Dear Fellow Soroptimists,



Greetings! We are now in the middle of the Soroptimist fiscal year and now preparing for the 22nd

Mid-Biennial conference in Iloilo City, the Queen City of the South. The main Conference will be held at the

Sarabia Manor Hotel, a most prestigious address in Iloilo.



I come from the Visayas, from nearby Negros Occidental, and I will be very glad to take you on this

journey to a land of genteel and gentle Ilonggos, known for their innate hospitality and charm. Enjoy the

abundant produce of their sea, the original La Paz Batchoy and Pancit Molo, the exotic Dinagyang Festival,

centuries old churches and legendary heritage homes of a bygone era.



The Conference Host, SI Iloilo, is now working to give Soroptimists the experience of a lifetime. We

will hold our SIPR Board meeting at the famous Del Rio Hotel by the sea, to enable all our district directors

to attend. We have also invited all members of the Council of Advisers and Renaissance Chairpersons to

join us celebrate a very successful year.



For the more "meaty" portion of the conference, I am pleased to inform you that Executive Director

Leigh Wintz and President Elect Cathy Standiford of SIA have confirmed their attendance. We are inviting

a host of interesting speakers who will keep us informed on the burning issues of the day, many that affect

the lives of women and girls. We will reserve ample time for the "Voice of the Membership", for new

members to participate in and air their views.



We have scheduled a City Tour in the morning of May 7 to familiarize ourselves with the rich

cultural history of the province. For the first time in many years, the SIPR Board has agreed to schedule the

Officers Training School at another time, so that you will have enough time for fun and adventure. Post

conference package tours will be made available to you as soon as available. Some of you may want to

proceed to Boracay, a few hours away by land and perhaps to the Mountain Resort of Mambucal in Negros

just an hour by sea . The "youthful" ones may wish to proceed to the legendary beaches of Mystic Siquijor,

said to be the land of magic and witchcraft, off Dumaguete passing through awesome Mabinay Caves in

Negros Oriental.



Please register now and join this informative conference coupled with a holiday adventure to

reenergize ourselves after a year of volunteer service. Be ready to bond with old friends and meet new

ones.

Dear Soroptimists:



How time flies! We are now on the threshold of our 22 nd Mid-Biennium Conference. SI

Iloilo is hosting the conference. It will be held at the Sarabia Manor Hotel.



We will tackle serious matters like resolutions needing adoption. We will see our old

friends. How they have grown more white hair. How they lost their hair. We will reminisce

the days of old when we were all young and beautiful. More than all this, friends will meet

old friends. New friends will be found. It promises to be a warm reunion of Soroptimist of

our Region.



Iloilo is known as the food security capital of the Philippines. Prawns and shrimps, crabs

taste better. There is abundance of rice. Bakeries with their delicacies. The old antique

churches. Truly a tourist paradise.



The club of Iloilo is composed of charming, creative, intelligent and dynamic ladies. It is an

ideal club and one of the strongest club of SIPR.



On this note, let me make the call to conference – a conference you will remember for the

rest of your life.

Dear Fellow Soroptimist,



May 2009 is a very special month in my personal Soroptimist calendar, and I hope that you

share my enthusiasm. We have a wonderful opportunity to take time to experience and celebrate

our Soroptimist 22nd Mid-Biennial Conference on May 8 and 9, 2009 at the Sarabia Manor Hotel and

Convention Center, Iloilo City. Together, we will put special emphasis on creating awareness of our

dynamic involvement in Soroptimist programs. It is a gathering to develop acquaintances, renew

friendships and exchange ideas.

Pre-registered may claim their KIT and Identification badge through their District Director. Each

delegate and/or guest of the conference shall be issued an identification badge which must be

worn at all times during the business sessions. “NO BADGE, NO ENTRY” SHALL BE

STRICTLY ENFORCED.



6. SOROPTIMIST PIN / ALAMPAY



The Soroptimist pin/alampay is part of the official uniform of a Soroptimist and should be worn at

8. SOUVENIR PROGRAM

There is a mandatory one (1) page Ad for every club. It will cost PhP2,000.00 which will entitle

your club to one (1) copy of the Souvenir Program. It will feature your club’s profile, List of

Officers and Members and club activities.

9. PHOTO EXHIBITS / SHOWCASE AREA

a. There will be No Photo Exhibits this conference

b. Distribution of newsletters and Tokens/Souvenir items can only be done during breaks.

Distribution is STRICTLY prohibited during the Plenary Sessions.



