                                 INVITATION TO BID
                                  PUBLIC BIDDING NO. 2010-033

1.    The   Bureau        of    Internal     Revenue  (BIR), through the CY 2009 continuing
      appropriations and CY 2010 enrolled appropriations, intends to apply the sum of Six
      Hundred Ten Thousand One Hundred Seventy Six Pesos Only (P 610,176.00) being the
      Approved Budget for the Contract (ABC) to payments under the contract for the
      Procurement of the CY 2009 BIR Annual Report. Bids received in excess of the ABC shall be
      automatically rejected at Bid opening.

 2. The Bureau of Internal Revenue (BIR), now invites Bids from eligible bidders for the
    Procurement of the CY 2009 BIR Annual Report to be delivered on or before June 15, 2010.
    The BIR Annual Report showcases the Bureau’s performance and accomplishments based on
    collective efforts of all revenue officials and personnel in achieving BIR’s mission of collecting
    internal revenue taxes for the government. Bidders should have completed within the last
    three (3) years from the date of submission and receipt of bids, a contract similar to the
    project. The description of an eligible bidder is contained in the Bidding Documents
    particularly, in Section II, Instructions to Bidders.

 3.   Bidding will be conducted through open competitive bidding procedures using non-discretionary
      pass/fail criterion as specified in the Implementing Rules and Regulations Part A (IRR-A) of RA
      9184, otherwise known as the “Government Procurement Reform Act”. Bidding is restricted to
      Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent
      (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to
      citizens or organizations of a country the laws or regulations of which grant similar rights or
      privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.

 4. Interested Bidders may obtain further information from the BAC Secretariat, thru the Chief,
    Procurement Division and inspect the bidding documents at the address given below from
    8:00AM-5:00PM starting April 15, 2010.

 5.   A complete set of Bidding Documents may be purchased by interested Bidders on April 15,
      2010 to May 12, 2010 from the address below and upon cash payment to the BIR Cashier of a
      non-refundable fee for the bidding documents in the amount of One Thousand Pesos Only
      (P 1,000.00)

      It may also be downloaded free of charge from the website of the Philippine Government
      Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided
      that Bidders shall pay the non-refundable fee for the Bidding Documents not later than the
      submission of their bids.

 6. The Bureau of Internal Revenue will hold a Pre-bid Conference on April 22, 2010 at 1:30
    p.m. at the Auditorium, National Training Center, Bureau of Internal Revenue, National
    Office Compound, Diliman, Quezon City, which shall be open to all interested parties who
    have purchased the bidding documents.
    7. Bids must be delivered to the address below on or before May 12, 2010. All Bids must be
       accompanied by a Bid Security which shall be valid for one hundred twenty (120) calendar days
       from the date of the opening of bids in any of the following forms:

                authenticated by a Universal or Commercial Bank,
                if issued by a foreign bank.

             3. Surety Bond callable upon demand issued by a
                surety or insurance company duly certified by the
                Insurance Commission as authorized to issue such                     Five percent (5%)

            Bid opening shall be on May 12, 2010 at 1:30 p.m. at the 3 Floor, Executive Conference
           Room, Bureau of Internal Revenue, NOB, Diliman, Quezon City. Bids will be opened in the
           presence of the Bidder’s representatives who choose to attend at the above address. Late bids
           shall not be accepted.

    8. The Bureau of Internal Revenue assumes no responsibility whatsoever to compensate or
       indemnify bidders for any expenses incurred in the preparation of the bid.

    9. The Bureau of Internal Revenue reserves the right to accept or reject any bid, to annul the
       bidding process, and to reject all bids at any time prior to contract award, without thereby
       incurring any liability to the affected Bidder/s.
