A. LEA’S ANALYSIS OF SCHOOL’S NEEDS

With data and information available to you, analyze the needs of each of your Tier I and Tier II schools. The goal is for your LEA’s
Leadership team to carefully analyze and interpret all data in order to accurately and completely assess the needs of your Tier I and/or Tier
II schools. The knowledge gained during this investigative and analytical phase will be the basis for your decision as to which of the four
intervention models should be implemented in your schools. The guiding questions to consider as the LEA Leadership analyzes and
interprets data are: Where are we now?; and How did we get to this place?

Where are we now?
   A.1. Who are we? (as an LEA/charter holder, school, staff, and community)
          Provide a brief description of the LEA and each school to be served using School Improvement Grant funds. Explain how the LEA
            and school(s) are organized; describe the characteristics of the student population, the teaching and administrative staff; and discuss
            the level of community involvement and parent engagement.
Description of LEA/School, Student Population, and Teaching/Administrative Staff: Ira H. Hayes High School is a 1-school

charter district serving students in grades 9-12 and is located in the small community of Bapchule on the Gila River Indian

Reservation approximately 50 miles southeast of the Phoenix metropolitan area. The community is a low income area that is

largely Native American (Pima and Maricopa tribes). The area is rural and isolated with the average miles that a student

rides on the bus to school calculated to be approximately 50 miles round trip. Educational attainment is lower in the Region

than in the state as a whole. The high school drop-out rate is 34% of youth 15-17. The number of children ages 0 to 5 in the

Region is growing and the rate of growth is faster than the statewide rate. Births to teen mothers as a proportion of total

births is 26% as compared to the state of 12%. The increase from 2000 to 2009 was 79% compared to the statewide rate of

40% in AZ.      Type 2 Diabetes is higher per capita on the Gila Indian Reservation than anywhere else in the United States.

American Indians have huge risk factors and die at higher rates than other Americans from: Alcoholism 550% higher,

Diabetes 200% higher, Homicide 100% higher, Suicide 60% higher (data from Indian Health Service, 2007). The median

income of the Gila River Indian Community is $18,599 compared to the state median of $40,558. The unemployment rate for

the first part of 2010 was 33%. Native Americans in AZ have an overall graduation rate of 52% compared to an overall

graduation rate in AZ. of 73%. Within the Gila River Indian Community, only 30% of those age 18-24 have a high school

diploma.      The graduation percentage for Ira Hayes High School last Spring of 2010 was only 20%. The school dropout rate

in 2010 was 31%. Our student population is 100% Native American, primarily from the Pima and Maricopa tribes. The

school has a 91% poverty level, 66% mobility rate and a 75% attendance rate. 20% of the students at Ira Hayes are teenage

parents. Lack of parental or adult supervision leads to incidents ranging from chronic juvenile delinquency to parents'

inability to assist their children with school work. Many of the parents of our high school students expect their children to take

care of their own education. Our students are exposed to an overwhelming number of risk factors such as high poverty,

single or no parent households, alcohol and drug abuse, domestic violence, and low self-esteem. Many of our students lack

a sense of future and have difficulty connecting school to their lives. The Ira Hayes High School staff does its best to meet

the academic and emotional needs of all the students. The staff consists of a Principal, Director of School Improvement,

seven highly qualified teachers and a counselor. Among the highly qualified staff members, 50% of them have master’s

degrees, one has a doctorate degree, two have special education certification, and one has a reading specialist certificate.

Among the teaching staff, the average number of years taught is 9.7 years.

Level of Community involvement and Parent Engagement:                    Ira Hayes High School makes every effort to engage parents in

their child's education by having events such as Open House, Meet the Teacher Night, School Improvement Meetings,

Parent/Teacher Conferences, and holiday lunches. School Board members reach out to various communities by attending

evening District Community Meetings to share what is going on at Ira Hayes High School. Every parent is encouraged to

provide their child with academic support by engaging with the learning community at the various school events held

throughout the year. Despite our efforts, the level of community involvement and parent engagement remain low due to lack

of transportation, adverse road conditions, or adverse weather.                Maintaining on-going communication with our parents is

challenging because most households do not have internet access and therefore no email address. Telephone

communication with parents is often encumbered by "pay as you go" cell phone calling plans. This means that for the last

few days of the month, individual phone service may not be available. Phone numbers given at enrollment are frequently no

longer in use. We have seen an increase in community event participation, however, there is still a lack of parental

involvement in student monitoring of school attendance and academic achievement. We are hopeful with the PLA/SIG

funding, we will be able to hire a parent/community coordinator that will assist us to implement effective strategies and

programs targeted at increasing meaningful community and parent engagement. In Bapchule, community resources

immediately around Ira Hayes are limited represented by a few churches, a Senior Center, the District 5 Service Center, a

gas station and a grocery store. Most community resources are in the adjoining community of Sacaton approximately 15

miles away where you will find the Police Department, Fire Department, Governance Center, Education Tribal Department,

