The Georgia Department of Corrections (GDC) protects and serves the public as a

General Information

The purpose of these profiles is to provide basic information about the Georgia
Department of Corrections (GDC) facilities. This book addresses only the residential
facilities. It does not cover services for the approximately 210,000 probationers who are
on regular and/or intensive "street" probation, living in the community.

Each facility has a primary mission or purpose and each supervises and manages its
offenders somewhat differently depending on the mission and security classification.


Capacity

This is the official maximum operating offender capacity of the facility.

County Correctional Institutions enter into a joint agreement with Georgia Department of
Corrections each fiscal year to provide a designated number of beds for state offenders.
The Warden, County Commissioner and Georgia Department of Corrections sign a Letter
of Agreement concerning operation of the state beds. In return, Georgia Department of
Corrections pays the county a per diem rate per state offender as set by legislation;
currently, the rate is $20.00 per day.


Housing

The housing section provides a brief description of the types of offender housing.
Dormitories are barracks-style rooms with rows of bunks. A single building may hold one
or more dormitories. Pods generally are detached buildings with a number of rooms
arranged in various ways; each room usually will contain a small number of bunks. Pods
resemble clusters, which may have their own dining room, recreation area and other
common areas as well. Ranges and cellblocks are rows of cells facing a common
walkway. There may be two or more tiers of dormitory-style buildings used mainly for
their relatively quick and easy construction.


Work Details

This section offers a brief description of the most significant job functions the facility
performs. Offenders perform such work details as food service, building and grounds
maintenance, janitorial, laundry, utilities, maintenance and sanitation duties. Those
functions may or may not be noted in the Work Details section. Community service work
details fall within these areas and are also represented. In addition, this includes the
variety of skilled jobs in Correctional Industries, Offender Construction units, Food and
Farm processing and the offender-manned fire stations that serve communities as well as
the facility.
Specialized Functions

Canine teams handle special tracking and/or drug detection dogs both for Georgia
Department of Corrections and, when requested, outside law enforcement. Tactical
squads consist of specially trained officers who react to major prison or community
disturbances. Corrections Emergency Response Teams (CERT) are trained to respond
assertively to incidents within the facility.


Programs

Rehabilitative, medical and other services available to offenders at the facility are generally
described as academic, counseling (which includes substance abuse), recreation, religious
activities and vocational/on-the-job training (OJT).


Academic: General Education which includes literacy and math instruction:

       The Special Education program is for those with learning handicaps.

       Literacy/Remedial Reading (LRR) is for those functioning below the fifth-grade
       reading level.

       Adult Basic Education (ABE) is for offenders functioning between the fifth-grade
       level and eighth-grade level.

       General Education Development (GED) is for those at or above the eighth-grade
       level without a high school diploma; completion of GED earns the student a high
       school equivalency diploma.


Counseling

This is a very broad category of treatment. It may include sex-offender, positive mental
attitude (PMA), or pre-release counseling to ease the return to free society. Additionally it
may include anger management and many others, along with substance abuse. It offers
programs for those with alcohol/drug programs and may include Alcoholics and Narcotics
Anonymous (AA/NA) and other treatment modes. It also includes individual, group
counseling modes and Specialized Intervention Units (SID) where the participants live
together in treatment communities and assist each other to overcome their problems.
Religious Activities

Offenders are assured religious freedom under the U.S. Constitution. Georgia
Department of Corrections Chaplaincy Services will arrange to meet the need for any
recognized faith, including services by and individual contact with ministers of that faith.
Full-time and part-time chaplains also offer non-sectarian humanitarian assistance to any
troubled offender. Religious instruction on the Bible, the Koran and other spiritual guides is
available.


Vocational/OJT

This section provides information on training for a particular job skill - classroom, shop
and/or on-the-job training (OJT) requirements. Completion leads to the same certification
or diploma offered by a free society training program.


Medical

Offenders have the Constitutional right to adequate health care. This includes the
provision of varying levels of onsite medical and dental care along with referrals to
community providers as necessary. The following are provided:

       Primary Care Infirmary Care
       Medical Diagnostics
       Chronic Care
       Acute Care Dental Care
       Mental Health
Offender Security Classification

Georgia offenders are assigned to a security level after a review of factors to include the
offender's sentence, nature of the crime, criminal history, history of violence, medical and
treatment risks and needs. The classification levels are: close, medium and minimum.

In general, an offender will be reviewed for reclassification at specified time intervals
(i.e., every twelve months while at Close security) or when circumstances justify;
provisions are made for exceptional reviews.

The three security classifications now used are set forth in the Rules and Regulations of
the State Board of Corrections. These classifications, as paraphrased from the Rules
and Regulations, are:


Close Security

       These offenders are escape risks, have assault histories, are considered
       dangerous and may have detainers for other serious crimes on file. (A detainer is
       a request by another law enforcement agency to hold an offender pending other
       charges or actions.) These offenders may never leave the prison, require
       supervision at all times by a correctional officer and are housed in prisons with high
       levels of security.


