The Center for Measuring University Performance at Arizona State University is a research enterprise focused on
management and incentive and reward systems in major research universities and on methods for measuring
and improving university performance. Its annual report, The Top American Research Universities , provides
information on American research universities' performance. The report ranks institutions based on the number
of times they rank in the top 25 on nine performance variables. The assessment includes only those institutions
that receive at least a certain minimal amount of federal research monies (for the 2010 report, $40 million in
fiscal year 2008; 116 public and 47 private instituions were ranked).


Except in the year 2000, the annual report provides both the national rank (rank among all universities) and the
control rank (rank within private or public universities). In 2000, only the latter was reported.

In addition to compiling and publishing an annual report, The Center carries out a program of research studies
focused on critical elements of university management, e.g., incentive and reward systems that may affect

Historical note

As noted in the 2006 Annual Report, TheCenter was originally a research unit within the University of Florida.
Beginning in January 2007, TheCenter at the University of Florida closed, and the institutional base of the Top
American Research Universities moved to Arizona State University. Work is carried out in collaboration with the
University of Massachusetts Amherst, and additional funding is provided by the University of Florida.

What is a top research university?

Institutions that have at least a certain amount of money in annual federal research expenditures ($20 million in
the 2000 annual report; $40 million in the 2010 annual report) and that rank within the top 25 on at least one of
the nine performance measures (see Perf Vars tab) fall into the Center's definition of a top research university.
They also present a second group of institutions--those ranking 26-50 on the same nine measures.

The reports
Hard copies of annual reports (from 2000 and after) are shelved in the PBA library under IA periodicals.
PDF copies of reports from 2000-2010 at L:\IR\Reports\GuideGR\TopAmericanResearchUniversities.
With the exception of the year 2000 report (44 pages long), these are long reports. Report length rose to 152
pages in 2001, 177 pages in 2002, and from 228-268 pages in 2003-2010. There are data galore in the longer
documents as well as findings from some analyses, text that addresses issues in rankings, data notes and
adjustments, and data for a small number of institutional characteristics (e.g., whether an institution is a federal
land grant institution; whether it has a medical school) and student characteristics (e.g., undergraduate and
graduate student enrollment figures).

NOTE: In addition to the nine indicators, the reports include the numbers of National Merit and National
Achievement Scholars. "While the number of National Merit and National Achievement award winners in the
entering class provides an indication ofthe attractiveness of a university’s undergraduate program to outstanding
students, it is also an indicator that is sensitive to institutional policies on financial aid. Because the number of
merit scholars is small, relatively small changes in institutional aid policies can have a significant impact on the
number of National Merit Scholars enrolling in institutions. The average SAT score provides a broader based and
more reliable measure of overall undergraduate quality." (Year 2000 report, p. 27)

"Many indicators serve this purpose [i.e. to"give a reasonable approximation of accomplishment and strength
relative to the best universities in the country"], but most observers know that research matters more than
anything else in defining the best institutions. In its annual reports, The Center provides both the total research
and development expenditures and the highly-competitive federally sponsored research and development
expenditures as indicators of research scale. While the dollars give a good approximation of research activity, it
is the faculty who provide the critical resource for university success, and The Center reports the number of
members of the National Academies among an institution's faculty along with the number of significant faculty
awards earned as indicators of faculty distinction. Students provide a double indicator by reflecting both the
externally perceived quality of the institution and providing with their own credentials an important contribution
to that quality. For the graduate and research instructional dimension, The Center provides the number of
doctorates awarded and the number of postdoctoral appointments supported; and The Center offers median
SAT scores as indicators of student competitiveness.

Both private and public universities live on the resources generated from many sources, but critical to their
success are the size of their endowments and annual giving. Endowment reflects the long-term strength of
accumulated private support and in some cases institutional savings that delivers an income to important
purposes every year. Annual giving provides an indicator of the current level of an institution's private
contributions both to current expenses and towards increased endowment. By including both indicators, The
Center gains the opportunity to note historical and emerging strength in private support for research
universities."
