                                        INVITATION FOR BIDS

Sealed bids will be received for the following project:

TITLE:                           Custodial Services and Supplies

AGENCY:                          King County Library System

TIME/DAY/DATE:                   Bids must be received prior to 2:00pm, Monday, December 19, 2011

The libraries, administration buildings and Outreach services are places of work and gathering space for
the general public. To maintain clean and inviting buildings, KCLS requires a contractor who is capable
of providing custodial services and supplies simultaneously to all (48) libraries, the KCLS Service Center,
the KCLS Preston Materials Distribution Center, the KCLS Maintenance Shop, and the “Library 2 Go”
vehicles – pursuant to Attachments D and E of the Bid Form – for three years with the possibility of two,
one-year extensions. Contract start date will be February 1st 2012. Each building must be maintained
to KCLS-established standards throughout the year in order to present a pleasing and safe environment
for patrons.

There will be no public bid opening.

A Mandatory Pre-Bid Conference will be held at the KCLS Service Center, 960 Newport Way NW,
Issaquah, Washington at 9:30 on Monday, November 21, 2011.

Any bids received after the time and date specified will not be considered. Bids shall be on a lump sum
basis; segregated bids will not be accepted. No bids will be considered unless accompanied by a certified
check, cashier’s check or by a bid bond issued by a State of Washington licensed surety company in an
amount of not less than five percent (5%) of the Base Bid plus, made payable to “King County Library
System” (the “Bid Bond”)

Bid, Bid Bond and other enclosures shall be enclosed in an opaque sealed envelope bearing the name and
address of the Bidder and addressed to the Owner per Section 02. Mark lower left corner of the envelope
“Custodial Services and Supplies Bid”.

No bidder may withdraw its bid after the hour set for opening unless and until award of the contract has
been delayed for a period of sixty (60) days.

KCLS reserves the right to reject all bids for any or no reason, to waive informalities and irregularities, to
reject any bid not conforming to the intent and purpose of this Invitation for Bids, addenda (if any), the
Bid, Bid Bond and other enclosures (the “Contract Documents”), and to postpone the award of a contract
hereunder (the “Contract”) for a period of time not greater than sixty (60) days from the bid opening date.

Dates of publication in the Seattle Daily Journal of Commerce: Thursday, November 10 and Monday,
November 14, 2011.

                                        SECTION 02
                                  INSTRUCTIONS TO BIDDERS

1.01   BIDDERS’ REGISTRATION

  A.   All Bidders must be registered by the Washington State Department of Labor and Industries in
       accordance with RCW 18.27.020.

1.02   EXPLANATION TO PROSPECTIVE BIDDERS

  A.   Any prospective Bidder desiring any explanation or interpretation of the solicitation,
       specifications, etc. must request such explanation and/or clarification in writing soon enough to
       allow a reply to reach all prospective Bidders before the submission of their Bids if the lack of it
       would be prejudicial to other prospective Bidders. Any information given a prospective Bidder
       concerning a solicitation will be furnished promptly to all other prospective Bidders as an
       Addendum to the Solicitation. Oral explanations or instructions given before the award of a
       contract will not be binding.

  B.   All Bidders must attend a Mandatory Pre-Bid Conference scheduled for November 21, 2011 at
       9:30am at the KCLS Service Center, 960 Newport Way NW, Issaquah, Washington 98027.
       Inspection of the Work Locations is strongly recommended. The Work Locations will be
       available for inspection from Monday, November 14, 2011, through Monday, December 12,
       2011, during normal business hours.

1.03   PREPARATION OF BIDS

  A.   Bids must be:

       1. Submitted on the forms furnished by the Owner or on copies of those forms.

       2. Manually signed in ink over the printed or typed name and title of the signator.

           a. The person signing a Bid must initial each erasure or change appearing on any Bid Form.

           b. Proposals of corporations shall be signed by the officer or officers having authority to
              sign them. If a Bidder is a co-partnership, the proposal shall be signed by an authorized
              member of the co-partnership. When the Bidder is a joint venture, the proposal shall be
              signed by one or more individuals as authorized by the Joint Venture, as set out in
              Section 1.16, A. Authorized Agents and Signatures of these Instructions to Bidders.

           c. No bids will be considered unless accompanied by a certified check, cashier’s check or
              by a bid bond issued by a State of Washington licensed surety company in an amount of
              not less than five percent (5%) of the Base Bid plus Additive Alternates, made payable to
              “King County Library System”.