Medium Security

       These offenders have no major adjustment problems and many may work outside
       the prison fence, but must remain under constant supervision. This is the largest
       category of offenders.


Minimum Security

       These offenders tend to abide by prison regulations, present a minimal risk of
       escape and have been judged to be a minimal threat to the community. Offenders
       in this security level may work outside the fence under minimal supervision. Often
       offenders assigned to this level have proven to be trustworthy, cooperative and
       have no alcohol/drug problems. Minimum security offenders are eligible for
       transitional centers.
State Prisons


State prisons house violent, repeat criminals or nonviolent offenders who have
exhausted all other forms of punishment. Judges may sentence offenders directly to
prison or they may be sent as a result of revocation proceedings. There are 30 state
prisons, three of which are designated for women.

Offenders in state prisons have access to classes and other services that allow them to
reduce their risk to the community.

Offenders who are able-bodied are also assigned to work details. These may be
connected to the on-going operation of the facility (such as cooking, cleaning, laundry,
or making general repairs around the facility) or to more specialized details. Among
these specialized details are:


      ●      Food and Farm Operations: Over 5,000 offenders work on prison farms or
             work in preserving, preparing and serving foods.

      ●      Offender Construction: Offender crews serve the construction needs of
             Corrections, other state agencies and communities. Carefully supervised,
             skilled offenders are temporarily housed in nearby facilities while completing
             approved renovation or remodeling jobs around the state.

      ●      Fire Services: Specially selected minimum security offenders may be chosen
             to work in the prison fire stations responding to prison and rural fire
             emergencies.

      ●      Community Work Details: Under supervision, low security offenders build,
             refurbish and maintain prison and civic buildings, perform roadwork, clean
             public buildings and schools, and work at recycling centers and landfills.

      ●      Correctional Industries: Up to 1,800 offenders are selected to receive on-
             the-job training which includes metal fabrication, optics, printing, license
             plates, footwear, woodworking, screen printing, upholstery, garment and
             chemical production.
Private Prisons

The Georgia Department of Corrections currently has contracts with two private
companies to house over six thousand five hundred offenders.

In 1997, through a bid process, Georgia Department of Corrections entered into a
contract with Corrections Corporation of America (CCA) to build and operate private
prisons in Alamo (Wheeler Correctional Facility) and in Nicholls (Coffee Correctional
Facility). Both facilities opened in the fall of 1998 and have been a part of the corrections
continuum in Georgia since that time. These two private prisons are accredited by the
American Correctional Association (ACA) and by the Medical Association of Georgia
(MAG) as required by contract. The other contract is with The Geo Group, Inc. to build
and operate private prisons in Milledgeville (Riverbend Correctional Facility, which
opened in December 2011) and in Millen (Jenkins Correctional Facility, which is currently
under construction).

Georgia Department of Corrections has a full-time Private Prison Monitor on site at each
private facility overseeing the facility's operations to ensure that all contract conditions
are met and that the facility operates with a continuous focus on sanitation, safety and
security. Just as in Georgia Department of Corrections facilities, offenders work on full
time details and are afforded the opportunity to participate in a wide variety of educational
classes and counseling programs.


Pre-Release Centers

The mission of the Pre-Release Center (PRC) is to address the re-entry needs of
offenders in order to reduce their risk to re-offend, thereby increasing public safety.
These facilities will provide a secure environment in which to target the reentry needs of
offenders with five years or less to serve.


Goal

The goals of the PRC are to emphasize work and provide the offender with work
experience. By providing additional work opportunities prior to release, the offender's
work ethics will be enhanced.

In addition, two key elements are assisting the offender in locating suitable housing and
meaningful work upon release. In some cases, the expectation is to further facilitate
rehabilitation by transitioning the offender to work release programs.
Transitional Centers


After a term in prison, selected offenders are slowly reintegrated back into society with a
job and enhanced prospects for stability. Research has shown that offenders who have
the opportunity to re-enter the community after a stay in a transitional center are up to ⅓
more likely to succeed in maintaining a crime-free life.

There are over two thousand five hundred transitional center beds available statewide.
Either the State Board of Pardons and Paroles or the prison staff must refer an offender
for the program. The decision about which offenders to send to a transitional center is
based on criminal history, behavior while incarcerated and a number of other factors.

One function of the transitional centers is to provide "work release", allowing the offender to
obtain a paying job in the community while requiring him or her to conform to the
structure of the center. The offender lives in the center, participates in a number of
programs and completes assignments which contribute to the upkeep of the center. The
wages earned by work release offenders are sent directly to the center.

Employers are required to deduct taxes as appropriate and a portion of the wages is
applied to room and board.


