                 What makes Keystone Concrete stand out
              from the other ready mix companies in the area?

It starts with the heart and soul, or the people and equipment, of the operation. Keystone
employs a group of dedicated and well experienced people who perform multiple tasks in
order to maintain customer care. The drivers, the dispatchers, the quality control, the sales
and the operations people can all drive mixers, load materials and supplies, perform
maintenance duties and do whatever else it takes to keep things moving. Keystone also
invests hundreds of thousands of dollars annually to update equipment. From computers
and plant upgrades to trucks and material handling equipment; continuous improvements
never cease. In addition, Keystone purchased its own sand and stone mining operation.

quality products and great service at a competitive price.

For fifty years the Hatfields have owned and operated Keystone Concrete. Starting with
Herb Hatfield and now his sons, Mike, Bill and Dan, have fine tuned operations and
adjusted to the demands of the times. Keystone has furnished concrete throughout all of
Northeast Indiana and shipped supplies to jobs in Indiana, Ohio, Michigan and Illinois.
They have three concrete plants with the capability of producing over six hundred cubic
yards of concrete per hour. With that kind of capacity Keystone has been known to pour
very large projects at just a moments notice. While advanced orders are preferred, the
slogan “you call; we haul” has come to be business as usual.

Through the years Keystone Concrete has remained dedicated to their customers. While
opportunities have come along, they have remained focused on serving the local
marketplace. The Hatfields have stated that our customers will always come first; we can’t
get distracted by some seemingly attractive venture to the detriment of those who we
depend on. There’s a reason we maintain strong relationships and that’s what matters
most.

                        As the year comes to a close many of us will be evaluating the success and
                        areas of concern in our businesses. We will be forecasting what we might
                        expect in our industry for 2012 and looking forward to new opportunities.
                        As we look into 2012, I am optimistic that this year will begin a gradual
                        rebound of our industry.

                        Membership is the heart of our organization and I would like to thank all of
                        our members who have sponsored the many events throughout 2011. Your
                        sponsorship is vital to the continued success of this organization and our
building industry. Thank You! We need your help in the coming year. As members have dropped
out of the Home Builders Association we need your help to recruit new ones. Please feel free to
contact the HBA office if you have someone you do business with that needs to join our
association.

It has been an honor to serve this last year with Craig Yoder our 2011 President and fellow board
members. Craig’s leadership throughout this past year has helped to make this year go very
smoothly.

Being the fourth Lancia family member to be President of the Home Builders Association comes
with great responsibility and expectations. I look forward to serving our members and the
community in the coming year. As we look into
next year I hope you all have a Joyous Holiday
Season and

                     During the past few months, the City of Fort Wayne and Allen County
                     Government have been working together to improve the process of doing
                     business in Allen County. Specifically, we are looking at city and county
                     ordinances (or the conflicts between them), areas of duplication and the
                     overall permitting process. This is scheduled as an eighteen month, three
                     phase project. It ultimately, will bring all 19 city and county departments
                     that are involved with the routing process onto a single data base that will
improve efficiency and timeliness of reviews, and provide on-line tracking capability by the
developer/contractor/owner for the project status within every department involved throughout
the routing process. This will work much like your current capability to track inspection activity
of the building department. This will improve accountability of all parties involved in the routing
and permitting process, and if problems or delays occur in approvals, it will be easy to see where
the roadblocks are occurring.

As a part of this project, a task force is actively working on developing an informational portal on
the web which will provide a user friendly, easy to access, single site to gather information on
the processes and requirements of each city and county department involved in the permitting
and development process. This will make it much easier to find what you need by replacing the
multitude of individual home pages that each city and county department currently has.

There are a number of jurisdictions across the country that have developed a portal such as this
and we have looked at quite a few (some really
good and others not so good) to take advantage
of the ideas others have implemented
successfully.

While the project has a pretty aggressive
timeframe, our hope is that as the economy
fully recovers, we will be ready to hit the ground
running with a user friendly and efficient system
that will improve the ability to develop and grow
Allen County.

