We have the honour to invite you to take part at the forthcoming Regional Conference “CSR performance
measurement in the EU”, to be held on 25 February 2011 in Vilnius, Lithuania.
The key purpose of Vilnius Conference is to share rather unique experiences among new EU Member States
(MSs) in developing Corporate Social Responsibility (CSR) performance/progress measurement systems and tools at
country and company level, as well as discuss the possibilities for establishing such measurement/monitoring
frameworks in Bulgaria, Hungary, Lithuania, Poland and Slovakia. Also, discussion on the need and potential for a
European level CSR monitoring system will take place.
The regional forum will present recently developed tools of: Country level CSR performance measurement
methodology and Company level CSR performance measurement handbook. With these tools and discussions
around developing them we expect to respond to the need for country level monitoring systems in the EU MSs that
provide for independent assessment of the level of implementation of CSR practices in a specific country, with a
possibility of comparability at EU level. Comparability could contribute to providing competitive advantage - in terms
of attracting investors, as well as consumers to its home grown-companies - to those countries with good CSR
The need for developing CSR performance/progress measurement tools was firstly raised in 2007, when the
Baseline Study on CSR Practices in the New EU Member States and Candidate Countries was carried out. It
recommended achieving consensus on country level performance indicators to develop a measurement framework
at country level. The CSR Baseline study also proposed a set of candidate, country level performance indicators and
suggested how they could be further developed.
In December 2009, the United Nations Development Programme (UNDP) launched a project1, which, based
on these recommendations and preliminary work, developed country and company level performance
measurement tools adapted to the needs of five abovementioned project countries. The main objective of the
Project was to enable the measurement and monitoring of CSR performance and of the level of excellence achieved
in CSR practices.
