      Interstate Gang of Car jackers busted.

      Five persons arrested for carjacking in Delhi, Haryana, Punjab and
       Uttar Pradesh.

      10 cars and a motorcycle recovered and more than 20 cases of car
       jacking have been worked out.

       A team of officers of Crime Branch led by Inspr. Jitender Kundu and
consisting of SI. Anil Malik, ASI Jagdish, ASI Rishi, HC Ghanshyam, HC Sanjay
Singh, HC Narender Dabas, HC Veerpal, HC Naresh, HC Anil, HC Abrar and Ct.
Virender under the supervision of Addl. DCP Joy Tirkey have busted an
interstate gang of car jackers. 5 persons have been arrested. 10 cars, including
1 Tata Safari, 1 Maruti Swift Dezire, 2 Tata Indigos, 1 Maruti Esteem, 1 Maruti
Zen, 2 Tata Indica, 2 Mahindra Boleros and a motorcycle have been recovered
from their possession. The gang has been active in Delhi, Haryana, Punjab and
Uttar Pradesh.

       Information was received by HC Veerpal that Praveen @ Sonu and his
associates were involved in a large number of car jackings in Delhi and adjoining
states. On 16.5.2011 a trap was laid near Rithala Metro Station and Praveen @
Sonu (aged 31 years) s/o Ramphal Sharma r/o Village Nangal Kalan Rai,
Sonipat, Haryana was apprehended by the police team at 1 AM in the morning
while he was travelling in a Tata Safari Car. The car was found stolen from
Ludhiana. At his instance his two other associates namely Sajjid (aged 28 years)
s/o Tahir r/o Kasba Kithore, Meerut, UP and Sangeet (aged 28 years) s/o
Jagdish Prasad r/o 8/604, Street No. 3, Adarsh Nagar, Modi Nagar, UP were
also arrested from Meerut on 20.5.2011. A stolen Maruti Zen car was recovered
from Sajjid and a stolen Maruti Esteem car was recovered from Sangeet. The
Maruti Zen car was found stolen from the area of Maurya Enclave, Delhi. The
Maruti Esteem car was found stolen from the area of Saraswati Vihar, Delhi.
Further two other associates Mandeep (aged 26 years) s/o Ranveer Singh r/o
Katte Wali Bodla Fazilka Sadar, Firozpur, Punjab and Gagan (aged 22 years) s/o
Deshraj r/o Pawera Nangal Choudhary, Mahindergarh, Haryana were arrested
on 25.5.2011 from the area of Rajpura, Punjab while they were travelling on a
motorcycle which was found stolen from the area of Vijay Vihar, Delhi. At the
instance of the above mentioned accused persons 7 other jacked cars from
Delhi, Haryana, Punjab and Uttar Pradesh were recovered. 20 cases of car
jacking/thefts of Delhi, Haryana, Punjab and Uttar Pradesh have been worked
out.
MODUS OPERANDI

       The gang targeted vehicles which could be easily used for commercial
purposes. They preferred Mahindra Bolero, Tata Indigo, Tata Indica and Tata
Safari as these vehicles could easily be used as taxies. One of the gang
members has been identified as a serving constable in Punjab Police. He has
played an active role in the robberies/theft of cars from Ludhiana, Punjab. He
also played an active role in the disposal of vehicles jacked from Delhi and
Haryana in Punjab.

PROFILE

   1. Praveen @ Sonu (aged 31 years) s/o Ramphal Sharma r/o Village Nangal
       Kalan Rai, Sonipat, Haryana:- He is the leader of the gang and has
       numerous cases of car jacking, vehicle theft, attempt to murder and
       illegal possession of fire arms registered against him in various police
       stations of Delhi and Haryana. He has been out on bail since 11 months.
   2. Sajjid (aged 28 years) s/o Tahir r/o Kasba Kithore, Meerut, UP – He is
      also a known criminal and has two criminal cases registered against him
      in Uttar Pradesh. He was arrested in a case of murder in 2010 in police
      station Muzaffar Nagar and for car theft in police station Lisari Gate,
      Meerut, UP. He runs a small scrap dealing business and several
      robbed/stolen vehicles were disposed through him.
   3. Sangeet (aged 28 years) s/o Jagdish Prasad r/o 8/604, Street No. 3,
      Adarsh Nagar, Modi Nagar, UP – He runs a Judo school in Modi Nagar.
      He represented Uttar Pradesh in the National Judo Championship in the
      year 2006. He met Praveen @ Sonu in Tihar Jail when he was arrested
      for vehicle theft by Delhi Police in 2009. He was found previously involved
      in 5 cases of theft in Delhi.
   4. Mandeep (aged 26 years) s/o Ranveer Singh r/o Katte Wali Bodla Fazilka
      Sadar, Firozpur, Punjab – He is a high school dropout and has two theft
      cases registered against him in the year 2010 in Faridkot and Nawa
      Sahar, Punjab. He assisted the gang in disposal of stolen vehicles.
   5. Gagan (aged 22 years) s/o Deshraj r/o Pawera Nangal Choudhary,
      Mahindergarh, Haryana- He is also a high school dropout. He assisted
      the gang in disposal of stolen vehicles.

