					DISCUSSION: NAFTA & REGIONAL TRADE
AGREEMENTS

   Today’s discussion will be organized into 3
    sessions
       Session 1: Learning Group

       Session 2: Expert Group
         Your 1st job is to act as an expert and share the knowledge
          gained from your learning group.
         Your 2nd job is to try and come to a consensus on the
          following topic a few new questions.


       Session 3: Open Class Discussion
           Your expert group will report to the class your consensus, if
            you found one or the main components of your discussion.

       Group 1: Hartman (2010) “NAFTA, the Controversy.”
           EU
       Group 2: Moss (2004), “Economic Developments
        during NAFTA’s First Decade”
           G20
       Group 3: Burfisher Robinson and Thierfelder (2001),
        “The Impact of NAFTA on the United States”
           US
       Group 4: Moss (2004), “Economic Developments
        during NAFTA’s First Decade”
           G90
LEARNING GROUP
   Work as a group to answer questions specific to
    your article.
EXPERT GROUP
   1st act as an expert and share the knowledge gained from
    your learning group.
   2nd Discuss the following:
     Outline the political debate over NAFTA before it was signed.
      What did proponents and opponents argue? How has this
      debate changed over time?
     According to the articles, what was the impact of NAFTA on the
      following? Have these impacts changed over time?
           The US/Mexican agricultural economy
           The maquiladora program
           US/Mexican jobs and wages
           Trade diversion
       From a global perspective
           How might one have expected this trade agreement to cause trade
            diversion? Affect national income? Promote or hurt multilateral trade
            agreements?
           What is the reality?
       Many trade agreements (like NAFTA) often attach additional
        provisions on : labor, the environment, safety nets. Should
        they?
EXPERT GROUP
   3rd: As a group come to a consensus on the
    following:
       Looking back at the debate before and after NAFTA,
        use what you have learned to:
         Make an argument for whether the US should have signed
          the agreement.
         Make an argument for whether Mexico should have signed
          the agreement.
         For both arguments, provide some support from the
          readings.