  B.   The Bid Form may require Bidders to submit Bid prices for one or more items on various bases,
       including:

       1. Lump Sum Bidding.

       2. Alternate Prices.

       3. Any combination of Subparagraphs #1 &2 above.

  C.   Alternate Bids will not be considered unless this solicitation authorizes such submission.

  D.   Except as otherwise provided herein, proposals which are incomplete, or which contain erasures,
       alterations, or items not called for in the Bid Form, or which are not in conformity with the law,
       will be rejected as informal or non-responsive.

  E.   Only the amounts and information asked for on the Bid Form will be considered as the Bid. Each
       Bidder shall Bid upon the Work exactly as specified and as provided by the Bid Form.

1.04   LAWS AND REGULATIONS

  A.   The Bidder is assumed to be familiar with all federal, state, county, and local laws and regulations
       which in any manner affect those engaged or employed in the Work, or the material or equipment
       used in the proposed construction, or which in any way affects the conduct of the Work, and no
       pleas of misunderstanding will be considered on account of ignorance thereof. If the Bidder shall
       discover any provision in the Bidding Documents that is contrary to or inconsistent with any law
       or regulation, the Bidder shall forthwith report it to the KCLS.

1.05   BID ACCEPTANCE

  A.   Unless otherwise specified in the Bid, the Bidder will:

       1. Allow sixty (60) days for acceptance of its Bid.

       2. Submit executed Contract and Insurance Certificate within ten (10) days after receipt of the
          forms from the Owner.

           If the successful Bidder, upon acceptance of its Bid by the Owner within the period specified
           for acceptance, fails to execute all contractual documents or give an insurance certificate as
           required by the Solicitation within the time specified, the Owner may terminate the Contract
           for default.

1.06   ACKNOWLEDGMENT OF ADDENDA AND COMPLETENESS OF DOCUMENTS

  A.   Bidders shall acknowledge receipt of any Addenda to this Solicitation by identifying the
       Addendum Number in the space provided for this purpose on the form for submitting the Bid.

       The Owner must receive the acknowledgment by the time and at the place specified for receipt of
       Bids.

  B.   The Bidder shall verify that all documents supplied by the Owner, and upon which the Bidder is
       basing the Bidder's Bid, are full and complete with no missing pages, sheets, or unintentional
       blank spaces. Submittal of a Bid indicates the Bidder has verified that the Bidder has obtained all
       Owner supplied Contract Documents. No claim for additional work due to missing Bid
       information will be allowed.

1.07   SITE INVESTIGATION AND CONDITIONS AFFECTING THE WORK

  A.   The Bidder acknowledges that the Bidder has taken all steps necessary to ascertain the nature and
       location of the Work and that the Bidder has investigated and is satisfied as to the general and
       local conditions which can affect the Work or its cost, including but not limited to:

       1. Conditions bearing upon transportation, disposal, handling, and storage of materials.

       2. The availability of labor, water, electrical power and roads.

       3. Uncertainties of weather, tides, or similar physical conditions at the sites.

       4. The conformation and conditions of the ground.

       5. The character of equipment and facilities needed preliminary to and during work
          performance.

       The Bidder also acknowledges that it has satisfied itself as to the character, quality, and quantity
       of surface and subsurface materials or obstacles to be encountered insofar as this information is
       reasonably ascertainable from an inspection of the site, including all exploratory work done by
       the Owner, as well as from the documents made part of the Contract Documents. Any failure of
       the Bidder to take the actions described and acknowledged in this paragraph will not relieve the
       Bidder from responsibility for estimating properly the difficulty and cost of successfully
       performing the Work, or for proceeding to successfully perform the Work without additional
       expense to the Owner.