      Further investigation is in progress.

FAKE MAID PLACEMENT BUREAU RACKET BUSTED :      4 ACCUSED WHO
CHEATED MORE THAN 50 PERSONS IN DELHI AND NCR ARRESTED

        With the arrest of four accused namely Rahul @ Karan @ Phullaki s/o Ram
Bahadur r/o F-279, Khanpur Quarters, New Delhi, Yash Kumar s/o Dini Khidki r/o
Yangling Basti, PS Saran, District Ganjing, Nepal, Dev Kumar s/o Karanpal
Bagdogra, District Darjiling, Sikkim and Shanti w/o Subash r/o Sarlai, PS Sarlai,
District Haerpur, Nepal, the staff of PS Fatehpur Beri, South District busted an
interstate fake domestic maid placement bureau racket who duped more than 50
innocent citizens of Delhi and NCR who approached them for domestic help / maid.
7 mobile phones, cash Rs. 10,000/-, 12 SIM Cards, 4 ATM/Debit/Shopping Cards,
Fake Maid Registration Certificate, 10 Diaries containing the details of cheated
persons, blank forms of bureau, visiting cards, fake stamps and citizenship card of
Nepal has been recovered from their possession.

INCIDENT /BRIEF FACTS :
              Complainant Smt. Sahiba Iqbal Khan w/o Kamar Iqbal Khan r/o 149/2,
B-5, Neelkanth Apartment, New Basti, Devli, New Delhi visited PS Fatehpur Beri and
reported that she is working as Senior Business Analyst in the Colt Technology,
Gurgoan. She read an advertisement in a newspaper (National Daily) regarding the
Maid Placement Bureau in the name of Yogna Placement Services (Regd,), Dera
Village near Shiv Mandir, Fatehpur Beri for providing fully trained maid servants.
She contacted on the given mobile numbers and one Rahul, introduced himself as
owner of the Agency and promised for providing fully trained maid against the
annual commission of Rs. 12,000/- and a monthly salary of Rs. 2,500/- per month to
the maid. Since the complainant was in dire need of domestic help being a working
woman, she agreed to pay the same. It was decided that complainant along with
her husband would meet Rahul personally in the Placement Bureau to take the maid
with them.
       On 19.05.11 at about 10.30 PM, accused Rahul on the pretext of guiding the
way of the Placement Bureau met them at a Dera Village intersection. He showed
the maid to the complainant and received Rs. 14,800/- as per the written
agreement. The complainant took the girl along and reached back to her home. The
maid behaved normally and after completing the household work went to sleep. In
the early morning at 4 AM, the complainant’s husband left for work and when the
complainant got up at 7.30 AM, she found that the maid had run away from the
house. She searched her in the vicinity but did not find her. After that she rang up
in the Placement Bureau and the owner Rahul promised her to send her back soon.
However, the complainant didn’t get any replacement or the hard earned money
back. Later on, accused did not respond and switched off his mobile phones. The
complainant along with her husband visited at the given address but the same was
found to be fake. Accordingly, she reported the matter to PS Fatehpur Beri. After
verifying the facts, a case vide FIR No. 107/11 dated 25/05/11 u/s 420/468/471/34
IPC PS Fatehpur Beri was registered and investigation taken up.

INVESTIGATION :
        Keeping in view the sensitivity of the matter and mass problem of the society,
a team comprising Inspr. A.K. Singh, ASI Tulsi Ram, HC Shubhram, Ct Ishwari, Ct
Sandeep, Ct Prem, Ct Pradeep was constituted under the supervision of Inspr. Anil
Sharma, SHO/PS Fatehpur Beri under the overall supervision of Sh. Rajinder Singh,
ACP/Mehrauli to nab the culprits. During the course of investigation, it revealed that
magnitude of the problem is quite severe and the gang members have duped large
number of people in NCR. Further investigation also revealed that the gang is quite
sharp and used to change their hideouts and mobile numbers frequently to conceal
their identity. Sources were deployed to develop the information about accused
persons and the pattern of cheating studied which indicated that the accused are
rampantly giving the addresses of Dera Village. Staff was also deployed in plain
cloths with the photographs of the accused in Villages Mandi and Dera which finally
brought good results. On 25.05.11, a secret information received from a reliable
sources that kingpin of the gang Rahul @ Karan @ Phulmani Tamang would come at
Mandi Bus Stand in evening. Immediately, the members of team swung into action
and a trap was laid at Mandi Bus Stand. At about 6 PM, as soon as accused Rahul
came at Mandi Bus Stand, the alert members of team overpowered him.
INTERROGATION :
       On sustained interrogation, accused disclosed the names of his four
associates in this syndicate. At the instance of accused, his associates namely
Shanti, Yash Kumar and Dev Kumar were arrested from Village Jaunapur, Delhi.
Further accused disclosed that so far they have duped more than 50 innocent people
in Delhi and NCR for more than Rs. 7.5 Lacs since last 7 years. One of the accused
namely Bindiya Tamang r/o New Ashok Nagar, who belongs to District New
Jalpaigudi, West Bengal is absconding and further investigation is on to locate her.
MODUS OPERANDI :
        The modus operandi of the gang is that they used to give advertisements in
the reputed newspapers for placement of fully trained maid by giving fake address of
Placement Bureau in Delhi. When working couple contacts them over telephone and
after finalization of deal, they used to meet them at a specified place instead calling
them at fake office address on one pretext or the other. After handing over maid to
the victim, they used to take whole year commission and a month salary of maid.
After that on getting a chance, the maid used to run away from the house of victim
and accused used to switch off their mobile phones.
PROFILE OF ACCUSED PERSONS :

