MOTION
Today, wireless networks are the fastest growing communications technology in our society.
Multi-platform communication is available from anywhere to anywhere, at any time and it
affects everyday life at horne, work, school, and most alarmingly in the driver's seat.
Recently, the National Transportation Safety Board has made recommendations urging all states
to impose total bans on cell phone usage (texting, emailing, or chatting) while driving except for
emergencies. This recommendation even extends to hands-free devices - which is a much
stricter rule than any current state law.
While the National Transportation Safety Board does not have the power to impose these
restrictions, their recommendations will carry significant weight with federal and state
lawmakers in the upcoming year.
The NTSB recommendations may be severe in nature for the people of Los Angeles and the
surrounding municipalities; perhaps the state and federal legislature should require that all new
vehicles come standard with some form of hands- free, voice activated, blue-tooth technology
that would eliminate the need to take one's eyes off the road during cell phone usage.
I THEREFORE MOVE that the CLA, LAPD, LAFO, LADOT and a representative from the
National Transportation Safety Board report on the feasibility and the impacts on implementation
of a complete cell phone ban while driving.
I FURTHER MOVE that the LAPD prepare a comparison report (2009, 2010, 2011) on the
number of citations issued for cell phone usage while driving and if available the number of
accidents related to or caused by cell phone usage while driving.