Gila River Hospital, a Senior Center, the American Legion Post 84, a small library, and a Community Computer Center.

The mission of Ira Hayes High School is to provide an education to all students and to prepare them for life after high school be it in post-
high school education or the working world. Our goal is to instill in all students, the confidence, dignity, and knowledge they need to
have productive and contented lives. We believe each student must be valued and treated with dignity and respect. We believe students
must feel the quality of instruction within each class. We believe our school must be flexible to accommodate the many needs of our
students. We value parental involvement and continually strive to engage them in the learning process of their children. Our school
values and embraces the Native American culture of our community. As staff members of Ira Hayes High School, we believe in pursuing
excellence in all we do and we value life-long learning, mutual respect, student success, character development, mutual accountability,
family/community engagement, and a safe learning environment for our students. As part of our school's Student/Parent/Staff Compact,
staff members pledge the following:

Improving the climate, culture, values and beliefs of Ira Hayes High School has been a main goal of the school's new administration. The
Solutions Team findings in January 2011 confirmed that Standard 4 (School Culture, Climate and Communications) was met by our
school.

  Analysis of the student data for the school indicates that our students’ most challenging academic area is Math. Only 16% of the students
  passed the 2008 Math AIMS; 17% passed the 2009 Math AIMS; and 23% passed the 2010 Math AIMS. Although some improvement has been
  seen since 2008, 77% of our students are still failing to pass the Math AIMS which are based on the AZ. State Math Standards. Reading
  appears to be a stronger subject area for our students with 44% passing the 2010 Reading AIMS. This is a great increase from the 2008
  Reading AIMS where only 15% of the students passed. The 2009 Reading AIMS proved to be the highest passing percentage during the last 3
  years showing 49% of our students passing. The Writing AIMS is the strongest of the 3 core academic areas. Writing has steadily increased
  from 38% passing on the 2008 AIMS Writing, to 43% on the 2009 AIMS Writing, to 50% on the most recent 2010 AIMS Writing. Ira Hayes is
  in great need of improvement in order to make AYP for school year 2010-11. Cut points this year are: 55% for math and 61.4% for reading.
  The graduation rate fell sharply in 2010 with a rating of only 20% compared to 50% the previous year. Similarly, the dropout rate increased
  from 17% in 2009 to 31% in 2010. The attendance rate remained constant at 75% for 2009 and 2010. Ira Hayes High School needs to improve

  its graduation rate to 71% and attendance to 90% in order to make AYP.

  Based on classroom walkthroughs, the quality of instruction needs to be more engaging for the students. Professional development in best
  practices in effective instruction need to be provided to all teachers and closely monitored for implementation with fidelity. Teachers need to
  provide more data-driven instruction to students and be willing to do whatever is necessary to fill in the learning gaps of so many of the
  students.

  Based on the results of the Standards and Rubrics for School Improvement Needs Assessment filled out earlier in the year, Ira Hayes falls far
  below the standard in curriculum, instruction, job embedded professional development, and classroom/school assessments. The school
  leadership is approaching standards with the hiring of new leadership in the Fall of 2010. The school culture, climate and communication
  standard meets the standard. The Solution Team findings of January 2011 confirmed the results of the school’s needs assessment.

Justification: The Transformation Model was chosen for Ira Hayes because there is a critical mass of staff members (more than 50%) that has the
capacity to transform the school with the right leadership team and support. The Transformation Model allows the school the flexibility and needed
resources to address the many challenges which it faces in moving the school forward. The model will increase graduation rates through credit
recovery programs, re-engagement strategies, performance based assessments, and acceleration of basic reading and math skills. We will have the

G. SUSTAINABILITY
G. Describe the plan for sustaining these efforts after the funding period ends. Address the following in the plan: funding sources, hiring
practices, professional development, changes in policies and practices.