RETIREMENT

Many of you know Dale Bergman, our Sr.
Plumbing Inspector. Dale has been on staff for
a number of years and prior to joining Allen
County, was a local plumbing contractor. Dale
has decided it is time for him to slow down and
recently announced his retirement effective
December 28, 2011.

Dale has been a joy to work with and we will
miss him around the department. We wish him
all the best and good health as he moves to this
“non-working” phase of life.

The Company was founded in 1957 by Edward E. Keller, Sr. as Gene
Keller & Sons and operated as a concrete contractor and later
expanded its services to include excavation and site preparation The
Company was reorganized effective January 1, 2000 and renamed Keller Development, Inc. as it has grown
into a Developer and General Contractor for residential properties. As a general contractor, the Company has
built over 1,500 units of multi-family housing for other developers throughout Indiana, Illinois, Kentucky and
Ohio. As a Developer, the company now owns 21 multi-family developments in Indiana totaling 883 units.

During the mid-1980’s, Congress created Section 42 of the Internal Revenue Code to promote the
development of quality affordable housing. The Company postured itself as one of the first players in this
industry, and today is recognized as a major player in the multi-family affordable housing industry with a
reputation for “quality construction”; “on-time” and “within budget”.

Edward E. Keller, Jr. (Gene) and Larry D. Keller are the owners of this second generation business. Their
children are “key employees” of the Company which will provide for future transition to a third generation
company.

Providing developer, general contractor, and management services independently and in
partnership with not-for-profit agencies to develop affordable multi-family and single-family
housing utilizing the Low Income Housing Tax Credit program.

The Indiana Fire Prevention and Building Safety Commission intends to adopt the following rules:

•  LSA Document #11-683: Adds the 2010 edition of NFPA 13, Standard for the Installation of
Sprinkler Systems, and make conforming changes.
• LSA Document #11-684: Adds the 2010 edition of NFPA 13R, National Fire Protection
Association Standard for the Installation of Sprinkler Systems in Residential Occupancies up to
and Including Four Stories in Height, and makes conforming changes.
• LSA Document #11-685: Updates the 2011 edition of NFPA 25, National Fire Protection
Association Standard for the Inspection, Testing, and Maintenance of Water-Based Fire Protection
Systems, and makes conforming changes.

The Indiana Building Code, 2008 Edition requires fire sprinklers in apartments and
condominiums, and those systems must be installed in accordance with NFPA 13R. The Indiana
Residential Code, 2005 Edition does not require fire sprinklers to be installed in
residential construction. The Commission is considering adopting NFPA 13D: Standard for the
Installation of Sprinkler Systems in One-and Two-Family Dwellings and Manufactured Homes
which would provide direction and guidelines on how the system should be installed if one
chooses to install it, but it does not mandate fire sprinklers for one and two-family dwellings or
townhomes. IBA will continue to monitor Commission action on these standards.

ANNUAL DEADLINE TO RE-FILE MODEL HOME DEDUCTION APPROACHING
Builders must re-file applications for the Model Home Deduction to their county auditor before
December 31. The incentive is a 50% deduction on the structure (not the land) for up to three
models statewide for the initial partial assessment followed by three full assessments. The

NEW EPA GUIDELINES SEEK TO MANAGE HEALTH RISKS OF RETROFIT WORK
The Environmental Protection Agency (EPA) has released its Healthy Indoor Environment
Protocols that remodelers can follow when they do energy-efficiency upgrades and retrofit work
as part of their renovation projects. The protocols cover ventilation procedures when working
with products that might off-gas and injure workers; as well as safety tips for working with

Parade of Homes:
• After all the weather related costs and the other expenses were totaled, the members were
pleasantly surprised on the outcome of the proceeds. Selling the 2011 Parade of Homes Book in house,
is what made the difference.
• The motion was accepted that Oakmont Development would receive their check for the developer
profit split.

