PURPOSE:

The Center will provide drug and alcohol addiction services to adult residents of Delaware
County in accordance with the applicable standards for outpatient treatment programs issued
by the State of Ohio Department of Alcohol & Drug Addiction Services. The program is subject
to program certification in accordance with Division (A) of Section 3793.06 of the Revised Code.
 The goal of this program will be abstinence based.

POLICY:

I.          The responsibilities for the development and implementation of this program rest with
            the Executive Director, , and Program Director. The Board of Directors hereby
            designates Executive Director to serve as the Program Director for the Center’s Alcohol
            and Drug Addiction program. The Executive Director is responsible for designating a
            Clinical Director for the program.
            A. The Executive Director serves as Program Director for this program. The Program
                Director shall have at least the following qualifications, knowledge, and skills:
                1. Bachelor’s degree and a minimum of five years’ experience in alcohol and other
                    drug addiction of an allied profession to include a minimum of two years as a
                    supervisor; or
                2. Minimum of six years experience in alcohol and other drug addiction services or
                    an allied profession to include a minimum of three years as a supervisor; or
                3. Minimum of five years business administration experience to included a minimum
                    of two years as a supervisor.
            B. The Program Director serves as the Clinical Director for this program. The Clinical
                Director shall have demonstrated experience and/or education in substance abuse
                treatment and hold one or more of the following credentials form a professional
                regulatory board in Ohio
                1. Physician who is licensed to practice medicine in the Ohio by the Ohio State
                    Medical Board;
                2. Psychologist who is licensed by the Ohio State Board of Psychology;
                3. Professional clinical counselor who is licensed by the State of Ohio Counselor,
                    Social Worker, and Marriage and Family Therapy Board and whose declaration
                    statement included substance abuse assessment and counseling;
                4. Professional counselor pursuant to rule 4757-17-01 of the Ohio Administrative
                    Code

               5. Licensed Independent Social Worker who is licensed by the State of Ohio
                  Counselor, Social Worker, and Marriage and Family Therapy Board and whose
                  declaration statement included substance abuse assessment and counseling;
               6. Registered Nurse with the Ohio Board of Nursing who has demonstrated
                  experience and/or education in substance use disorder treatment; or
               7. Licensed Independent Chemical Dependency Counselor who is licensed by the
                  Chemical Dependency Professionals Board.

II.         The Center’s Table of Organization outlines the administrative structure.

III.        The Center’s Alcohol and Drug Addition program shall have an annual revenue and
            expenditure budget that has been approved by the Center’s Board of Director’s before
            the beginning of the program’s fiscal year. The program shall prepare monthly financial
            statements reflecting the financial position of the program that are brought to the
            attention of the Board. Board meeting minutes shall reflect the program budget was
            approved and monthly financial statements reviewed.

IV.         The assurances for Center's chemical dependency program will provide outpatient
            services that broadly include:
            A. Establishing and maintaining procedures, which assure that all services meet
               ODADAS and ODMH standards for care.
            B. Utilize ODADAS Protocols for Level of Care
            C. Alcohol and drug programming for outpatient level of care shall not include time for
               unstructured, non-therapeutic activities and free time. Additionally, time spent while
               attending self-help groups, such as Alcoholics Anonymous or Narcotics Anonymous,
               shall not be included in the minimum daily programming required for outpatient
               levels of care.
            D. Providing the following treatment services as defined in OAC 3793:2-1-08:
               1. Assessment
               2. Crisis intervention
               3. Individual counseling
               4. Group counseling
               5. Family counseling
               6. Case management
               7. Medical/somatic
               8. Outreach
               9. Urinalysis
            E. Provide referrals for physical examinations for clients admitted based on the
               following criteria utilizing the Center’s Health Assessment Form:
               1. The program shall refer a client for a physical examination if indicated after a
                    review of the client’s medical history. All clients that have had no physical
                    examination within the last year, or who have no identified medical provider will
                    be referred to a provider.
               2. The program shall refer a client for tuberculosis screening if indicated after a
                    review of the client’s medical history.
               3. The program shall refer a client for a hepatitis screening if a hepatitis screen is
                    indicated after a review of the client’s medical history.
               4. The program shall provide client education on exposure to, and the transmission
                    of, Tuberculosis, Hepatitis types B and C, and HIV disease for each client
                    admitted to the program. Staff shall document that each client received this

                    education in the clinical record.
            F. The Center shall assist pregnant clients in receiving prenatal health care and
               document who is providing prenatal care.
               1. If a client is not receiving prenatal health care, the Center will offer assistance in
                    obtaining prenatal health care.
               2. If a client refuses to obtain prenatal health care, staff shall document in the
                    clinical record that she was offered assistance to obtain prenatal health care.
            G. Linking with self-help groups such as AA, NA, ALANON, and Dual Recovery
               Anonymous etc.
            H. Providing culturally sensitive services.
            I. Providing services in conveniently located sites and at convenient hours throughout
               the Center’s service area, and the client's home or natural setting
            J. Having a customer-service orientation.
            K. Promoting the development of Center staff in the knowledge, skills, and resources
               for the treatment of chemical dependency and prevention through training
               sponsored by the Center, ODADAS and other alcohol and drug addiction agencies.
            L. Integrating the treatment of alcohol and drug abuse into other service areas as
               appropriate.
            M. Promoting community education and awareness of alcohol and drug abuse.

RESPONSIBILITY:
The Executive Director is responsible for the communication and implementation of this
policy and any subsequent procedures that are applicable.
