                               ENVIRONMENT

BACKGROUND:

- 48% of final energy consumption present buildings

- 80% of building stock constructed in 50s-80s typical with high rate of energy
losses (no EE taken into account, subsidized energy prices)

- buildings – large EE potential

- 30-40% improvement of energy performance = > can contribute to energy
dependency decrease (both countries imports 90-98% of fossil fuels)

- only mandatory regulatory framework - technical standards, health & safety
    regulations and construction permit procedures.
