                                                   INTRODUCTION


This document serves as a multi-purpose application: Application for standards conformance testing of Defense
Message System (DMS) products, application for registration of Profiles for Open Systems Internetworking
Technologies (POSIT)/DMS standards conformance tested products, application for product interoperability (IOP)
testing, and application for registration of interoperability tested products. Electronic copies of this application and
other relevant test and registration documentation are available in various formats and can be obtained from the

Joint Interoperability Test Command (JITC) servers via anonymous ftp and World Wide Web (WWW) access.

This document and all forms/documents submitted with it must be legible and complete. Illegible and incomplete
applications received by the JITC Open Systems Environment Testing Laboratory (OSETL) will be returned to the
customer and subject to the policy on resubmission of applications.

The Vendor must thoroughly read this document prior to completing any forms in order to understand the test and
registration requirements. The following appendices are an integral part of this document:

It should be noted that the JITC OSETL is the designated Registrar authority for Vendors wishing to receive either
Standards Conformance Registration or Product Interoperability Registration for their tested products.

                                                 INSTRUCTIONS


This application may be used for any combination of the following: Application for standards conformance testing
of a DMS product, registration of a product which has met the requirements for POSIT/DMS standards
conformance, application for interoperability testing of a product, and registration of a product which has met the
requirements for interoperability. Although this application can be used for all phases of testing and registration
listed above, a separate application must be submitted for each distinctly identifiable protocol product; such a
product being taken to include platform, hardware, operating system, communications connectivity, and software
combinations.

Provide complete answers to each applicable section of this application. If necessary, attach additional pages to
the appropriate section, indicating the section which is being expanded. All data supplied for evaluation will be
treated as company proprietary and safeguarded accordingly.

The following steps summarize the Vendor actions necessary for completion of this application. Place a check
mark on the lines provided, indicating that each step has been completed.

                Thoroughly read all documents referenced in this application (to include appendices) in order to
                understand the testing/registration requirements.

                Ensure the Authorized Representative reads and signs the “CONDITIONS FOR TESTING AND
                REGISTERING PRODUCTS.”

                Ensure the Authorized Representative reads and signs the “RELEASE OF PROPRIETARY
                INFORMATION.”

                Ensure that “PRODUCT INFORMATION” is complete and correct.

                Ensure that for each phase of testing/registration the product will undergo, the appropriate section
                is completed. Examples: For a product that will undergo all phases, all sections must be
                completed. For a product that will undergo standards conformance registration, only that section
                must be completed.

                Complete the “COST SUMMARY WORKSHEET” based on phases of testing/registration the
                product will undergo to determine the total fee.

                Prepare a check for the total fee. Checks must meet the following requirements before they can
                be accepted as payment: Check is made payable to “Commander, Joint Interoperability Test
                Command”, “OSETL Product Registration” is clearly printed on the check, the check is from a
                corporate account, the check is drawn on a bank in the United States in U.S. funds, and the check
                is magnetic ink character recognition (MICR) coded. Other forms of payment will not be
                accepted. Due to federal government regulatory constraints, applications cannot be processed
                until payment is received.

                            CONDITIONS FOR TESTING AND REGISTERING PRODUCTS


In order to obtain and maintain registration of a product, a Vendor must agree to the following requirements.

1.        ALL PRODUCTS

          A.      Limit the representation of claimed standards conformance and/or interoperability compliance,
          during and after testing to the extent indicated in the Department of Defense Open Systems Environment
          Test and Registration Program (DoD OSETRP) registers, including DMS registers, for which registration
          has been granted.

          B.        Read and abide by the policies and procedures of the DoD OSETRP during testing and through
          the lifetime of the registration period.

          C.      Acknowledge that upon meeting the requirements for registration, product information will be
          placed on publicly available registers.

          D.      Provide complete system (to include hardware, firmware, software and peripherals) required for
          use during testing. The JITC OSETL may provide hardware components on a pre-arranged basis for
          tests conducted at the JITC OSETL. For testing in labs other than the JITC OSETL, contact the
          respective labs for their requirements.