  B.   The Owner assumes no responsibility for any conclusions or interpretations made by the Bidder
       based on the information made available by the Owner. Nor does the Owner assume
       responsibility for any understanding reached or representation made concerning conditions that
       can affect the Work by any of its officers or agents before the execution of the parties' Agreement
       unless that understanding or representation is expressly stated in the Agreement.

1.08   TAXES

  A.   The Contract Sum and any agreed variations thereof shall include all taxes imposed by law, but
       no State Sales Tax. A proportionate amount of the sales tax will be added to each Certificate of
       Payment. Bidder shall furnish proof of payment of State Sales Tax required by law.

1.09   CONTRACT AWARD

  A.   The Owner will evaluate all Bids submitted to determine the lowest responsive Bid made by a
       responsible bidder. The Bidder must be qualified by experience, financing, and equipment to do
       the Work called for in the Contract Documents. The Bidder shall furnish a statement of Bidder's
       experience, financial resources, and general ability to perform the Work as contemplated. A Pre-

       Award Bidder Information Statement Form is bound into the Solicitation for that purpose. Owner
       shall have the right to take such action as Owner may deem necessary in determining the ability
       of the Bidder to perform the Work satisfactorily.

  B.   Owner may reject any or all Bids and waive informalities or minor irregularities in Bids received.

  C.   Owner may accept any item or combination of items unless doing so is precluded by a restrictive
       limitation in the Solicitation or the Bid.

1.10   SUBMISSION OF BIDS

  A.   Bids and Bid Modifications shall be submitted in sealed envelopes or packages addressed to:

               King County Library System
               Facilities Management Services
               960 Newport Way NW
               Issaquah, WA 98027
               Attn: Jim Worsdale

       The outside of the sealed envelope/package shall be clearly marked to indicate the title of the
       project plus the name and address of the Bidder.

  B.   Telegraphic and FAXED Bids will not be considered.

  C.   Bids are due by 2:00 pm on Monday, December 19, 2011

  D.   There will be no public bid opening.

1.11   LATE SUBMISSIONS, MODIFICATIONS, AND WITHDRAWALS OF BIDS

  A.   Any Bid, modification, or withdrawal of a Bid that is received after the exact time specified for
       receipt will not be considered.

  B.   The only acceptable evidence to establish the time of receipt at the office designated in the
       Solicitation is the time/date stamped or printed by the Owner on the Bid wrapper or other
       documentary evidence or receipt maintained by the Owner.

  C.   A modification of the successful low Bid that makes its terms more favorable to the Owner will
       be considered at any time it is received and may be accepted.

  D.   Bids already received may be modified by written, telegraphic, or faxed notice if such notice is
       received by the time specified for receipt of Bids. Telegraphic or faxed notice shall be confirmed
       in writing on the stationery of the Bidder and this confirming letter shall be postmarked by a date
       and time prior to the Bid Opening, by the authorized person that signed the Bid as set out in
       Section 1.03, A2.b. above.

  E.   At any time prior to the scheduled closing time for receipt of Bids, any Bidder may withdraw its
       Bid, either personally or by telegraphic, faxed, or written request, by the authorized person as set
       out in Section 1.11, D. above. After the scheduled closing time for the receipt of Bids or before

       the award of the Contract, no Bidder shall be permitted to withdraw its Bid unless said award is
       delayed for a period exceeding sixty (60) days.

  F.   If it becomes necessary for the Bidder to claim error, the Bidder must do so before 4:00 PM the
       next business day following the Bid Opening, by the authorized person as set out in these
       documents. The Bidder must submit complete documents that show the error to be mathematical
       or clerical in nature and not a misjudgment of the scope of work and Bid Documents. The Owner
       may assess damages against Bidder so claiming error.

1.12   SUBSTITUTIONS AND APPROVAL PRIOR TO RECEIPT OF BIDS

  A.   No substitutions will be considered prior to receipt of Bids.

1.13   LAWS AND REGULATIONS

  A. The Bidder is assumed to be familiar with all federal, state and local laws and regulations which in
      any manner affect those engaged in the Work, or the materials or equipment used in the proposed
      construction, or which in any way affect the conduct of the Work, and no pleas of
      misunderstanding will be considered on account of ignorance thereof. If the Bidder shall
      discover any provision in the Drawings, Specifications, and/or Contract Documents that is
      contrary to or inconsistent with any law or regulations, the Bidder shall forthwith report it to the
      Owner.

