G4: Duties of the Dean of Students

Policy
In accordance with Statute 12 of the UCL Charter there shall be a Dean of Students, whose
appointment shall be made, and whose duties shall be laid down by the Council on the advice
of the Academic Board. The Dean shall hold office for such period as the Council may
determine.
Subject to any particular direction which may from time to time be given by the President and
Provost, the duties and responsibilities of the Dean of Students will include the undernoted
paragraphs.
1. Qualifications
1.1 The Dean of Students shall be a member of the full-time academic staff of UCL.
2. Student Welfare
2.1 The Dean of Students shall be responsible for UCL's Student Counselling Service in
consultation with appropriate UCL officers.
2.2 The Dean of Students shall (i) liaise with appropriate officers of UCL and (ii) advise
students in respect of personal problems affecting students.
2.3 The Dean of Students (i) shall liaise with the Director of Educational Liaison and/or such
other officers of UCL as may be appropriate and (ii) advise students in respect of problems
and difficulties experienced by overseas students.
2.4 The Dean of Students shall advise students regarding special requests to the Director of
Student Residences for accommodation of students.
2.5 The Dean of Students shall (i) liaise with the Academic Registrar and/or Senior Tutor
and/or Faculty Tutors and/or Departmental Tutors and/or such other officers of UCL as may
be appropriate and (ii) advise students in respect of the issue of loans and award of bursaries
from the loans and bursaries funds available to assist students in need of financial assistance
to enable them to continue their studies.
2.6 The Dean of Students shall administer UCL's Student Purposes Fund.
2.7 As Chair of the Joint Staff-Student Committee, the Dean of Students will be responsible
for overseeing the analysis of data on the student experience and for providing
recommendations on it in an annual report to Academic Committee.
3. Communication
3.1 The Dean of Students shall on behalf of UCL, liaise with Sabbatical Officers of UCL
Students ' Union and other Union officers in respect of matters involving UCL administration
(including, e.g., publicity, security, licences).
3.2 The Dean of Students, if he or she thinks fit, may on behalf of the UCL Students ' Union
liaise with UCL Officers in respect of matters involving the administration of the UCL
Students ' Union.
3.3 The Dean of Students shall advise Sabbatical Officers and other representatives of the
UCL Union who sit on UCL committees of the procedure of relevant UCL committees (e.g.
headings of Reserved Areas of Business).
3.4 The Dean of Students shall liaise with the appropriate officers of societies of the UCL
Students' Union on matters regarding funds, publicity, extension permits, etc, of these
societies.
4. Discipline
4.1 The Dean of Students shall be responsible for dealing with disciplinary matters referred to
him or her in accordance with UCL's Disciplinary Code and Procedures. In respect of cases
involving students from the Dean of Students' own academic department, the Dean shall refer
the matter to the Deputy Dean of Students.
5. Committee Duties
5.1 The Dean of Students shall be ex officio Chair of the following UCL Committees, except
where this is delegated to the Deputy Dean of Students: Joint Staff-Student Committee,
Student Accommodation Committee (SAC), SAC Executive Sub-Committee, SAC Fees Sub-
Committee, Student Welfare Co-ordinating Committee, Access to Learning Fund Working
Group of the Student Awards and Hardship Funds Committee.
5.2 The Dean of Students shall be ex officio a member of the following Standing Committees
of UCL:
Academic Board
Academic Committee (AC)
AC Programme Planning and Development Executive Sub-Committee
AC Teaching Spaces Executive Sub-Committee
Joint Committee for the UCL Bloomsbury
Committee for Equal Opportunities
Disability Committee
Health and Safety Management Team
Sports Grounds Development Committee
Student Awards and Hardship Funds Committee
and a member of UCL’s Major Incident Team.
5.3 The Dean of Students may, as he or she sees fit, request that the Deputy Dean of Students
represent the Dean on any of the above committees, any such arrangements to be reflected in
the Duties of the Deputy Dean of Students.
6. Term of Office
6.1 Statute 12 of the UCL Charter provides that the Dean of Students shall hold office for
such a period as the Council may determine. However, the maximum term of office of the
Dean of Students shall not normally exceed five academic years.
7. Deputy to Dean of Students
7.1 There shall be a Deputy to the Dean of Students appointed by the UCL Council on the
recommendation of Academic Board.
7.2 The Deputy shall liaise with the Dean of Students and shall, on a day to day basis, assist
the Dean of Students in the performance of the duties and the exercise of the powers in the
foregoing.
7.3 The Deputy shall be ex officio the Vice-Chair of the Joint Staff-Student Committee, the
Student Accommodation Committee and the Student Welfare Co-ordinating Committee. The
Deputy shall be delegated to the chair of the Access to Learning Fund Working Group of the
Student Awards and Hardship Funds Committee.
7.4 The Deputy shall be delegated to attend, in the place of the Dean of Students, the
following UCL committees:
Joint Committee for the UCL Bloomsbury
Committee for Equal Opportunities
Sports Ground Development Committee
Student Awards and Hardship Funds Committee.
7.5 In the exercise of powers under the Disciplinary Code and Procedures, the Deputy will
deal with any case involving a student from the academic department of the Dean of Students
and shall refer to the Dean of Students any case involving a student from the academic
department of the Deputy.