1. Rahul @ Karan @ Phullaki (35 years) s/o Ram Bahadur r/o F-279, Khanpur
   Quarters, New Delhi is a school dropout. He is married and has 4 children. He
   belongs to Village Narda, District Trishuli, Nepal. His wife resides in Nepal.
2. Yash Kumar (25 years) s/o Dini Khidki r/o Yangling Basti, PS Saran, District
   Ganjing, Sikkim has studied up to 10th class. He had solemnized his marriage
   just three months ago. Presently, he along with his wife is residing in New Ashok
   Nagar, Delhi as tenant and both are involved in the racked of supplying fake
   maids.
3. Dev Kumar (23 years) s/o Karanpal Bagdogra, District Darjiling, West Bengal
   has sudied upto 10th class. He is unmarried. He is an active member of this
   gang.
4. Shanti (35 years) w/o Subash r/o Sarlai, PS Sarlai, District Haerpur, Nepal. She
   has two children and presently residing in New Ashok Nagar as tenant. She is
   operating as a fake maid & a member of this gang.
RECOVERY MADE :

      3. 4 ATM/Debit/Shopping Cards
      4. One fake maid Registration Certificate of the Placement Bureau
      5. One citizenship card of Nepal
      6. One stamp of the fake name and address of the Placement Bureau

      9. Blank forms of Placement Bureau.

   ONE EXTORTIONIST NABBED, WHILE ILLEGALLY
  PROSECUTING THE DRIVERS OF THE VEHICLES BY
       IMPERSONATING AS POLICE OFFICIAL


      One wrestler namely Parveen Kumar s/o Krishan Kumar r/o Village
Khuddan, P.S. Jhajjar, Haryana, has been nabbed by the officials of North
District Police, who was illegally stopping and collecting money from the drivers
of the so called offending vehicles in the area of PS Sarai Rohilla alongwith his
associate namely Vivek, by impersonating themselves as police officials.
INCIDENT AND TEAM

      On 26.05.2011, Inspector Jai Bhagwan, SHO/Sarai Rohilla received
information that two persons are illegally stopping and collecting money from the
drivers of vehicles at T-Point near Chowki No. 2, Gulabi Bagh by impersonating
themselves as police officials. On this information a police team consisting of
ASI Bachchu Singh, Ct Parveen Rawat and Ct Rajesh Malik under the
supervision of Insp Naresh Chander, Insp. Investigation/Sarai Rohilla rushed to
the spot, where they found that two persons are checking the vehicles by placing
the barricades. They had stopped a motorcycle and were arguing with the rider
of the said motor cycle in the name of prosecution for traffic violation. On seeing
the police team they started fleeing away from the spot. The team apprehended
one person, who was identified as Parveen Kumar s/o Krishan Kumar r/o Village
Khuddan, P.S. Jhajjar, Haryana, while another succeeded to flee from the spot.
The victim motor cycle rider, Sh Rama Shankar, resident of Old Chandrawal,
Civil Lines, Delhi stated that he was returning home after his duty at marriage
function at Moti Nagar. Two persons stopped his motorcycle at barricades near
Chowki No. 2 and asked him to produce the documents of his motorcycle.
When he produced his driving license those person asked him to show Pollution
Certificate, which he was not having. One of them pulled out the keys of his
motorcycle and told that he would be prosecuted for an amount of rupees 1200/-.
Sh Rama Shankar expressed his inability to pay the said amount. But those
persons told him to pay the amount immediately as their senior officers are
coming.   Rama Shankar became suspicious and asked to meet the senior
officers. During this course they forcibly took out Rs 500/- from the pocket of the
complainant. Accordingly, a case vide FIR No. 181/11 dated 26.05.2011 u/s
384/419/170/34 IPC has been registered at police station Sarai Rohilla on the
compliant of Sh. Rama Shankar and investigation taken up.
INTERROGATION

        During interrogation, accused Parveen Kumar disclosed that he is a
wrestler and is practicing with his friend Vivek at the Akhara situated at Shastri
Nagar Park. But he has no source of income. As both the friends were well built,
they conspired to earn money by impersonating themselves as police officials.
They generally used to check the vehicles during late night hours by placing the
barricades.     For avoiding any suspicion they also used to shift the place of
checking.     Identity of Vivek has been disclosed as the resident of Village
Kutlupur, District Sonepat.         Teams have been sent to his native place to
apprehend him.