2.        STANDARDS CONFORMANCE

          A.      Testing

                  (1)       POSIT

                            (A)     Undergo standards conformance testing by a National Voluntary Laboratory
                            Accreditation Program (NVLAP) accredited laboratory.

                  (2)       DMS

                            (A)     Undergo standards conformance testing by a DMS accredited laboratory.

          B.      Registration

                  (1)       POSIT

                            (A)     Meet the requirements for standards conformance.

                            (B)     Maintain records of all actions taken in response to compliance complaints for the
                            duration of registration.

                  (2)       DMS

                            (A)    Meet the requirements for standards conformance as defined by the DMS
                            Program Manager’s Office and the JITC OSETL.

                            (B)     Maintain records of all actions taken in response to compliance complaints for the
                            duration of registration.

                          (A)     Meet the requirements for product interoperability.

                          (B)     Participate in DoD OSETRP Distributed Test Partner Pool.

                          (C)     Provide complete system (to include hardware, firmware, software and
                          peripherals) to the DoD OSETRP Central Partner Pool Administrator (CPPA) for inclusion
                          in the Central Partner Pool Library (CPPL).

                          (D)     Maintain records of all actions taken in response to compliance complaints for the
                          duration of registration.

                (2)       DMS

                          (A)    Meet the requirements for product interoperability as defined by the DMS
                          Program Manager’s Office and the JITC OSETL.

                          (B)     Maintain records of all actions taken in response to compliance complaints for the
                          duration of registration.

                                 RELEASE OF PROPRIETARY INFORMATION


In the conduct of standards conformance and/or product interoperability testing, assessment, and registration, test
personnel may gain proprietary information on the candidate product. Test personnel consist of government and
government contractor individuals. All test personnel must sign a non-disclosure statement concerning release of
any information on the Vendors and/or products scheduled, in-test, or in the registration process. Strict
procedures are in place by all NVLAP/DMS testing laboratories to restrict access to outside Vendor personnel
when multiple tests are occurring.

7.       PRODUCT CONFIGURATION DIAGRAM. The product configuration diagram must thoroughly and
accurately describe the product architecture and its relationship with Open Systems Interconnection (OSI) layers
and Internet Protocols (IP). Each layer (except embedded layers, such as Association Control Service Element
(ACSE), Presentation, Session, etc.) needs to be identified as to the specific product, version, vendor, etc. Please
include the product configuration diagram in the System Conformance Statement (SCS). An example is shown

                                    DMS STANDARDS CONFORMANCE TESTING


Most products are multi-layered, so each separately identified product, as defined by the Vendor, is registered
according to the highest layered protocol which it contains. For every protocol for which DMS standards
conformance testing is desired, the following must be provided. Please place a check mark on the line indicating
that the referenced document has been attached to this application or previously submitted to the JITC OSETL.
Contact the JITC OSETL POC for assistance in completion of these documents.

1.      ALL PRODUCTS. The following are required to perform DMS standards conformance testing of all DMS
products.

                Completed Compliance Test and Evaluation Processing Number Application.

                Completed Protocol/Profile Implementation Conformance Statement (PICS).

                Completed Protocol/Profile Implementation eXtra Information for Testing (PIXIT); to extent
                possible.

                Completed System Conformance Statement (SCS).

                List of specific deferrals and requirements clarifications as approved by the Sponsor.

                Test Configuration Diagram (actual test configuration, not the product configuration).

                Indication of the type of testing to be conducted.

                        Base Testing.

                        Derived Testing; complete section 2, “Derived Products.”

2.      DERIVED PRODUCTS . There are two categories of derived testing: Products derived from products
previously registered for the same protocol/profile, and products derived from products previously registered for
one profile that will be tested under a different profile.

                                PRODUCT INTEROPERABILITY REGISTRATION


As with conformance testing, products which successfully pass product interoperability (IOP) testing will be placed
on the DoD OSETRP Register according to the highest layered protocol which is being evaluated; however, all
lower layer protocols will be identified for registration purposes. For every protocol for which product IOP
registration is desired, the following documentation is required.