1.14   PUBLIC WORKS LAWS AND PREVAILING WAGE REQUIREMENTS

  A.   All Public Works Contracts are subject to the provisions of Titles 36, 39, 40, 48, 49, 50, 51 and
       60 RCW as they pertain to Public Works Employment and Wages in the political subdivisions of
       the State of Washington.

1.15   AUTHORIZED AGENTS AND SIGNATURES

  A.   Signatures:

       1. Proprietorship: If a sole proprietorship (even though the words "and Company" appear) the
          person shall name himself/herself as owner. Example: John Doe, d/b/a John Doe Company.

       2. Partnership: If the Bidder is a partnership, the Managing Partner shall sign, describing
          himself/herself as such.

       3. Corporation: If the Bidder is a corporation, a signature for the corporation by the president
          (or equivalent) and by the secretary (or equivalent) describing themselves as such, plus
          imprint of the corporate seal, will be presumed sufficient. If the corporation has a resolution
          or by-laws authorizing some other signature, a copy of the resolution or by-laws should be
          submitted with the offer. One of the two signatures shall be notarized by a Notary Public.

  B.   Attorney-In-Fact/Seal: The Surety shall:

       1. Be registered with the Washington State Insurance Commissioner, and

       2. Appear on the current authorized insurance list of the State of Washington published by the

1.16   TERMINATION PRIOR TO CONTRACT SIGNING

  A.   The Bidders are advised that the Owner reserves the right to choose to award or not to award the
       Contract up to the time the Owner signs the Agreement, including after the Notice of Intent to
       Award has been issued. In submitting the Bid, the Bidder agrees such termination will not result
       in any claims or causes of action for costs or damages by the Bidders against the Owner.

                                 INDEMNITY AGREEMENT



Additional Indemnity Provision Agreement

1.   This Additional Indemnity Provision Agreement (“Indemnity Agreement”) is entered into in
     conjunction with the undersigned parties' Goods and Services Agreement (“Agreement”) being
     executed on the same date(s) as this Indemnity Agreement. This Indemnity Agreement shall be
     effective on the same date as the Agreement and is fully incorporated by reference into the
     Agreement. The terms used herein have the same definitions as in the Agreement.

2.   As required by RCW 4.24.115.       Contractor specifically and expressly waives any immunity
     under Industrial Insurance, Title 51 (RCW), and acknowledges that this waiver was mutually
     negotiated by the parties undersigned. This waiver only applies to the extent the indemnity
     provisions of this Indemnity Agreement and of the Agreement apply.

                                   PREVAILING WAGE RATES


1.01   SCHEDULE OF PREVAILING WAGE RATES

A.     The most current Schedule of Washington State Prevailing Wage Rates for King County is
       included by reference under requirements of these Contract Documents except as amended or
       superseded by new current Prevailing Wage Rates, Codes, Laws, or other Governing Authorities.

1.02   REQUIREMENTS

 A.    In accordance to the Washington Public Works Act, Chapter 39.12 RCW, Contractor and
       subcontractors shall pay employees for each trade or occupation, performing work on this Public
       Works Project, not less than the minimum, current Prevailing Wage Rate and shall comply in all
       respects to this Act or other requirements as defined by:

B.     Prevailing Wage Rate is defined as the hourly wage, fringe benefits, and overtime in accordance
       with provisions of the Washington Public Works Act (most current rules and regulations).

       1.      Contractor and subcontractors must pay a wage-and-fringe benefits package to workers
               that is equal to or exceeds the prevailing wage & prevailing fringe benefit amounts added
               together.

       2.      Contractor and subcontractors must observe overtime, holiday, and Code provisions that
               are part of the Prevailing Wage Rate.

