Dear Governor Cuomo:

We write to express our support for the pledge you made during your State of the State
address to introduce legislation to create a public funding option for candidates in New
York State elections. We urge you to propose comprehensive and effective reform, similar
to what we have in New York City.

As elected officials, and equally significantly, as past candidates for public office in New
York City, we know firsthand the importance of a strong campaign finance system. While
the City’s system has evolved since its inception in 1988, the matching funds program, low
contribution limits, and pay-to-play laws have made it a model for jurisdictions across the
country. The City's highly regarded program has withstood the test of time as an effective
way to publicly finance elections with matching funds.

New York City’s campaign finance program has allowed more candidates to run for office
and to cut down on their reliance on large dollar donors. Low contribution limits and even
lower limits for those doing business with the city have helped reduce the potential for
actual or perceived corruption. But the program does not just help candidates. Over time,
New York City has seen political participation in local elections grow. In the past three
citywide elections, more than half of all contributors were first time contributors. With
lower contribution limits and a generous matching funds program, the average size of
contributions has dropped over time.

After the Supreme Court’s decision in Citizens United, we face an era of unlimited and
increasingly secret spending in our elections. Public financing programs are one way to
help combat this potentially corrupting influence of big money in our politics.

We believe protecting elections from abuse – both with independent redistricting and
comprehensive campaign finance reform – is critical for New York State. If our
experiences with public financing in New York City can offer you any assistance, please let
us know.