1.        ALL PRODUCTS.

          A.      Required Documentation. The following are required to place a product on an interoperability
          product register.

                                 Element of Service (EOS) verdict results for each test campaign in which the PUT
                                 participated as either an initiator or responder.

                                 Summary EOS verdict results of all the PUT’s IOP test campaigns.

                                 List of disputed Interoperability Test Cases (ITCs) provided by the Vendors or test

                                 List of JITC Anomaly Reports (JARs) pertinent to the product’s test campaign.

                                      APPLICATION RESUBMISSION POLICY


Resubmission of applications will be processed according to the following guidelines:

1.      Minor administrative information deficiencies (e.g., misspellings, typographical errors, and omissions)
which can be corrected either by telephone contact or the information faxed to the Joint Interoperability Test
Command (JITC) Open Systems Environment Testing Laboratory (OSETL), will not result in a resubmission fee,
providing all applicable information is received within ten days of notice of the deficiencies.

2.       Major administrative deficiencies (e.g., incomplete application package, indecipherable package due to
poor format or organization, illegible applications, and deficiencies which cannot be corrected by the steps in
paragraph 1) will result in a resubmission fee of half the full registration fee for the product. Example: Full
registration fee is $2,000, resubmission fee would be $1,000.

3.       Technical deficiencies (less than ten deficiencies) which are corrected by submission of the proper
information and do not require consultation by the JITC OSETL technical staff, will result in a resubmission fee of
half the full registration fee for the product.

4.      Technical deficiencies (less than ten deficiencies) which are corrected by submission of the proper
information and require consultation with the JITC OSETL technical staff, will result in a resubmission fee equal to
the actual consulting charges involved, but no less than one-half of the full registration fee for the product.

                          STANDARDS CONFORMANCE TESTING AND REGISTRATION


1.       TESTING. Standards conformance testing of products will be accomplished with Abstract Test Suites
(ATSs) and Means of Testing (MOTs) developed at the Joint Interoperability Test Command (JITC). The product
is tested using POSIT registered MOTs by National Voluntary Laboratory Accreditation Program (NVLAP)
accredited labs.

          A.      Base Testing. Base testing is the initial testing performed on a product.

          B.       Derived Testing. Derived testing is applicable when a Vendor can definitively prove that a
          subsequent version of a product is essentially unchanged from its registered base version. This is done
          without the product having to undergo the same levels of testing as for a base test. The process of
          determining essential equivalence deals with three significant entities of the product: the protocol engine,
          the virtual machine, and the underlying stack (i.e., connectivity). Contact the JITC Open Systems
          Environment Testing Laboratory (OSETL) Product Testing and Registration Point of Contact (POC) to
          determine if your product is eligible for derived testing.

                  (1)       Protocol Engine. No change to the protocol engine can be made; therefore, the Protocol
                  Implementation Conformance Statement (PICS) completed on the base product testing applies in
                  total to the derived product.

                  (2)    Underlying Machine. The virtual machine is the environment in which the protocol engine
                  operates and consists of the hardware platform and operating system. Changes to the virtual
                  machine which do not affect the protocol engine are eligible for derived testing.

                  (3)     Underlying Stack. The underlying stack, or connectivity, is that set of software, firmware,
                  and hardware that provides the services required by the protocol engine to connect through the
                  Local Area Network (LAN), Wide Area Network (WAN), or Transmission Control Protocol/Internet
                  Protocol (TCP/IP) to its peer(s). Changes to the underlying stack which do not affect the protocol
                  engine are eligible for derived testing.

                  The product Vendor must provide complete justification of any claims of essential equivalence for
                  derived testing. Products may be subjected to static analysis, as well as a partial or full test
                  campaign during a derived test.

          C.      Regression Testing. The nature of many DoD programs may cause changes made to the
          product during interoperability (IOP) testing to invalidate the results of a previous conformance test
          campaign. In such instances, the product conformance register entry is suspect and the product must
          undergo “conformance regression testing.”