PROFILE

        Parveen Kumar, aged 19 years, s/o Krishan Kumar r/o Village Khuddan,
P.S. Jhajjar, Haryana, is a wrestler and studied upto 12th class. His father is a
farmer. He is unemployed.

     Desperate Robber arrested by Special Staff of South East District
     Case of robbery of PS Amar Colony solved
     Looted motorcycle & mobile phone recovered.
        With the arrest of one person namely Bajrangi Chauhan, aged 28 years, s/o Ram Suresh
Chauhan r/o F-284, Dakshinpuri, New Delhi, the Special Staff of South-East District have solved a
case of robbery and recovered looted Bajaj Pulsar motorcycle. A Samsung mobile phone was also
recovered.
INCIDENT
        On 21.05.11, Shri Hemant Kaushik, age 30 years, s/o late Sh. Kamal Kaushik r/o 59-B,
Block-M, Sarita Vihar, New Delhi reported at Police Station Amar Colony that on 21.05.2011, he
was returning home from Vasant Vihar. At about 10.30 PM, due to bad weather and rain, he
took shelter under Metro Line, near Moolchand Metro Station in the area of PS Amar Colony and
in the meantime two young boys aged about 25-28 years came and snatched his Samsung
mobile phone, purse containing Driving License, debit card, Identity Card, Rs. 200/- by beating
him and ran away after snatching his belongings and Bajaj Pulsar motorcycle No. DL 3SBF 6600.
On this a case vide FIR No. 200/11, u/s 392/34 IPC was registered at PS Amar Colony.

TEAM & INVESTIGATION:-
         A team of Special Staff South-East Distt was constituted under the supervision of ACP
Operation/SED Sh. Virender Kalia and comprising of Inspr. Akhilesh Yadav, Incharge Special
Staff, ASI Bhagirath Prashad, HCs Anil, Ram Mehar, Consts. Arun Kumar and Satish developed
intelligence regarding such gangs operating in the district. The team received some credible
information regarding few criminals operating in South-East District. The information was further
developed and on the basis of a credible information the above team arrested one Bajrangi
Chauhan, aged 28 years, s/o Ram Suresh Chauhan r/o F-284, Dakshinpuri, New Delhi, when he
was going on the robbed motorcycle at T-Point, BRT Corridore near Gali No. 42, DDA Flats,
Madangir, New Delhi. On checking, the looted Samsung mobile was also recovered from his
possession.

INTERROGATION & MODUS OPERANDI:-
        On sustained interrogation, accused Bajrangi disclosed that he is working with Shanti
Swaroop Gupta, who is running a shop/stall of garments in weekly Bazar. On 21.05.11, the
weekly bazar was in Amar Colony behind the LSR College. Due to bad weather and rain, the
shop was closed early. At about 10.30 PM, he along with his associate Gabbar@Sardar was
returning to his home. When they reached under Moolchand Metro Station they saw one person
standing alone on a Bajaj Pulsar Motorcycle. As he was alone they planned to loot him and his
motorcycle, as he appeared to be drunk. They beat him and robbed his mobile phone, purse and
fled away on his motorcycle. He was also trying to dispose off / sell the motorcycle and the
mobile phone.

         On sustained interrogation Bajrangi disclosed that the purse containing cash, debit card,
driving license and I-card was taken by Gabbar, while the motorcycle and mobile phone were
kept by him. They had decided to dispose off the motor cycle and the mobile phone and
distribute the cash amongst them. Accused Gabbar @ Sardar is absconding and efforts are being
made to nab him.

     One Bajaj Pulsar motorcycles.
     Samsung Mobile phone.

               GANG OF AUTOLIFTERS BUSTED, 2 ARRESTED.

       TWO STOLEN VEHICLES RECOVERED AND SEVEN CASES OF
       MV THEFT WORKEDOUT.
               With the arrest of two auto lifters Victor Jems S/o Williom Jems and
Sarvjeet Singh @ Sunny, AATS West District Police has worked out seven cases of MV
Theft, out of which six cases are of West Distt. and one case of PS Rani Bagh North-West
Distt Delhi. One Honda City and One Yamaha FZ stolen motor cycle has also been
recovered.

