Safe-Running Speed Study - Conduct a vehicular safe running speed study in accordance with
PennDOT Publication 212’s Appendix to determine a safe speed limit along Frantz Hill Road             -
in both directions along the road’s length.
Curve Speed Study -Conduct curve speed studies in accordance with PennDOT Publication
212’s Appendix in order to determine/verify the appropriate advisory speed for each curve and         -
combination curve along Frantz Hill Road.
Traffic Volume Study - Use Automated Traffic Recorders (ATRs) to obtain Average Daily
Traffic (ADT) volumes and vehicular speeds along Frantz Hill Road. Complete the traffic
                                                                                                      -
volume studies during the middle of the week (Tuesday – Thursday) and avoid special traffic
conditions so as to get data that best reflects average traffic volumes.
Sign Inventory - Inventory existing horizontal alignment warning signs and determine if they
                                                                                                      -
are properly maintained and placed in accordance with Chapter 2C of the MUTCD.
Evaluate Existing Roadway Conditions - Document the existing roadway conditions along
Frantz Hill Road by either obtaining the information from construction drawings or by taking          -
measurements.
Clear Zone Determination - Determine what the appropriate clear zone widths are along
Frantz Hill Road based on Chapter 12 of PennDOT Publication 13M, Design Manual 2                      -
Highway Design.
SHORT-TERM SOLUTIONS
                                     BASIC TREATMENTS
Horizontal Alignment Signs - Determine the types of advanced curve warning signs that
should be installed in advance of each curve and/or combination of curves. One of the
                                                                                                      -
following four signing options may be appropriate depending on the results of each curve
speed study:
1. To emphasize a curve at which the advisory speed is less than or equal to 30 MPH:                  -

 i. Install TURN (W1-1 series) warning signs.                                                       EACH

precipitation. Document where the water is going. Look for sheeting and ponding water. Also

and severity) and the potential for future conflicts. Coordinate with property owners and utility

grooving throughout the curves to increase the skid resistance of the driving surface if it was       VARIES

Speed Trailers - Consider utilizing speed trailers, which provide visual feedback to motorists         NEW

observed that motorists are traversing over them in lieu of slowing to make the right turn from

Since Cherry Lane Road (SR 1001) is a state highway, the Township will need to work with
PennDOT to implement any study findings and/or proposed intersection improvements within                -
PennDOT right-of-way to ensure all appropriate permits are obtained.

STUDIES

Spot Speed Study - Submit a request to PennDOT to conduct a vehicular spot-speed study in
accordance with PennDOT Publication 212’s Appendix to determine the 85th percentile speed               -
along Cherry Lane Road (SR 1001) in both directions in the vicinity of the intersection.

Sight Distance - Conduct corner sight distance surveys in accordance with PennDOT
Publication 212 to determine if there is adequate sight distance for vehicles turning onto
                                                                                                        -
Cherry Lane Road from Laurel Lake Road based on the 85th percentile speeds along Cherry
Lane Road, particularly in the eastbound direction.

Intersection Traffic Volume Studies - Submit a request to PennDOT to conduct an
intersection traffic count documenting the number of turning movements, queue lengths, and
significant conflicts between vehicles at this intersection. Complete the traffic volume studies        -
during the middle of the week (Tuesday – Thursday) during AM and PM peak hours and avoid
special traffic conditions so as to get data that best reflects average traffic volumes.

SHORT-TERM SOLUTIONS
                                ROADWAY IMPROVEMENTS
Intersection Conversion - Due to the non-typical geometric configuration of this intersection,
conversion to a typical “tee” intersection is recommended. This will reduce confusion and
multiple conflict points, will remove the fixed objects (barriers) from the center of the               -
intersection which are considered a potential hazard, and can be accomplished within the
existing pavement area by performing the following:
  i. Remove the existing concrete barriers, delineators, STOP (R1-1) sign, and STREET NAME
                                                                                                        -
(D3-1) sign located in the island area.
  ii. Remove the existing double yellow centerline and white edge line pavement markings on

the Laurel Lake Road approach to the intersection.

STUDIES
Intersection Traffic Volume Studies - Conduct a traffic count documenting the number of
turning movements, unreasonable delays, and significant conflicts between vehicles at this
intersection. Complete the traffic volume studies during the middle of the week (Tuesday –        -
Thursday) during AM and PM peak hours and avoid special traffic conditions so as to get data
that best reflects average traffic volumes.

ADT Traffic Volume Studies - Use Automated Traffic Recorders (ATRs) to obtain Average
Daily Traffic (ADT) volumes along Bartonsville Avenue and Beehler Road. Complete the              -
traffic volume studies during the middle of the week (Tuesday – Thursday) and avoid special
traffic conditions so as to get data that best reflects average traffic volumes.

Spot Speed Study - Conduct vehicular spot-speed studies in accordance with PennDOT