          It is recommended that the Vendor contact the JITC OSETL POC to determine the type of testing and
          fees based upon the extent of product changes.

2.      REGISTRATION. Once products have demonstrated conformance with the protocols/profiles which the
Vendor has claimed and appropriate fees have been payed, the product is placed on the POSIT Conformant
Product Register.

3.        PROGRAM DIFFERENCES

          A.   Defense Message System (DMS)

               (1)     Testing. There are additional requirements for standards conformance testing of DMS
               products. Refer to the DMS Compliance Test and Evaluation Plan for details.

                      (A)     DMS Products for DMS Specific Profile. Products tested against unique DMS
                      standards by a DMS certified laboratory using a DMS registered MOT. These products
                      are unique to DMS and must be conformance tested to DMS standards. Testing will be
                      accomplished with complete ATSs and MOTs developed at the JITC. Products
                      implementing the P772 and P42 protocols fall into this category.

                      (B)       DMS Products tested for POSIT Standards Profiled for DMS. Products tested
                      against DMS extended/limited POSIT standards by an NVLAP accredited laboratory using
                      a DMS registered MOT. The profiles/protocols tested are POSIT profiles/protocols but
                      have DMS specific capabilities built in and cannot uses the standard POSIT MOTs.
                      Special versions of the MOTs appear in the DMS Register. For example, an MHS product
                      that does not support use of the P2 content type and can not be tested using the POSIT
                      registered P1 MOT. Therefore, the POSIT P1, P7, RTSE, ACSE, Presentation, and
                      Session must be tested with the P772 content type. The X.500 profiles/protocols also fall
                      into this category.

                      (C)       DMS Products tested for POSIT claiming derived conformance to DMS Profile.
                      Products that have been registered for POSIT for profiles that have been extended/limited
                      by the DMS profile can be registered for DMS based on the previous POSIT testing. This
                      is a derived registration request. The changes that were made to the product to make it
                      DMS conformant must be identified and any changes to the PICS must be provided. The
                      level of testing required will be based on the amount of code changes required for DMS
                      conformance. Products implementing P1, Reliable Transfer Service Element (RTSE),
                      ACSE, Presentation, Session, and P7, that support the P2 content type fall into this
                      category.

               (2)     Registration. Once products have demonstrated conformance with the DMS
               protocols/profiles which the Vendor has claimed and appropriate fees have been payed, the
               product is placed on the DMS Conformant Product Register.

                         PRODUCT INTEROPERABILITY TESTING AND REGISTRATION


1.    TESTING. All product interoperability (IOP) testing will be in accordance with the Department of Defense
Open Systems Environment Test and Registration Program (DoD OSETRP) Policies and Procedures.

          A.      General

                  (1)     The Product Service Description (PSD) that describes what the product supports must
                  match the product’s Protocol/Profile Implementation Conformance Statement (PICS).

                  (2)      If the product has been registered for standards conformance and the documentation on
                  this register is being referenced, the product undergoing product IOP testing must be the same
                  product.

          B.       Full Qualification Testing. Product IOP testing is limited to the application layer protocols.
          Underlying stacks/supporting substructures are “implicitly” tested via application IOP testing. Additionally,
          product IOP testing may be subdivided into two program types: General IOP Testing and Registration,
          and Architecture IOP Testing and Registration. A brief synopsis of differences between the two test and
          the registration programs is as follows.

                  (1)      General IOP Testing. Products undergo IOP testing utilizing the Vendor supplied product
                  (platform, hardware, software, operating system, connectivity, etc.). Products seeking General
                  IOP Test and Registration are “partnered” with previously registered products as selected by the
                  DoD OSETRP Central Partner Pool Administrator (CPPA) to best support the PSD requirements
                  of the product seeking registration. Fees are paid by the individual Vendors requesting the
                  testing.