INFORMATION AND OPERATION

         Due to increased incident of motor vehicle theft in the recent past in West
District, team of AATS was asked to collect intelligence about gangs involved in auto
lifting. On this, team of AATS/West District deployed their sources and on 25/5/2011 an
information was received by HC Rishi Kumar AATS West that a gang of Victor Jems is
indulging in motor vehicle theft in West District and Victor along with his associate will
be coming to Paschim Vihar area on a stolen car. On this information, team comprising
of Insp. Maninder Singh, SI Naveen Kumar, HC Ajay Kumar, HC Rishi, HC Naresh, Ct. P.
Tirky and Ct. Manendra Singh was constituted under the close supervision of ACP Raj
Singh. Team had started checking by placing barricade at Major Dr. Ashwani Marg, near
Lal Market, Paschim Vihar on 25/5/2011. During checking, a Golden Honda City car was
stopped by the police team on the instance of informer. Two person were sitting inside
the car and they were asked to produce the documents of the car, but they could not
produce any document pertaining to the said Honda City Car. On interrogation, they
disclosed that they had stolen the said Car from H-1 block Vikas Puri Delhi. The Honda
City car was checked and the existing number plate was found defective. The enquiry
was made through the Engine number and Chassis number of the Car by using the SMS
Facility of the vehicle enquiry. It was found that the car was stolen from the area of PS
Vikas Puri Vide FIR No. 84/11 U/s 379 IPC. The accused persons had also disclosed that
they had earlier involved in the cases of M.V. Theft. On sustained interrogation it was
also revaled that accused Victor Jems had also been declared Proclaimed offender in
case FIR No. 136/05 U/s 25 Arms Act PS Janak Puri and proclamation proceeding in case
FIR No. 95/05 u/s 356/379/411/34 IPC PS Janak puri is under process. Both the accused
persons were arrested U/S 41.1 (d) Cr. PC for the purpose of recovery of other stolen
vehicles. On the instance of both the accused persons, One motor cycle stolen from the
area of PS Nihal Vihar was recovered. With the arrest of these two accused persons, 07
cases of motor vehicle theft of various police stations have been worked out.

INTERROGATION AND MODUS OPERANDI

               During the course of inquiry Accused Victor Jems disclosed that he
belongs to poor economic background and in teen age he used to work as Auto driver
but he had great fond of owning different types of luxurious cars for which he needr lot
of money. From his profession of Auto driver he was not able to fullfill his dreams
therefore he started indulging in crime and he was first arrested in the year of 2000 in a
motor vehicle theft case. Later on after released from the jail he came in contact with
notorious criminal Deewan chand @ Lala and was indulging in crime of Chain
snatching/Bag snatching, motor vehicle theft. After the death of Deewan Chand @ Lala
in Police encounter, he constituted the separate gang and started committing crime. It is
also revealed from his interrogation and his past history that once he is bailed out in
any case then he never attends the hearing of his cases and he also changes his
addresses frequently to evade his arrest. Accused Sarvjeet Singh @ sunny is a drug
addict and he needs money to full fill his requirement of drugs. He came in a contact
with Victor Jems in 2010 and indulging in Crime with him.

       They used to target old luxury cars which can be opened easily by the duplicate
keys. They used to move around in a stolen car to look out for the targeted vehicles as
and when they get an opportunity they open the car/Motorcycles and take away the
vehicles.

                 Staff involved in good work is being rewarded suitably.

                 FAKE LOAN BUREAU GANG BUSTED
INTRODUCTION: -
 With the arrest of two persons namely Ajay Singh s/o Sh. Hari Singh r/o Village – Khera
Garhi, Delhi and Deepak s/o Zile Singh r/o village - Khera Garhi and apprehension of one
female juvenile Police Station Rani Bagh, North West Distt., has worked out one case of
cheating.

INCIDENT & POLICE TEAM: -
 On the complaint of Shri Ram r/o Allahabad, U.P. who reported that he had been
cheated by a loan bureau in M2k Complex on the pretext of providing loan of Rs. four
million. As commission, Rs. two hundred thousand were paid by the complainant in
advance. But in reply nothing was paid to him nor were his phone calls replied by the
accused persons. Even the accused persons switched off their mobile phones after some
time. The office was vacated and complainant could not trace the accused persons, only
after he reported the incident to police. On the complaint of Sh. Shri Ram case was
registered vide FIR No. 82/11, U/S- 420/34 IPC and investigation was taken up by a
Police team comprising of SI Yograj and HC Suresh under close supervision of Inspr. Ajay
Kumar, SHO/Rani Bagh and direct supervision of Dr. Rajeev Sharma, ACP/S. Vihar.

INVESTIGATION: -
                The Police team started its investigation with available mobile no., the
only clue. The mobile numbers were obtained on the fake identity proofs which did not
belong to accused persons. Even the complainant being almost illiterate could not
provide the required information. Out of three numbers he provided to investigation
officer, about two, he was not sure. The accused switched off his original mobile phone.
The police team used all the methods of traditional as well as modern policing. While on
one hand secret informers were deployed to gather information simultaneously help of
technical surveillance was sought. But the traditional methods won over & technical
surveillance do played its role and finally after the hard work two male accused namely
Ajay Singh s/o Sh. Hari Singh r/o Village – Khera Garhi, Delhi and Deepak s/o Zile Singh
r/o village - Khera Garhi were arrested and one female juvenile was apprehended.

INTERROGATION:-
              During the course of sustained interrogation accused namely Ajay Singh
revealed that he used to run a fake loan bureau in the Rani Bagh area and took about
Rs. 3000 to Rs. 5000 (varying client to client) as file charge. In this manner the accused
persons cheated a number of people. Due to small amount people did not report to
police and he was running the racket peacefully. When he was about to shift the office
from Rani Bagh, complainant met him for loan of Rs. 4 million. Accused asked his
commission as Rs. two hundred thousand which was paid by complainant in two
installments of Rs. one lacs each. As the complainant appeared simple and illiterate by
appearance that’s why accused took him casually and demanded a high amount.