Habitat GMM/Auction Update
•   Board Members authorized the amount to be given to Habitat for Humanity from the results of the
Auction Fund Raiser.
• Discussion and ideas were given on what role the HBA might have with Habitat for Humanity. Craig
Yoder requested this same topic to be on December’s Agenda for further discussion plus more
information from builders that have participated in the past and questions from builders that may want
to participate in the future.

•   Dave Watercutter explained that the HBA AIG investments are 60% Equity and 40% Bonds. After
giving an overview of different investments, Dave stated he would like to have more flexibility and
recommended for us to add 5% Commodities to our profile.
• Craig Yoder suggested that the Board Members should take a look at the recommendation for the
new policy and receive a report 3 days after the change.

Call to Order:
• The meeting was called to order @ 7:07 a.m. by Craig Yoder, President.
• The new members, Mike Christoffersen, Barclay Allen and Justin Berger, were introduced and welcomed by
Craig Yoder. Jeff Washler resigned in the middle of 2011 and his position was filled by the elected member, Justin
Berger, who was the additional board member needed for all vacancies on the Board to be occupied.
• Maurine Holle informed the Board Members to send their individual pictures to publications for the Business
Section for 2012. Maurine handed out the 2012 Board Manuals with updates and calendars were handed out to
members and requested the Conflict of Interest sheets to be signed.

Concurrence Items:
• AIG Proposal was discussed in length on the concerns and suggestions the members had about what would be
beneficial to the HBA. Jamie Lancia put a motion on the table that, Dave Watercutter give a detailed report of
where our 60/40 Investments stand at the present time and that the Executive Board meet to see what the options
are in the future. The motion was seconded and approved. Charlie Giese made the point that in Dave Watercutter’s
presentation he stated his recommendation was to add 5% Commodities to our profile but in the Proposal he stated
10%. Another member suggested setting up a Task Force to check further information before any decisions are
made. Craig Yoder asked for the AIG Proposal to be on the Agenda next month.
• The 2012 Budget was discussed and accepted as presented.
•   Treasurer’s Report was accepted as presented.
•   Craig Yoder requested two changes to the November Board of Director’s Minutes under the Other Business
section. 1) Justin Berger’s name was not included in the voted in Board Members list but it is in this December
Board of Director’s Minutes, under Call to Order section, that Justin Berger was elected for the 3rd position that was
open. 2) Under Other Business strike, “and receive a report 3 days after the change.”
• The Secretaries Report was accepted with the 2 changes noted.
New Member Report:
• A new member was accepted pending BBB review.
•   Board Members committed to contacting past members and future members.

Parade of Homes:
• For the 2012 Parade of Homes the developer needs 5 to 6 homes with at least 3 different builders committed.
• Motion moved and seconded for the March Board Meeting being the latest for making a decision on the 2012
Parade of Homes site, so that Advertising/Marketing will be able to move forward.
• Maurine will be selling the 2012 Parade of Homes Book in house again since it was profitable for the HBA in
2011.

Habitat GMM/Auction Update
• Justin Berger explained that there are approximately 5 builders so far showing interest in the Home Blitz in
June 2012, building 5 to 8 homes in a week here in Allen County. There are 2 sites being considered. The homes
are built with donated materials and fund raisers are held to make up the difference.
• After the Home Blitz is completed, Habitat for Humanity would like to team up with the HBA and hold a Parade
of Homes to build awareness to the communities and local builders.

                             Barkley Builders, Inc. established in 1981 by Randy Barkley of Ossian,
specializes in quality, custom-built homes, room additions and remodeling. Since its founding,

U.S. Environmental Protection Agency and the U.S. Department of Energy with a goal to save
money and protect the environment through energy-efficient products and practices. Barkley
Builders, Inc. also participates in the Indiana Quality Assurance Builder Standards program,
providing homebuyers and remodeling customers with a way to measure their builder and their
project against an industry-approved set of standards.