C.     "Statement of Intent to Pay Prevailing Wages", as approved by Department of Labor and
       Industry's "industrial statistician", is required to be submitted from Contractor and subcontractors
       with each Application for Payment and before payment is made.

       1.      Posting of "Statement of Intent to Pay Prevailing Wages" is required to be posted by
               Contractor at job site Field Office.

D.     Amount retained will be a percent of each payment, determined by Owner, as sufficient to pay
       any unpaid wage claims, taxes and costs as well as attorney fees, should a claim against the bond
       and retainage fund be filed.

       1.      At conclusion of Project, Contractor and subcontractors shall submit to Owner "Affidavit
               of Wages Paid", as approved by Department of Industry's "industrial statistician", before
               Owner will release retainage and interest withheld.

E.    The Department of Labor and Industries requires a fee, to be paid at the time of submittal, for
      both the Intent to Pay Prevailing Wages forms and the Affidavit of Wages Paid forms. All fees
      required by the Department of labor and Industries shall be paid by the Contractor.

                                            SECTION 05
                                          SCOPE OF WORK


The following required services are to be performed nighttime after closing, at the specified frequency,
without exception. All cleaning products and methods of “special” surfaces must be approved by KCLS
in advance. Environmentally safe cleaning products are preferred. Manufacturers’ instructions and
recommendations shall be followed for care of furnishings and equipment.

Definition of area: Net Rentable; the entire area bounded by the inside surface of the exterior glass wall
(or permanent exterior wall where there is no glass) of the building including all areas used for meeting
rooms, kitchen areas, elevators, lobbies, corridors, special stairways, elevators, restrooms, mechanical
rooms, electric rooms, telephone or janitorial closets.

1.01    GENERAL REQUIREMENTS

   A. All tools, equipment and materials necessary to perform the specified work for the Owner or
      designated Owner's Representative (hereinafter referred to as ‘Owner’) will be provided by the
      Contractor.

   B. The Contractor will provide uniformed, trained staff and will be responsible for the appearance
      and conduct of all employees while performing work on site(s).

   C. The Contractor provides all payment of wages, workers' compensation insurance, social security
      tax, employment compensation tax, employer's liability insurance, and all other requirements of
      federal, state, and local government.

   D. Contractor shall purchase from and maintain in a company or companies lawfully authorized to
      do business in Washington State the insurance to protect Contractor and Owner from the claims
      set forth below which may arise out of or result from Contractor’s operations under the Contract
      and for which the Contractor may be legally liable, whether such operations be by Contractor or
      by a sub-contractor or by anyone directly or indirectly employed by any of them, or by anyone for
      whose acts any of them may be liable:

       1.      Claims under workers' or workmen's compensation, disability benefit and other similar
               employee benefit acts which are applicable to the Work to be performed;

       2.      Claims for damages because of bodily injury, occupational sickness or disease, or death
               of Contractor's employees;

       3.      Claims for damages because of bodily injury, sickness or disease, or death of any person
               other than Contractor’s employees;

       4.      Claims for damages insured by usual personal injury liability coverage which are
               sustained (1) by a person as a result of an offense directly or indirectly related to
               employment of such person by Contractor, or (2) by another person;

       5.      Claims for damages, other than to the Work itself, because of injury to or destruction of
               tangible property, including loss of use resulting therefrom; and

       6.     Claims for damages because of bodily injury, death of a person or property damage
              arising out of ownership, maintenance or use of a motor vehicle.

  E. The insurance shall be written for not less than One Million Dollars ($1,000,000) or, in the case
     of subcontractors, a lesser amount as agreed between Owner and Contractor. Coverage shall
     include:

       1.     Contractual Liability Insurance with respect to the liability and indemnification provisions
              of this Contract;

       2.     Premises operations (including X, C and U coverages, as applicable);

       3.     Completed Operations and Product Liability Insurance for one (1) year beyond
              completion and acceptance of the Project;

       4.     Explosion, collapse and underground property damage hazard insurance;

       5.     Broad Form Property Damage Insurance;

       6.     Contractor's Protective Liability Insurance;

       7.     Workmen's Compensation including Occupational Disease and Employer's Liability
              Insurance in amounts and for coverage as required by statute;