ACCUSED ARRESTED:-

  3. One female JICL aged 17 years.

A NOTORIOUS SNATCHER/AUTO LIFTER/ROBBER ARRESTED
               With the arrest of the one snatcher cum robber vide DD No. 63B dated
25.5.11 u/s 41.1(a) Cr.P.C PS Adarsh Nagar, Delhi, the Anti Auto Theft Squad of North-
West District has worked out two cases of Robbery, hurt and snatching. He was wanted
in a case of Robbery of P.S.Saraswati Vihar.

(1) Shankar @ Bunty s/o Shyam Lal R/o r/o A-32 Rana Partap Bagh Sangam Park,
Delhi

INCIDENT:-

               On 25.5.11, a secret information was received that one notorious robber
is present at 34/4 MCD Flats Azad Pur Delhi. On this information a team of A.A.T.S.
comprising of the officials namely Insp. Satya Pal, SI Ved Parkash, SI Ramesh Kumar,
ASI Surender Sharma, HC Narender Kumar, Ct Jagdish, Ct. Shohan lal Tyagi and Ct
Mahesh Kumar went to the given address. It was found that the flat is situated at First
floor of the building. The team was briefed and asked to take positions. When SI Ved
Parkash knocked the door, one person responded but soon after seeing the police he
rushed to the balcony and jumped from the first floor. Ct Mahesh and Ct Sohan Lal too
rushed to the balcony and in order to apprehend him jumped from the balcony. Later
the person was overpowered & was identified to be Shankar @ Bunty s/o Shyam Lal
R/o r/o A-32 Rana Partap Bagh Sangam Park, Delhi who is a notorious robber cum
snatcher. Due to jumping from the balcony of first floor he sustained injuries in his leg.
Both the constables also sustained minor injuries in their legs and arms. Despite their
injuries they managed to overpower and apprehend him. As a consequence of jumping
from first floor the accused sustained some injuries. The staff of AATS. Const. Sohan Lal
and Const. Mahesh too had sustained injuries in their knee, ankle & arms.

INTERROGATION:-

              On sustained interrogation, it revealed that the above said accused is the
notorious robber of Krishnamurty gang & is wanted in two cases of Robbries & hurt.

INVESTIGATION:-

                Accused Shankar disclosed that he had committed robberies and
snatching in the area of North- West district alongwith his associates. He is the active
member of Krishnamurty gang. The gang used to steal bikes and rob passerby at the
roadside in the area of Azdpur Mandi Delhi. His associates namely Krishanamurty @
Krishna, Sunil @ Sahil @ Shanky had already been arrested and three stolen/ robbed
motor cycles had been recovered at their instance. Shankar was absconding in all the
mentioned cases. He has involvement in eight criminal cases of robbery, hurt and
snatching in various Police Stations of Delhi. The incidents/cases which he had disclosed
are being verified from the various Police Station of North -West District.

MODUS OPERANDI:-

              Accused Shankar @ Bunty with his associates namely Krishanamurty @
Krishna, Amit @ Gujjar, Sunil @ Sahil @ Shanky, Neerj @ Judi used to commit robbery
on roadside in the area of North-West Distt.. Their gang leader Krishnamurty was
arrested on earlier & is running under judicial custody.

Snatchings & Robberies. This criminal profession was not enough to cater to his desire;
therefore, he started running Satta in the area of Jhangir Puri to earn more money.
Whatever earning made from Satta/crime was spend on costly liquor & call girls by him.

              The Concerned Police Stations have been informed about their
involvements/arrest. Their other incidents are being verified and sincere efforts are
being made to recover the snatched gold chains & stolen vehicles.

