Banking Missed Planning Time
Questions around planning time have flooded the OECTA office in recent
weeks. Causing the most confusion is: When can I bank missed planning time? OECTA
and the Board have not reached agreement on some of these situations; however,
due to the fact that the Board issued Memo # 269 to its Elementary Principals (dated
March 9, 2009), OECTA felt it was imperative to address the issue in this newsletter.
• The Board insinuates that OECTA is directing Teachers to “demand planning
time for any missed periods, due to religious celebration, work with a special
assignment teacher or P.A. day activities”; however, OECTA is merely upholding
Teachers’ rights as enshrined in the Collective Agreement. Article 10.01 a)i) clearly
states: “The Board shall provide each full time classroom Teacher with a minimum of
200 minutes per week for the purpose of preparation and planning time.” It is every
• Teacher’s right to receive planning time on a daily basis. The practice of banking
planning time when it is regularly missed due to events that occur during a Teacher’s
planning time is NOT new. This IS a long-standing practice that HAS been supported
by the Board.
• OECTA’s position on banking missed planning time remains constant: if you are
regularly mandated or expected to attend something that occurs during your
planning time (e.g. in-service, meeting, assembly, mass, etc), you BANK that missed
planning time. If you chose to schedule a meeting, or attend an assembly, or a mass,
you do NOT bank the missed planning time. Teachers regularly give up their planning
time as a result of Board expectations. Although each of the events may occur on a
random schedule, the fact that they REGULARLY occur during your planning time
results in a necessity to bank that missed time
On a Professional Activity Day, we would expect that planning time be built
into the schedule of the day by your Principal or by the facilitator of the workshop. This
is done at no cost to anyone by scheduling the Planning time for all participants at the
start or end of the session.
Planning time is not banked if schools are closed due to inclement weather or
if you are absent from work. OECTA has never advised Teachers to bank missed
planning time for these situations.
OECTA’s position is that preparation and planning time is teacher-owned and
directed, and as such, it cannot be assigned by the Principal or designate for other
duties. This was clearly communicated to the Board at the negotiations table and this
position has been supported by various arbitrations across the province.
At this time, we advise all Teachers to continue banking missed planning time
that falls within the parameters as outlined above. If you are denied access to the
missed time, contact the OECTA office immediately. Planning time belongs to YOU.
Planning time on a daily basis is your right. Planning time must be defended.