Length of Stay

The average length of stay at a transitional center is nine to twelve months for residents
who represent no unacceptable risk to the safety of the community.

When offenders are assigned to a transitional center, they are required to go through a
30-day orientation period before they can participate in the work release portion of the
program. During this time, residents attend classes tailored to their particular needs and
help make them ready for employment. These classes include drug and alcohol
education, employment instruction, communication skills and financial management.


Employment

Once the orientation phase is completed, residents are ready for employment. Jobs are
found in the community with the help of a job coordinator who, together with other
center personnel, screen applicants for certain jobs. They also assist employers with
special problems that may arise. In turn, employers are asked to give periodic
performance reports to measure each resident's progress in the work force.

Once offenders are employed, they must pay 30 percent of their salary for room and
board, but not to exceed $90 weekly. In addition, they pay federal, state and local taxes.
Of the fees collected at the transitional centers, over $1.2 million is returned to the state
annually. Thus, not only is the resident gaining from this program, the taxpayers of
Georgia are profiting as well.
Boot Camp

The Boot Camp programs focus on military regimens combined with a full day's work
and includes comprehensive programming in the evening hours. Emphasis is placed on
substance abuse programming. Training is also provided in academic education, life
skills and release preparation.

The Boot Camp Plus program is very similar to the Boot Camp Program but is mainly
intended for drug offenses only. Another difference is that offenders assigned here may
have had one prior felony except for the offenses listed on page 10. (If the current
sentence is not a drug charge only, he will not qualify.)

Georgia law and departmental policy identify eligibility criteria for boot camp candidates
as follows:

          •   Must be a male not less than 17 and not more than 35 years of age, at the
              time of sentencing
          •   Has no previous period of incarceration in an adult penal institution
          •   Has to serve no less than 9 months and no more than 5 years in prison
          •   Has no known contagious or communicable disease
          •   Has no known physical limitation that would exclude strenuous labor and
              physical activity
          •   Has no known mental disorder or retardation that would prevent
              participation in a program which requires intensive interaction and
              strenuous physical activity


Georgia law and departmental policy identify eligibility criteria for boot camp plus
candidates as follows:

          •   Must be a male not less than 17 and not more than 40 years of age, at the
              time of sentencing
          •   Must have at least 25 months but not more than 5 years to serve in prison
          •   Has no known contagious or communicable disease
          •   Has no known physical limitation that would exclude strenuous labor and
              physical activity
          •   Has no known mental disorder or retardation that would prevent
              participation in a program which requires intensive interaction and
              strenuous physical activity
In order to be recommended for Boot Camp the offender can not have committed any of
the following offenses currently or in the past:

      Aggravated: Assault, Battery, Child Molestation, Sodomy or Stalking
      Armed Robbery
      Arson, 1st Degree Child Molestation
      Criminal Gang Activity
      Cruelty to Children
      Enticing a Child for Indecent Purposes
      Feticide
      Hijacking of Motor Vehicle
      Homicide by Vehicle (Felony)
      Incest
      Involuntary Manslaughter
      Kidnapping
      Murder
      Possession of a Firearm (if current offense)
      Possession of any Drug with Intent to Distribute
      Rape
      Residential Burglary (may have had probated sentence)
      Robbery (All types)
      Sale of any type of Drug
      Serious Injury by Vehicle (may have had probated sentence)
      Sexual Exploitation of Children
      Statutory Rape
      Trafficking of any Controlled Substance
      Voluntary Manslaughter
Probation Detention Centers

The Georgia Department of Corrections operates 10 probation detention centers to
provide short-term confinement of probationers in a secure, safe and work-oriented
environment. A probation detention center (PDC) is a minimum-security facility for
confining probationers, normally for a period of 60 to 120 days. Offenders may be sent
directly to the center as a sentencing option or if they prove unable to fulfill their
probation obligation in the community, may be sent to the detention center as a result of a
revocation proceeding.

Probation Detention Centers provide a sanctioning option for probationers who require
more security or supervision than that provided by regular community supervision or a
diversion center but may not qualify for a boot camp. The centers are highly structured
with regimented schedules that include supervised, unpaid work in surrounding
communities and programming geared toward making them more successful in the
community.


Housing

The probation detention centers currently in operation over two thousand beds. One
center houses women (approximately 230 beds). Typical features are:

      Four open dormitories with bunk beds
      Multi-purpose program areas
      Support services area (laundry, food service, maintenance, medical care)
      Staff offices, work areas and security stations
      Perimeter fence around detainee access areas
      Maintenance and chemical storage buildings

Work Details

The majority of Probation Detention Center detainees perform supervised work in the
surrounding community. Most centers have contracts to provide details to local
governments and to the Georgia Department of Transportation. Some detainees
maintain the center through work details while a few other carefully screened detainees
are assigned to jobs supervised by other governmental agencies.