                  (2)     Architecture IOP Testing. Products undergo IOP testing utilizing a “Sponsor” defined
                  system configuration architecture (network configurations, hardware platforms, operating system,
                  connectivity, etc.). Products selected for Architecture IOP Test and Registration are “partnered”
                  together as determined by the Sponsor to achieve maximum reduction in risk of non-
                  interoperability among selected products. Testing is performed in accordance with the Sponsor
                  requirements. Fees are paid by the individual/organization as determined by the Sponsor.

          C.       Regression Testing. IOP Regression Testing is conducted to validate product changes that
          have included code modifications. The appropriate Regression Test Suite (RTS) will be utilized to conduct
          IOP Regression Testing. An RTS is a proper subset of an Interoperability Test Suite (ITS) which
          exercises the appropriate interoperability test cases (ITCs) to ensure continued interoperability of the
          registered product. Under the IOP methodology, the product is considered to be a “living product” which
          inherently implies that the product will continue to move forward with technology enhancements and
          functionality modifications. To accommodate this philosophy, the following two types of IOP regression
          testing are allowed.

                 (1)      Product Update. Product Update regression testing can be applied when the product’s
                 protocol engine is unchanged from the base registration, and the only product modifications made
                 are the following:

                           Underlying Stack Change
                           Underlying Stack Addition
                           Platform Change
                           Operating System Change
                           Code Modifications - Functionality Unchanged

                           The Vendor must provide written justification to prove a claim for a product UPDATE
                           registration. Justification, along with accompanying test campaign logs, must ensure that
                           the protocol engine of the product has not been changed.

                 (2)     Product Upgrade. Product Upgrade regression testing can be applied for when the
                 Protocol Engine was changed for one or more of the following reasons:

                           New Functionality
                           Elements of Service (EOS) Fault/Suspension Resolution

                           Product upgrades may affect the product’s conformance registration entry. In such
                           cases, the product will be required to undergo a “conformance regression test” to ensure
                           continued compliance of the product for registration purposes. The Vendor is encouraged
                           to contact the Joint Interoperability Test Command (JITC) Open Systems Environment
                           Testing Laboratory (OSETL) Product Testing and Registration Point of Contact (POC)
                           prior to undergoing any IOP UPGRADE test campaigns to determine the extent of
                           required conformance regression testing.

                 NOTE: Due to the nature of Regression Testing, it is recommended that the Vendor contact the
                 JITC OSETL POC to discuss appropriate testing requirements and registration fees based upon
                 the extensiveness of the product modification.

2.        REGISTRATION

          A.     General Interoperability. Once products have demonstrated no instances of non-interoperability
          and appropriate fees have been payed, the product is placed on the Interoperability Product Register.

                 (1)       Meet the requirements for product interoperability.

                 (2)       Participate in DoD OSETRP Distributed Test Partner Pool.

                 (3)      Provide complete system (to include hardware, firmware, software and peripherals) to the
                 DoD OSETRP Central Partner Pool Administrator (CPPA) for inclusion in the Central Partner Pool

                  (4)     Maintain records of all actions taken in response to compliance complaints for the
                  duration of registration.

          B.       Architecture Interoperability. Once products have demonstrated no instances of non-
          interoperability and appropriate fees have been payed, the product is placed on the interoperability product
          register associated with that architecture.

                  (1)    Meet the requirements for product interoperability as defined by the Sponsor and the JITC
                  OSETL.

                  (2)     Maintain records of all actions taken in response to compliance complaints for the
                  duration of registration.

3.        PROGRAM DIFFERENCES

          A.      Defense Message System (DMS). DMS product compliance requires product IOP testing with
          other conformance and/or interoperability tested products. The following are DMS specific requirements.

                  (1)       Interoperability testing of DMS products must be performed at the JITC OSETL.

                  (2)    DMS products that have demonstrated no instances of non-interoperability are place on
                  the DMS Interoperability Product Register.

                  (3)     The product placed on the DMS Interoperability Product Register must be the same
                  product as that placed on the DMS Conformant Product Register.

                  (4)     The product must be on the DMS Conformant Product Register before it can be placed
                  on the DMS Interoperability Product Register.