       8.     Commercial Liability Insurance (including coverage for direct operations, sublet work,
              contractual liability and completed operations with limits not less than those stated
              below):

              a.       Bodily injury--including personal injury:    $1,000,000 each person; $1,000,000
                       each occurrence

              b.       Property Damage Liability: $500,000 each occurrence; $1,000,000 aggregate

              c.       Comprehensive Automobile Insurance (including coverage for owned, non-
                       owned and hired vehicles with limits not less than those stated below:

              d.       Bodily Injury Liability:   $1,000,000 each person; $1,000,000 each occurrence

              e.       Property Damage Liability: $100,000 each occurrence; $100,000 aggregate

  F.   Maintenance of insurance by Contractor as specified shall in no way be interpreted as relieving
       the Contractor of any responsibility whatever and Contractor may carry, at its own expense, such
       additional insurance as it deems necessary. Contractor's insurance shall be primary and any
       duplicative insurance obtained by Owner shall be secondary.

  G. Contractor shall submit certificates of insurance to Owner. The certificates shall include:

       1.     Name and address of the insured;

       2.      Name and location of the Project;

       3.      Types of insurance;

       4.      Policy numbers;

       5.      Expiration dates;

       6.      Limits of liability for bodily injury and for property damage;

       7.      Endorsements required to make policies conform with the insurance requirements;

       8.      An endorsement requiring the insurer to provide to the Owner prior written notice of
               thirty (30) days before the coverage under such policies may be canceled, materially
               modified, or nonrenewed; and

"King County Library System, its officers, agents, and employees” are named as Additional Insureds.

Renewals should be sent automatically to the Owner.

1.02   NIGHTLY CLEANING SERVICE

   A. Restrooms:

       1.      Clean and disinfect basins, toilets, toilet seats, wall urinals, counter tops and showers.
               DO NOT USE ABRASIVES.

       2.      Sweep and mop with disinfectant cleaner all restroom floors.

       3.      Clean and polish all dispensing units, restroom mirrors, chrome plumbing connections
               and restroom hardware.

       4.      Replenish toilet tissue rolls, hand soap – receptacles to be washed and disinfected, toilet
               seat liners and other restroom supplies.

       5.      Replenish restroom waste disposal receptacles with polyliners.

       6.      Spot clean restroom partitions and walls. Remove any graffiti.

       7.      Sanitary napkin receptacle to be emptied, liners to be replaced, receptacle to be washed
               and disinfected.

       8.      Flush out all floor drains, sink and other drains.

       9.      Refill sanitary napkin machines.

   B. Empty wastebaskets, recycling and other waste containers and deposit in designated receptacles.
      Insert new plastic liners of the appropriate size in empty wastebaskets. Containers to be clean
      prior to installing liner. Break down cardboard boxes as required. (No boxes or cartons to be

       removed unless specifically instructed either verbally or with a note designating the waste.) Keep
       dumpster areas in neat orderly condition and locked.

  C. Vacuum carpeted areas and entrance mats 100% nightly. Exercise care not to mar furnishings
     and walls. No canister styles/backpacks allowed; only upright vacuums with beater bars.

  D. Check and remove spots/stains from carpeting and entrance mats 100% daily.

  E. Dust mop all hard floor surfaces as applicable to surface. Damp mop nightly. Mop up spills and
     remove marks and scuffs on hard surfaces. Spot clean all resilient, tile and wood floors.

  F.   Vacuum, sweep and/or dust all stairwells, landings, and clean railings.

  G. Cork Flooring: Dust mop/spot clean with rung out cloth, using no-rinse neutral cleaner or like
     product to be approved by KCLS. DO NOT USE ABRASIVES. Exercise care not to damage
     cork flooring.

  H. Dust all horizontal surfaces throughout the library to a height of five (5) feet, which have been
     cleared. For example, dust any horizontal shelf/desk which has two feet (2’) of free and clear
     space.

