboro Elementary School, students are not disciplined by with-holding Physical
Education time. Alternate disciplinary actions are used.
2. Each student in this school participates in an average of 150 minutes per week of physical
activity and/or physical education.
Students at Oakboro Elementary School receive thirty minutes, or more, of physical
activity everyday.
3. Time is scheduled for school-wide recitation of the Pledge of Allegiance.
Students at Oakboro Elementary School recite the Pledge of Allegiance during daily
morning announcements.
4. Flags of the United States and North Carolina are displayed in this school.
United States and North Carolina flags are displayed in every classroom at Oakboro
Elementary School.
5. Planning time and duty free lunch for teachers (House Bill 1151).
Oakboro Elementary Staff will receive at least 40-50 minutes of planning daily during
Connect time. Teacher assistants will monitor students for classroom teachers during
duty free lunch.

Goal I: Stanly County Schools will produce globally competitive students with the knowledge, skills and attitudes,
necessary to be responsible, contributing citizens.
District Objectives:
1.1 All Schools will meet expected and/or high growth, and the percentage of students scoring at or above grade level on the K-2
assessment and/or NC End Of Grade/NC End of Course tests will be 90% or higher.
1.2 All schools will meet Adequate Yearly Progress as measured by No Child Left Behind.
1.3 Prior to graduation, all students will score proficient on the NC Test of Computer Skills.
1.4 All students will be proficient in writing according to NC Writing Assessment.
1.5 Achievement gaps will be eliminated between student subgroups.
1.6 Stanly County Schools will utilize technology to enhance learning and expand student opportunities for mastery and
acceleration.
School Objectives 2009-2010
Goal Evidence of Need:
2008-2009 EOG Math scores –Grade 5 scored the lowest with a 68.3% proficient. Teachers noted concerns for the delivery of
instruction with one of the fifth grade teachers being on maternity leave during the spring of 2009. Overall, the EC population scored
higher than previous years, but the county is concerned with the large number of students being tested on the Extend 2. Quarterly
planning and data analysis will be used to differentiate across the grade levels for the 2009-2010 school year.
2008-2009 EOG Reading scores – Grade 3 scored the lowest with 73.1% proficient. Teachers are ensuring 90 minutes of
uninterrupted reading instruction to improve reading across the grade levels. In addition, teachers will be paired and working
collaboratively to complete the NCREADS course one for a second year to ensure consistency.

position, it will improve morale and consistency within the EC department that has previously caused about a 25%
turnover rate. The turnover rate this year was 0%.

Goal III Evidence of Need: Oakboro has received a national fruit and vegetable grant that provides fruits and vegetables daily for
students and staff. In addition, fruits and vegetables can be introduced into daily lessons for children to try that might not otherwise
have the opportunity.
Oakboro is implementing a Positive Behavior Program for all students in three areas of the building: hallways, cafeteria and buses.
Rewards and consequences are consistent and schoolwide.
According to attendance data, 36 of 348 students (10%) had 5 or more unexcused absences at the end of the 2007-2008 school year.
Discipline data indicated that the number of out-of-school suspensions for EC students (51 students) was double the number of out-of-
school suspensions for regular education students (23 students).