                    Also, provide centralized acute and specialized medical services and Level IV Mental Health
                    services for male and female offenders primarily as transients or outpatients and house severe
                    medical cases. (Sex Offender Release Site) Host facility for Augusta Transitional Center.


HOUSING:            Four living units are divided into two separate units. Each has a support building that contains
                    a multi-purpose room and a counseling office. One open dorm consisting of 519 beds with 192
                    beds designated for assisted living. Seven nursing units have a security control room, single
                    patient rooms, seven bed Crisis Stabilization Unit and central dining hall along with an Acute
                    Care Unit. Mental Health Support building utilizes dining area. Fast Track building is a 256 bed
                    unit (double bunk).


WORK DETAILS: Georgia State Patrol, Georgia Department of Transportation Weigh Station, in-house
              maintenance and custodial details. Prison's mission limits availability of outside details.

MISSION:             Ensure public safety and effectively house offenders while operating a safe and secure facility.
                     Also, house general population medium security inmates due to their sentence, offense or
                     behavior. Contains a 176 bed Mental Health Unit, a 192 bed, Pre-Transitional Unit is a functional
                     part of the facility and an 18 bed infirmary/Crisis Stabilization Unit. Host facility for Bainbridge
                     Prison Substance Abuse Transitional Center, and Southwest Probation Detention Center.


HOUSING:             Six buildings have two living units per building containing 48 double-bunked cells each.
                     Building seven consists of four individual dormitories with 98 per dormitory. The eighth
                     building contains one 85 double-bunked segregation living unit and one 47 single-bunked
                     isolation living unit.

MISSION:            Hays State Prison is a close security facility serving the DOC through housing and managing
                    some of the states most challenging offenders. Hays provides its offender population with a
                    variety of structured programs intended to minimize recidivism and initiate an effective re-entry
                    program. Hays also serves as the host facility for Paulding Probation Detention Center.


HOUSING:            Hays State Prison is comprised of 11 general population dorms, consisting of 62 beds per
                    dorm for a total of 682. One Fast Track building housing 256. There are five Special
                    Management Unit dorms consisting of 171 beds. Hays Annex consists of 8 dorms with 50 beds
                    per dorm for a total of 400 beds. Hays Annex also has Quonset Huts with 170 beds. The

MISSION:           Valdosta State Prison: Our mission is to protect the public by maintaining custody of close

                   providing outside work details to the community. The Georgia Correctional Industries Chemical

MISSION:           This center was originally built as a Probation Detention Center (PDC) for males. In 1996, it was
                   converted to a medium security prison for male offenders. The mission changed 2002 to that of
                   a female PDC. On May 1, 2008, it opened as the first female Pre-Release Center (PRC) and
                   houses minimum & medium security offenders who have less than five years left until their
                   Tentative Parole Month or Maximum Release Date. Burruss Correctional Training Center is the
                   host facility.

MISSION:          Atlanta Transitional Center has a dual mission. First, prepare adult male felons who are nearing
                  the end of their incarceration to assume responsible citizenship. Second, maintain an OJT
                  work force of felons who have up to forty-two months left on their sentence to operate outside
                  details for various state agencies at no cost to taxpayers. Metro State Prison is the host facility.


HOUSING:          Two five-story buildings with resident housing on three floors in each building which consists
                  of rooms that sleep from 2-6.

                  Centers. After extensive renovation of what had been a county correctional institution, Hart
                  County Probation Detention Center opened in 1988 as the first detention center in the state. In
                  October 1994, the name changed to Bobby Joe Whitworth Detention Center. The population
                  consists of parolees who serve an average of six months in the program.

                   Spectrum Health Systems, Inc. and the Medical College of Georgia has collaborated to develop
                   a comprehensive recidivism reduction substance abuse service. Autry State Prison is the host

                  1989 as Northeast Probation Detention Center, this facility was renamed in 1994 in honor of a
                  retiring member of the Georgia General Assembly with more than 30 years of service. Named
                  as the community Corrections Division's Center of the year in 1990, this center was also
                  certified by the American Correctional Association in 1991. Located on five acres, this is one of
                  the states centers with a Fire Brigade, a unit consisting of specially trained correctional
                  officers and detainees who assist the Forestry Commission in combating forest fires. Lee
                  Arrendale State Prison is the host facility.

                  property opened in 1992, Women's Probation Detention Center was the state's first detention
                  center for female offenders. The operational theme is "Women Working" and it combines
                  rehabilitative programs, community service, self-discipline and labor in order to improve self-
                  confidence, independence and respect for one's self and for others. Smith State Prison is the
                  host facility.

              Sweet Onion Festival & Claxton's for Rattlesnake Roundup held in March and assistance with
              local government projects as needed. Restoration efforts include the city of Collins
              gymnasium, along with the restoration and maintenance of the DeLoach home in Hagan.
