SCSU DOLLAR FOR DAYCARE GRANT POLICY
Effective Date: October 22, 2006
The Dollar for Daycare Grant is funded by a levy collected from SCSU members each session to assist
with childcare costs of UTSC students. This policy outlines the manner in which the grant shall be
marketed and administered to students.
Section 1: Definitions
1.01 “SCSU” is the Scarborough Campus Students’ Union of the University of Toronto.
1.02 “Financial Aid Office” is the UTSC Office of Financial Aid and Awards.
1.03 “Grant” refers to the Dollar for Daycare Grant.
1.04 “University” is the University of Toronto at Scarborough.
1.05 “Member” is a member of the SCSU as defined by its Constitution and by-laws.
1.06 “Fiscal year” is the period of May 1st through April 30th of each year..
1.07 “Promotional material” refers to all materials purchased, designed and implemented by
the parties to market the program to SCSU members.
Section 2: The Nature of the Grant
2.01 The SCSU Dollar for Daycare Grant is to be awarded to any member of the SCSU as
defined by Article 3 of SCSU By-law No. 1, or any student on a co-op work term with
financial aid related to daycare expenses.
2.02 Values of the grant can vary depending on individual student needs and funding
2.03 Grant funds are designed to assist those students who have explored all other avenues of
financial assistance and still have unmet need.
2.04 The grant shall be funded by the collection of a levy from SCSU members.
2.04.1 This levy shall be in the amount of $0.50 per session that a member is registered
at the University.
2.04.2 This levy may be refunded to members at such time as the SCSU offers its
Refundable Society Fees Opt-Out period. This shall occur once for the Summer
session and once for the Fall and Winter sessions.
2.04.3 The maximum amount the SCSU shall allocate for the Summer session Grant is
no more than 1/3 the total amount of funds collected for the year.
2.05 The Grant must be distributed each Fall and Summer session.
2.06 The deadline for the submission of Grant application forms will be within the second
week of October for the Fall distribution period and within in the last week of May for
the Summer distribution period.
2.07 Applications must be made available for at least two weeks before the deadline.
2.08 All student information collected and/or reported from grant selection proceedings will
be kept strictly confidential. At no time will any student information collected from

individual students be released to any party outside the Office of Financial Aid &
Section 3: Administration of the Grant
3.01 As of 31st July 2006, the SCSU has entered into an agreement with the Office of
Financial Aid & Awards regarding the administration of the Grant. This agreement
outlines various responsibilities that shall be fulfilled by each party.
3.01.01 The SCSU VP Students & Equity shall be responsible for:
3.01.1.1 Ensuring that the responsibilities of the SCSU outlined in this agreement are
3.01.1.2 Sitting on or choosing a designate for the selection committee.
3.01.02 The SCSU shall be responsible for:
3.01.2.1 Collecting the levy funds;
3.01.2.2 Transferring these funds to the Office of Financial Aid & Awards at such
time as they will be distributed;
3.01.2.3 Marketing and promoting the Grant;
3.01.2.4 Making applications available in the SCSU Office, on the SCSU Website,
and in the UTSC Women’s Centre.
3.01.2.5 Other such duties as outlined in the Memorandum of Agreement &
3.01.03 The Office of Financial Aid & Awards shall be responsible for:
3.01.3.1 Forming a selection committee (including the SCSU VP Students & Equity
3.01.3.2 Assessment of applications;
3.01.3.3 The distribution of levy funds;
3.01.3.4 Making applications available on the Financial Aid Website.
3.01.3.5 Other such duties as outlined in the Memorandum of Agreement &
3.02 Eligibility and amounts to be awarded will be decided based on criteria set by the
Financial Aid Office. These criteria will primarily involve reported childcare expenses
and whether the applicant’s income exceeds or does not meet their expenses.
3.02.01 The following persons are not eligible to apply for the Grant:
3.02.1.1 Officers of the SCSU
3.02.1.2 Voting directors of the SCSU
3.02.1.3 Members of the Grant Selection Committee
3.03 The current Memorandum of Agreement & Understanding is valid until 30 April 2009,
unless it is terminated earlier. As per the agreement, the parties shall meet at least 120
days before this date to discuss the possibility of renewal. This policy should be
amended from time to time to reflect any new agreements that may be made.