  I.   Wash and clean stains, hand marks from all exposed horizontal surfaces, doors, frames, kick and
       push plates.

  J.   Clean and polish building and suite directories.

  K. Vacuum and edge elevator cars. Exercise care when vacuuming track so elevator doors slide
     back and forth.

  L. All chrome/stainless steel including elevators and sinks will be cleaned and polished throughout
     the building.

  M. Clean and disinfect all drinking fountains.

  N. Maintain a neat and orderly janitor’s supply closet, which will store all chemicals (no-rinse
     neutral cleaner, disinfectant, multi-cleaner, glass cleaner, etc.); keep products and supplies
     shelved and off flooring. MSDS including Hazardous Material Program and log book to be kept
     up-to-date and stored in janitor’s closet. Do not block access to electrical panels, fire sprinkler
     shutoffs or water shutoffs. Manage and deliver only as much product (restroom supplies/cleaning
     agents) as will fit on the shelves. Provide written responses to any library inquiries/requests in
     Communications Log Book.

  O. Communicate with supervisor any irregularities noted during servicing. (i.e. defective plumbing
     fixtures, shortages of restroom supplies, etc). Notify KCLS for any needed facility repairs.

  P.   Upon departure, turn off all lights except those required to be left on.

  Q. Check to make sure all office and exterior doors and windows are closed and locked.

  R. Clean (inside and out) all glass doors, sidelights, and other entryway glass.

   S.   Clean woodwork, walls, and light switch cover plates that are accessible without the use of a
        ladder.

   T. Sweep building entrances and remove litter; police debris to street/curb line.

   U. Empty exterior trash receptacles and wash as needed.

   V. Clean sand urns and replace sand as needed.

1.03    WEEKLY CLEANING SERVICE

   A. Restrooms:

        1.     Wash clean and disinfect restroom partitions and walls.

        2.     Remove all hard water stains.

        3.     Vacuum dust accumulated on restroom exhaust fans.

        4.     Flush waterless urinals with five (5) gallons of water.

   B. Cork Flooring: Using Turkish towel, wet with water and ring out excess. Mix cleaning solution
      to manufacturer’s recommendations, ring out excess and place on dust mop frame. Use no-rinse
      neutral cleaner or like product to be approved by KCLS. DO NOT USE ABRASIVES. Exercise
      care not to damage cork flooring.

   C. Hard Flooring Surface: Clean, mop and buff with manufacturer’s required buffing machine all
      terrazzo, vinyl, concrete, ceramic tile, etc. Exercise care not to damage base boards, door jambs,
      walls, kick plates.

   D.    Snap-back, or like approved product, and buff of hard floors.

   E.    Clean and disinfect telephones.

   F.    Dust all chairs, bases and frames.

   G.    Clean electric switch plate covers.

   H.    Redmond Ridge: Clean, disinfect, mop, dust all hardwood floors.

   I.    B&G Shop: Clean, disinfect and stocking of one restroom.

   J.    Service Center/(3) TLC Vans: Friday nights/clean, remove trash, insert new trash liner, mop,
         vacuum carpet, spot clean spills, wipe down exposed surfaces, door knobs and handles.

   K.    Service Center/(2) L2G Vans: Friday nights/ clean, remove trash, insert new trash liner, mop,
         vacuum carpet, spot clean spills, wipe down exposed surfaces, door knobs and handles.

   B.   Polish library furniture that has been cleared of all books, pencils, office equipment, etc.

   C.   Polish all wood furniture.

   D.   Wipe and dust furniture, including task chair bases.

   E.   Edge-vacuum all carpeted areas.

   F.   Spot clean all wood and rubber cove bases.

   G.   Bellevue: Scrub main staircase to remove scuff marks and dirt from white treads.

   H.   Service Center: clean inside of all refrigerators (lunchroom, 2A/B, APT Room).

1.05    QUARTERLY CLEANING SERVICE

   A.   Clean all windows (inside and outside) using OSHA approved equipment. Crews are NOT to be
        working inside the Service Center/community libraries at any time during open hours. Crews
        are not to block entry/exit ways while working on the outside windows. Crews can work outside
        all day if needed; crews can work inside only during closed hours. While working inside, cease
        and remove all equipment ½ hour before library opens to the public. Window cleaning schedule
        to be approved by KCLS and as requested.

