QUALITY ASSURANCE POLICY & PROCEDURES
QUALITY ASSRUANCE POLICY:
Each child care centre with a service agreement with the TBDSSAB shall adopt and
implement the Quality Assurance process as prescribed by The District of Thunder Bay
Social Services Administration Board (TBDSSAB) on an annual basis.
1) All licensed child care centre staff will complete their quality assurance tools
and action plan annually as assigned to them in the quality assurance tool kit.
2.0) It is the responsibility of the licensed child care program supervisor in the
quality assurance process to ensure the annual completion of the following

2.1) All supervisors will have a working knowledge of the information contained in
all of the Quality Assurance Tools to enable them to support all staff with the
development, implementation, and evaluation of their quality assurance action
2.2) Supervisors will ensure that each staff member completes their quality
assurance tool(s) and action plan on an annual basis.
2.3) The supervisor will orientate their designate on the Quality Assurance Policy
and all Quality Assurance procedures so that she/he can follow through with the
quality assurance process in the event of the absence of the licensed child care
2.4) The supervisor will determine the best time frame for staff to review other
relevant tools: Harms and Clifford Rating Scales, Sections of Early Childhood
Inclusion Practices, Cooks in Child Care Manual throughout the operating year.
3.0) The Program Advisor, Child Care, Children and Youth Services will receive
and review the quality assurance summary report with the licensed child care
supervisor at the time of the licensing renewal. The expectation is that all staff
will have their quality assurance tools and accompanying action plans
completed (applicable to all programs who have had the QA Tools for one or
more years). After an initial completion of the environmental rating scales,
ongoing expectations around the completion of this tool will be determined by
the program advisor. The QA Summary Evaluation will be sent to the Child
Care Manager, TBDSSAB.
3.1) The Quality Assurance Project Coordinator will contact program supervisors
one to two months prior to their annual licensing inspection to ensure that all
requirements of the QA project are able to be fulfilled in time for annual