    1. Whereas a large number of complaints are being received that people
       purchasing liquor from liquor vends often start consuming the same in front of
       the liquor vend itself or at other public places. Venodors selling eatables and
       juices, at times, also station themselves unauthorizedly outside liquor vends
       which further facilitates this undesirable activity. Sometimes, ‘Baratis’ of
       marriage processions also openly drink liquor etc. on the roads while the Barats
       are moving. Drinking in public is a nuisance with a serious potential to result in
       brawls and quarrels causing serious injuries/death and damage to public and
   private property. This affects the peace and tranquility of the area and creates
   problems in maintaining law and order. It is also a punishable offence under
   section 40 of The Delhi Excise Act, 2009 (Delhi Act 10 of 2010).
2. And whereas, it is necessary to take speedy measures in this regard to prevent
   danger to human life or safety and to thwart/prevent un-toward incidents which
   may affect the peace and tranquility of the area.
3. Now, therefore, in exercise of the powers conferred upon the Commissioner of
   Police, Delhi by Section 144 of the Criminal Procedure Code, 1973 read with
   Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-
   110036/3/1978 (I)-UTL, 01/07/1978 and further delegated to the undersigned
   vide Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. F. No.
   11036/(i)/2010-UTL dated 09/09/2010, I, Gurnam Singh Randhawa, Assistant
   Commissioner of Police of the Sub Division Parliament Street of New Delhi
   District, New Delhi do hereby make this written order to do the following, for
   strict compliance by the owners of such liquor vends in the area of Sub-Division
   Parliament Street, New Delhi District, New Delhi:-
   a)     Install CCTV with sufficient number of cameras and recording system with
         play back facility, to cover upto 50 meters area in front of the shop. The
         CCTV should monitor anyone consuming liquor or facilitating consumption
         of liquor or any unauthorized vendor stationed in the coverage area.
   b)     The recording system shall preserve a digital record of CCTV coverage for
         not less than 10 days.
   c)     The vend owner or his agent shall cause to copy the CCTV coverage on a
         CD and hand over to the police whenever demanded.
   d)     Before starting sales for the day, the Manager of the liquor vend should
         ensure that the CCTV system is in proper working order and in case any
         defect is noticed immediate action to get it rectified should be taken. An
         entry should be made in the register and intimation in writing should be
         sent to the Police Station simultaneously to be got duly received from the
         Duty Officer of the Police Station mentioning Daily Dairy Number on the
         intimation.
   e)     During the course of monitoring of the CCTV System, the Manager or
         anyone specifically designed by the Manager for real time monitoring of
         the CCTV shall immediately inform the Police Control Room at telephone
         No. 100 and also the nearest Police Station in case any illegal drinking in
         public or unauthorized vendor is noticed in the CCTV coverage area.
   f)     The vend owner display prominently at least two bilingual sign boards
         mentioning that drinking in public places is an offence and standing of
         unauthorized vendors outside the liquor shop is strictly prohibited.
            Telephone number of nearest Police Station shall also be mentioned on the
            sign boards.
   4. This order shall come into force with effect from 23/05/2011 and shall remain in
      force for a period of 60 days i.e. upto 21/07/2011 (both days inclusive) unless
      withdrawn earlier.
   5. Any person contravening this order shall be punishable under section 188 of the
      Indian Penal Code.

            continuous basis and a record of the same is being maintained properly.

       c)   Maintaining a register for identity of the visitor/user.

       d) Make an entry in the handwriting of the visitor/user mentioning name,
          address telephone number and identity proof. The visitor/user shall also
          sign the register kept for this purpose.

       e) The identity of the visitor/user shall be established through identity card,
          voter card, ration card, driving licence, passport and photo credit card
          (any one of them).

       f)    Activity Server Log should be preserved in main Server and its record
            should be preserved for at least six months.

       g) Record be maintained about the specific computer used by the person,
          and

       h) If any activity of the visitor is of a suspicious nature, the owner of Cyber
          Café will immediately inform the nearest Police Station.

   1.    Whereas, a large number of people sell and purchase Second
         Hand Vehicles including Motor Cycles, Scooters and Cars in
         Delhi through dealers engaged in this profession.

   2.    And whereas, it has been noticed that the Second Hand Vehicles
         are commonly sold without filling all the columns especially date
         of transaction of Form No. 29 and Form No. 30 (part-I & II)
         thereby resulting in transfer of vehicle to number of purchasers
         before the actual transfer of the vehicle in the records of
         Transport Authority. This is to circumvent the requirement of
         section 50 of the Motor Vehicle Act, 1988, that the fact of transfer
         of vehicle should be reported to the Transport Authority within
         14 days for local transfer and 45 days for inter-district transfer.

   3.    And whereas, it has been noticed that the stolen vehicles involved
         in crime are sold to several purchasers through dealers/agents of
         Second Hand Vehicles. Such second hand vehicles are likely to
         be used for commission of various type of crime like robbery etc.
         and may be used even in terrorist activity.

   4.    And whereas, it has also been observed that the record of seller
         and purchaser are not kept by the dealers or agents engaged in
         the business of facilitating sale and purchase of Second Hand
         Vehicles making it difficult for the investigation agencies to
         identify the criminals involved in such crimes.

   5.    And whereas, it is rendered imperative to put regulatory check on
         the vehicle dealers who deal in sale and purchase of Second
         Hand Vehicles so that the anti social elements may not use them
         to sell the stolen vehicles through them and it is felt that
         immediate action is necessary in this regard.
6.   Now, therefore, in exercise of the powers conferred upon me by
     virtue of Sec. 144 of the Criminal Procedure Code, 1973 (No. 2 of
     1974) read with Govt. of India, Ministry of Home Affairs, New
     Delhi’s Notification No. U-11036/(i) UTL, dated 09/09/2010, I,
     Gurnam Singh Randhawa, Assistant Commissioner of Police
     of the Sub Division Parliament Street of New Delhi District do
     hereby make this written order that all such Vehicle dealers who
     deal in sale and purchase of second hand vehicles including

      (a)   Maintain a register of sellers and purchasers of all the
            transactions of Second Hand Vehicles.

      (b)   Ensure that Form 29, Form 30 and the delivery letter are
            duly filled with clear mention of the date of transaction.

      (c)   Affix photographs of the seller and purchaser on the
            register.