After the funding period ends, the school improvement efforts will be sustained by utilizing the following funding streams: M&O, Title I, IDEA,
Impact Aid and Gila River Indian Community Tribal Fund. The PLA/SIG Coordinator and Academic/Instructional Coach will be eliminated after
the initial 3 years of funding. Once the systems are in place, the Principal will be able to sustain the responsibilities of the Coordinator and
Instructional Coach with the assistance of the Data Coach, Interventionist, and Family/Community Liaison. During the 4th and 5th year, the Reading
Coach and Math Coach positions will be combined into one position. It is anticipated after the initial 3 years of funding providing for dramatic, rapid
change and intense professional development, the Transformation Model will be sustained during years 4 and 5 with half of the originally funded
PLA/SIG staff. The positions of PLA/SIG Coordinator and Academic/Instructional Coach will be posted as 3-year positions. The Math and Reading
Coach positions will be posted as 3 year full time positions and after that; the positions will become half-time positions. Professional Development,
policies and practices developed during the first 3 years of the grant will be sustained by the remaining PLA/SIG Leadership Team during years 4
and 5. It is our hope that student growth will occur and allow us to retain as many of the PLA/SIG positions as possible. If growth does not occur,
we will eliminate or combine positions as listed above.

   2. Describe the rationale for eliminating/maintaining original SIG funded personnel/program identified in the above chart.

       During the first 3 years of transforming and turning the school around, it is imperative that we front-load the school with expert personnel to
       drive the school improvement efforts toward dramatic change and results. The PLA/SIG Team consisting of all of the above personnel will
       be responsible for establishing the many school improvement systems that currently are lacking. Once the systems have been established,
       many of the above positions can either be eliminated or combined.

       As the PLA/SIG funds end after 3 years, we will eliminate the PLA/SIG Coordinator and the Principal will continue to sustain the school
       improvement efforts. With the help of the PLA/SIG Coordinator during the initial 3-year funding cycle, the Principal will have the support
       and assistance needed to do the hard work of establishing necessary school improvement systems: aligned curriculum, pacing guides,
       curriculum maps, assessment and data systems, embedded professional development calendars, and effective intervention programs. Once
       the school improvement systems have been firmly established, the principal will be able to sustain them with the assistance of the remaining
       PLA/SIG personnel (Data/Technology Coach; Reading/Math Coach/Interventionist; and Behaviorist/Family Liaison)

       Describe how the LEA will integrate new staff into the established transformation or turnaround model at the school.

       The LEA will integrate new staff into the established transformation model by clearly communicating with “potential” new staff members
       during the interview process what the expectations are for personnel to work in a school that is engaged in the transformation model.
       Potential new staff members must convince the hiring team that they have the following research-base competencies to transform or
       turnaround a school:

       1.   A drive for results with a strong desire to achieve outstanding student learning results and the task-oriented actions required for success.

       If a potential new staff member does not have the above 4 attributes, s/he will not be hired. The transformation/turnaround model attributes
       will be posted on the office walls, printed in the staff handbook and infused in the culture of the school.



   3. Describe how the LEA will ensure that the transfer of knowledge (programmatic, vision, culture, intent, etc.), policies and procedures
      will survive any change in leadership and or staffing positions.

       1.    The culture of continuous school improvement will be on-going and so well established by all stakeholders that it will sustain itself
            through any change in leadership or staffing. During the years of implementation, accountability will be very tight with close monitoring
            for implementation with fidelity. Every teacher will become a teacher-leader building the capacity of the school where a true
            professional learning community is built.

       2. The Board will be charged with making sure that any new leadership hired has a strong school improvement background and will be able
          to continue to move the school forward toward high student achievement.

       3. The Superintendent/Principal will be charged with making sure that any new staff members hired is in alignment with the vision, mission,
          beliefs, values, culture, intent, and programs established during the transformational period.

       4. Student achievement will be the strong focus of the school indicated within the student, staff, and parent handbooks.

       5. Policies and procedures supporting the continuous improvement plan will be published, reviewed, and re-affirmed each year by the
          Governing School Board.

       6. During the period of transformation, the staff will be provided the appropriate time and necessary fiscal support (through the PLA/SIG
          grant) for initiatives to be strongly implemented and securely sustained.