   B.   Vent Cleaning & High Dusting - Clean all ventilator ducts all and air vents, (washing of HVAC
        grills if needed), vacuum surrounding ceiling areas using OSHA approved equipment. Vent
        cleaning schedule to be approved by KCLS.

   C.   Dust all high areas throughout building (molding, door and window casings, pictures, shelving,
        etc.) in excess of five (5) feet using OSHA approved equipment. Remove cobwebs. High
        dusting cleaning schedule to be approved by KCLS.

   D.   Vacuum upholstered furniture/spot clean furniture.

   E.   Wash exposed vertical surfaces.

   F.   Feather dust thoroughly all Venetian and mini blinds.

   G.    Service Center: When scheduling vent cleaning, high dusting and window periodic cleanings,
         Thursday evenings are preferred as this will provide an additional day of ‘airing out’ any
         residual fumes.

1.06    ANNUAL CLEANING SERVICE

   A. Clean all Venetian and mini blinds. Blind cleaning schedule to be approved by KCLS.

   B. Service Center: When scheduling the cleaning of Venetian and mini blinds, Thursday evenings
      are preferred as this will provide an additional day of ‘airing out’ any residual fumes.


1.07    DAY PORTER SERVICE/SPECIAL EVENT CLEANING SERVICE

The purpose of the day porter for Service Center/community libraries is to restore the facility to a
reasonably clean condition for use by the public later in the day. Libraries are heavily used during
daytime and become rundown and not suitable for continued operation. It is not the job of the day porter
to do the primary heavy duty daily cleaning, but to touch-up and clean the facility so during the day the
building remains presentable and open to the public. The day porter’s job is essential to maintaining the
positive public image for KCLS. This service is scheduled for a two-hour time slot. Day porter to check
in with staff at beginning of cleaning service, wearing company uniform, and check out with staff at end
of cleaning service.

   A. All restrooms

        1.     Clean and disinfect daily mirrors, sinks, and toilets. DO NOT USE ABRASIVES.

        2.     Re-fill all product dispensers.

        3.     Wipe down stainless steel, counter tops, changing tables and partitions.

        4.     Mop thoroughly. Use ‘wet floor’ signs and remove after floors are dry.

        5.     Empty and replenish restroom waste disposal receptacles with polyliners.

   B. Kitchen/Kitchenettes/Breakrooms

        1.     Clean and disinfect sinks.

        2.     Re-fill all product dispensers.

        3.     Clean tabletops and counter tops.

        4.     Wipe and push in chairs.

        5.     Spot clean refrigerators, pop machines, candy holders, and walls.

   C. Meeting Rooms-empty receptacles and replace liners.

   D. Walk entire library and remove paper off floor; push in chairs.

  E. Clean door glass.

  F.   Police study and copy rooms for debris and remove.

  G. Lobby areas-clean main entrance/lobby area, police for debris and remove.

  H. Exterior–empty trash and replace garbage can liners. Police debris outside in front of doors and
     around garbage cans.

CUSTODIAL SERVICES AND SUPPLIES


1.08    BODILY FLUID CLEANUP SERVICE

This type of cleanup will only be available for bodily fluid/blood borne pathogens and not to be used for
regular janitorial work. A daytime and an afterhours telephone contact will be available for staff use to
report incident. The specially trained crew will arrive at the site to cleanup within 2 hours of the report
and will have up to two hours to perform cleaning and removal. Verification will be submitted to notify
KCLS all work completed.


1.09    HAZARDOUS DEBRIS PICK-UP SERVICE

This type of service will only be provided for the picking-up and deposing of hazardous materials
discovered out in the parking lots or landscaping areas; i.e.: needles, condoms, etc. KCLS/Facilities
Department will contact the appropriate company for deposing. If the item is a needle, the janitorial
technician can dispose of it in the Sharps container located in all branches. The technician has up to two
hours to arrive at the site and dispose of the hazardous debris.