      (d)   Keep copies of identification documents like election card,
            ration card, PAN Card, Driving licence etc. as well as
            copies of Form 29, Form 30 (Part-I & II) and Delivery
            Letter for access by the police as and when required.

      (e)   Inform the nearby police station if the seller or buyer is
             found suspicious.

case FIR No. 250/2006, dated 12.07.2006 u/s 25 Arms Act, PS Greater
Kailash, Delhi, while he was having in his possession an illegal spring-
actuated knife. He was then sent to jail and was subsequently enlarged
on bail by the Ld. Court in this case. However, he jumped the bail during
the trial of the case and was not attending the trial court. He has also
changed his address in the meanwhile. Earlier, he was residing at H.N. I-
10, Saurabh Vihar, Jait Pur, New Delhi and later started living at Indira
Camp, Kalyan Puri, Delhi. Sunil Kumar @ Sonu is involved in other
cases of theft and burglary also and further enquiry/investigation is
underway.

3.     On 25.5.11, police of PS Sangam Vihar arrested two proclaimed
offenders namely (i) Udaybir Singh s/o Chattar Singh, aged 45 years
r/o Village Anangpur, Faridabad @ Sonu s/o Hirdey Singh, age 32 years
r/o B-18 Indira Camp, Kalyan Puri, New Delhi who was declared
Proclaimed Offender in case FIR No. 85/02 u/s 323/341/506/34 IPC PS
Sangam Vihar and was arrested vide DD No. 37-B u/s 41.1.(c) Cr.P.C.

(ii)  Balbir @Babli s/o Harbans Singh, age 36 years r/o B-152 Pul
Pehlad Pur, who was declared Proclaimed Offender in case FIR No.
818/04 u/s 61/1/14 Arms Act PS Sangam Vihar and was arrested vide
DD No. 65-B u/s 41.1.(c) Cr.P.C.

4.     On 25.5.11, police of PS Kalkaji has arrested two proclaimed
offenders namely (i) Dharmender s/o Ram Khilari r/o A-1/245, JJ
Colony, Madanpur Khader, New Delhi who was declared Proclaimed
Offender in case FIR No. 246/01 u/s 379/411/34 IPC PS Sangam Vihar
by order of Sh. S.K. Aggarwal, MM on 29.01.04. He was arrested vide
DD No. 59-B u/s 41.1.(c)Cr.P.C and Hon’ble Court sent them to JC till
2.6.11

(ii)  Shyam s/o Moolchand r/o Rambir Colony, Mewla Maharaj Pur,
Sector-45, Faridabad who was declared Proclaimed Offender in case FIR
No. 246/01 u/s 379/411/34 IPC PS Sangam Vihar by order of Sh. S.K.
Aggarwal, MM on 29.01.04. He was arrested vide DD No. 59-B u/s
41.1.(c)Cr.P.C.

      South East District Police has arrested two persons namely Ravi
Shukla s/o Dev Narayan Shukla R/o C-286, Bhoomihin Camp, Govinpuri and
Talib Ali s/o Khari Mohammad R/o C-226/1, Bhoomihin Camp, Govindpuri,
New Delhi and a huge quantity of Ganja approx. 85 kg. was recovered from
the their possession .
INCIDENT AND TEAM
On 25.05.2011 a secret information regarding Ganja at jhuggi Bhoomiheen
camp Govindpuri was received in Police Station Govind Puri. Under the
direction of SHO Govind Puri, a raiding party comprising of SI Samar Pal, HC
DharamPal No. 2339/SE and Const. Krishan Kuamr No.1741/SE was
constituted . A raid was accordingly conducted at H No. C-226/1 Bhoomihin
Camp, Govindpuri and a huge quantity of Ganja and small packets of Ganja
were found lying open on the floor of the second floor jhuggi and the
above accused persons were preparing small packets of Ganja.
Subsequently a search of the jhuggi was conducted and 8 plastic bags full
of ganja were recovered. Upon weighing, a total quantity of 85 KG of ganja
was recovered from the exclusive possession of Ravi Shukla s/o Dev
Narayan R/o C-286 Bhoomihin Camp, Govindpuri and Talib Ali S/o Khari
Mohammad R/o C-226/1, Bhoomihin camp, permanent R/o Vill + PS –
Barpeta Road, Uttar Kathi Bari , Distt. Barpeta Assam. A case vide FIR No
151/2011 dated 25/05/11 U/S 20/61/85 NDPS Act has been registered at PS
Govindpuri, New Delhi and both accused has been arrested.
INVESTIGATION AND INTERROGATION
       On sustained interrogation from the accused persons, it was learnt
that they used to purchase the Ganja from Faridabad, Haryana and sell the
same in form of small plastic packets. They thought that jhuggies residents
are in a habit of smoking ganja and they can earn good amount by selling
ganja in small packets. Both the accused are illiterate.
PROFILE:
      Ravi Shukla was illiterate and unemployed and found previously
involved in two cases vide FIR No. 364/2000 PS Kalkaji and FIR No.
369/2000 PS Kalkaji under NDPS Act.
     Further investigation is on.