10. HOTEL ACCOMMODATIONS



 Lists of hotels and their special conference rates are enclosed. Reservations should be

made directly with concerned hotels. Hotels have been advised to give priority and

special rates to SIPR delegates.



 Hotels require a one (1) day deposit/payment on or before March 15, 2009.



 A Hotel Accommodation Information Sheet is enclosed to inform the Conference

Secretariat of hotel reservations. Please fill and send the Hotel Accommodation

RESOLUTION MANDATING COMPLIANCE WITH THE TEN STEPS TO

CHARTERING A NEW SOROPTIMIST CLUB AS RECOMMENDED BY

SOROPTIMIST INTERNATIONAL OF THE AMERICAS



WHEREAS, the Region recognizes the importance of chartering new Soroptimist clubs

to maintain the vibrancy of the Soroptimist organization;



WHEREAS, proper orientation and education about the responsibilities of Soroptimist

membership have to be instilled and inculcated in the new clubs for them to remain strong

Soroptimist clubs;



NOW, THEREFORE, BE IT RESOLVED, that in order to create and sustain strong

Soroptimist clubs, sponsoring clubs are required to observe the Ten Steps to Chartering a New

Soroptimist Club recommended by the Soroptimist International of the Americas and available at

its website www.soroptimist.org as follows:



Step One. Enlist a Charter Team

Step Two. Develop a Plan/Determine Areas of Opportunity

Step Three. Create a List of Prospective Members

Step Four. Host a Series of Informative Meetings

Step Five. Follow-up with Prospective Members

Step Six. Host New Club Organizational Meetings

RESOLUTION CLARIFYING THE PROCEDURE IN THE DISTRICT JUDGING OF

WOA, VRA AND MADWA APPLICANTS/CANDIDATES



WHEREAS, it has been observed that the districts do not follow a standard procedure in

the district judging of the Women’s Opportunity Awards (WOA), the Violet Richardson Awards

(VRA) and the Making a Difference for Women Award (MADWA) and has resulted in the

disqualification of some applicants/candidate;



WHEREAS, there is a need to clarify any confusion resulting from such practice and to

standardize the procedure;



NOW, THEREFORE, BE IT RESOLVED, that in the district judging of the WOA, VRA

and MADWA, the following rules shall apply;



1. During the deliberation and judging, the following are required to be present:



a. Three (3) credible judges who are not Soroptimists and who are nominated by the

Clubs.



b. The Club Presidents and/or Chairpersons of the Club Committees concerned.



2. The personal appearance of the applicants/candidates is not necessary and their

absence cannot be a ground for disqualification;



3. The winners shall be judged only on the basis of the duly completed application

forms of the applicants/candidates, with supporting documents.



4. The district activity should be simple.

RESOLUTION INCREASING THE MEMBERSHIP DUES BY P558.00



WHEREAS, the governance of SIPR needs funds to continue to exist and to be effective;



WHEREAS, except for the P1 annual increase, SIPR has not increased the membership

dues since 2002;



NOW, THEREFORE, BE IT RESOLVED, that membership dues be increased by

P558.00 effective upon approval by the voting delegates during the May 2009 conference.

RESOLUTION SETTING THE GUIDELINES IN THE DISTRIBUTION OF THE

SURPLUS DERIVED OR LOSS INCURRED IN HOSTING A REGION CONFERENCE



WHEREAS, it has been observed that there have been problems in the manner and

distribution of surplus or loss from hosting a Region Conference;



WHEREAS, the region recognizes the need to set guidelines in the distribution of the

surplus or loss from hosting a Region Conference;



NOW, THEREFORE, BE IT RESOLVED, that any surplus or loss incurred in hosting a

Region Conference shall be distributed in accordance with the following rules:



1. The surplus shall be distributed as follows:



60% to the Host Club/s

40% to the Region



Any surplus derived from the Region Conference shall be distributed within TWO (2)

weeks from final liquidation of the accounts and expenses.



2. In case of loss



a. The Host District/s and Host Club/s do not have to return the FIFTY

THOUSAND (P50,000.00) seed money given by the Region in case the loss is

more than the seed money. However, if the loss is less than the seed money, the

balance should be returned to the Region.



b. Should the loss be more than the seed money, any excess shall be borne by the

Host District/s and Host Club/s.



BE IT RESOLVED FURTHER that the aforesaid guidelines shall take effect after its

publication in the SIPR newsletter and written notices sent to all Clubs setting forth the

effectivity date.
