This synopsis is being posted to the Federal Business Opportunities (FBO) website located at
http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at
https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition
website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point
of entry to be used when access to synopses and solicitations from the World Wide Web is
required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane
Division, Acquisition webpage serve as alternatives if the FBO website is unavailable.

NAVSURFWARCEN Crane Division has a requirement for evaluation and refurbishment of Elevation Ball
Screw Assembly, AN/SPS-49 antenna pedestal in accordance with Government Statement of Work dated
12/14/09, Raytheon drawing number 912071, revision U and ISO-9002. The AN/SPS-49 elevation drive
assembly is a subcomponent of the AS-3263/SPS-49(V) Antenna. The contractor shall evaluate the
AN/SPS49 Elevation Drive Ball Screw Assembly, provided as Government Furnished Property (GFP),
prior to refurbishment, to determine the level of refurbishment required. Description for this procurement
is as follows:

        Line Item 0001 – Evaluation - minimum 1 and maximum 45
        Line Item 0002 – Category I refurbishment – minimum 0 and maximum 20
        Line Item 0003 – Category II Refurbishment – minimum 0 and maximum 10
        Line Item 0004 – Category III Refurbishment – minimum 0 and a maximum 15
        Line Item 0005 – Evaluation (FMS) – minimum 0 and maximum 5
        Line Item 0006 – Category I Refurbishment (FMS) – minimum 0 and maximum 3
        Line Item 0007 – Category II Refurbishment (FMS) – minimum 0 and maximum 1
        Line Item 0008 – Category III Refurbishment (FMS) – minimum 0 and maximum 1

This solicitation will utilize full and open competition after exclusion of sources IAW FAR 6.203 as a Set-
Aside for Small Business procedures as a proposed firm fixed price, Indefinite Delivery Indefinite Quantity
(IDIQ) contract for a period of five years. Inspection and Acceptance will be at destination. Delivery shall
be FOB destination, Naval Surface Warfare Center – Crane, Indiana. The Government intends to award
to the responsible contractor whose offer is the best value to the Government considering past
performance and price related factors, with past performance being more important than price.
Interested persons may identify their interest and capability to respond to the requirement or submit
proposals.

The solicitation will be available for download on or about 13 JAN 2010. Closing date will be on or about
12 FEB 2010. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is
not a commitment by the U.S. Navy to procure subject equipment. The POC is Janie Frye, Code

of the solicitation will be mailed.

All responsible sources may submit a proposal which shall be considered. Offers must be submitted in
the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by
clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct
format. It is the responsibility of interested vendors to download the RFP and to submit offers to the POC
at NSWC Crane to be considered. Furthermore, each interested vendor shall monitor the FBO, NECO
and Crane websites for amendments that may be issued to this solicitation.
